Subject: Nomination for Life Saving Award — Deputy Lase

I would like to nominate Deputy Lase for a lifesaving award for the following reason:
' On 4/6/22 Deputy Lase conducted a traffic stop based on a stolen vehicle hit from the LPR
trailer. Deputy Lase took the driver into custody and began transporting the adult male to NJC.
As he was doing so, his custody stated that he had taken three M30 pills, containing Fentanyl,
and was not feeling good. Deputy Lase notified dispatch and asked for EMS to begin heading
towards him. As he continued to drive, Deputy Lase noticed that his custody, was slurring his
speech and started to lose consciousness.
Deputy Lase pulled over, and began to check on his custody. He found that he was breathing but
unconscious. Deputy Lase administered the first dose of Narcan, which had little effect. He then
administered a second dose of Narcan. His custody regained consciousness and was eventually
transported by EMS to NCMC.
Without Deputy Lase's intervention, his custody would have surely overdosed. As per our policy
the life saving award is given when "The Life Saving Ribbon may be awarded to any employee
directly responsible for the saving of a human life". I believe that Deputy Lase's actions qualify
him for this award.

RE: Awards for Deputies Elijah Howard and Andrew Welch

Sheriff Reams,
Deputies Andrew Welch and Elijah Howard were dispatched to a traffic accident hit and run
(22W000092) involving an 18 -year -old male who was -hallucinating on January 2nd, 2022, at 5:13
am. After leaving with the reporting party's Jeep, the reporting party tracked the hallucinating
male's last GPS to an irrigation ditch at 26543 WCR 45, where she found the Jeep partially
submerged in an irrigation ditch, but the 18 -year -old wasn't there.
Deputies Welch and Howard went to the scene and started searching for the male as it was very
cold with a low of -23 degrees Fahrenheit. While searching the ditch line, Deputy Welch spotted
the male on top of the ice of the ditch. The male was unresponsive, and his clothing was frozen to
his body. Both Howard and Welch were able to get the male out of the ditch and into a pasture
where he was tended to by EMS.
Based on this case, I feel like there is little question that the 18 -year -old male would have died
had Deputies Welch and Howard not found and pulled him out of the irrigation ditch. Deputy
Howard nominated Deputy Welch for a lifesaving award, but after review, they both deserve the
award. I recommend that Elijah Howard and Andrew Welch both receive Life Saving Awards for
their rescue efforts in this case.

Sheriff Reams,
Deputies Brian Hammond and Nicolas Thompson were first on scene to a shooting incident
behind the Bella Romero Academy involving four juvenile males (22W021612). The gunshot
victim was 14 years old and had been struck below the head in the neck region. Thompson and
Hammond immediately started resuscitation efforts and effectively communicated to get EMS to
the scene without unnecessary delay.
When Thompson and Hammond started CPR efforts, the victim wasn't breathing. By the time
EMS personnel hooked the victim up to a machine, they found that he had a heartbeat. The
victim survived the shooting, but it is unknown if he will fully recover as of the time of this memo.
At the time of the CPR, the reported information was that a sole gunman ran up and shot the
victim and ran off.
Deputies Thompson and Hammond placed themselves in direct risk of serious bodily injury by
completing CPR as no other deputies were there to cover them. Deputies Thompson and
Hammond made an exceptional personal effort beyond the normal scope of their assignment by
performing CPR on the shooting victim under the circumstances presented.
I recommend that Nicolas Thompson and Brian Hammond both receive Life Saving Awards and
the Ribbon of Merit for their exceptional performance in this case.
