HomeMy WebLinkAbout730711.tiff RECORD OF PROCEEDINGS 100 Leaves May 31, 1973 A meeting with the Engineering and Sanitation Division of the Colorado Department of Health was held to discuss the Weld County Jail sanitary standards. Mr. William R. Taylor, State Health Department Housing Repre- sentative discussed the several violations to departmental sanitary standards found in the inspection conducted March 22, 1973. It was pointed out by George Miller, Undersheriff, that several of the violations had been corrected. Mr. Billings read a resolution authorizing the Board to execute an agreement with Nelson, Haley, Patterson & Quirk providing for architectual and engineering studies realtive to the construction of a new County Services Building. The resolution was adopted and with its adoption Mr. Taylor said with a few minor changes in the present jail , it could be approved until a new building is constructed. Gentlemen: An inspection, conducted March 22, 1973 of the Weld County Jail revealed the following violations of departmental sanitary standards for penal institutions. A. Kitchen /yl 1. Kitchen is in need of general cleanup particularly the floors under and behind equipment, and in the storage rooms. - 2. Inadequate light level intensities of 10 foot candles over the sink and less than 5 foot candles over food preparation areas and in the storerooms. The dark green wall and ceiling paint in the kitchen compounds the problem. 3. There is hazardous excessive use of extension cord wiring resulting from lack of required electrical receptacles, 4. Toilet for kitchen personnel is located in an unvented room and there is no hand washing sink. NI 5. There is hazardous and improper storage of paints and household chemicals in the rear storage room. Also improper storage of equipment, clothe , jars, cartons, etc. 6. The lack of adequate ventilation in the basement kitchen is a contr-outing factor for condensation dripping from exposed pl,..ibing into food preparation area, 7 There is no handrail on the stairway from kitchen and the stair- way is dirty and inadequately lighted. Juvenile section is in a filthy condition, with floors and bunks littered with food scraps and miscellaneous debris. 2. Insufficient light and ventilation, particularly the cell interiors. 3. Some plumbing fixtures, toilets and lavatories inoperable and all were dirty and insanitary. The location, in the interior alcoves, does not readily permit cleaning and proper maintenance. 4. The cells of 40 square feet, provide less space than required for one person but are equipped for occupancy by two persons, and some were being occupied by two persons. �� 5. Area used for common dining area, located immediately in front of cells, is inadequately lighted with light levels of less than 10 foot candles. 5. Shower area, shared with adjoining cell block, is not easily accessible. Entrance is through a door 5' ,7?" in heighth t4 with passageway of only 13 inches in width. Area is inadequately l lighted and ventilated and is not maintained in a clean, sanitary condition. The shower drain screen is missing and the single shower head is insufficient for occupant loads. 7. The single compartment household type sink, located adjacent to shower room, used for hand washing, laundry, and washing trays and eating utensils. The sink is unacceptable for such uses and the food trays and utensils are not being properly washed and sanitized. C. Male Adult Section - Adjoining Juvenile Section m 1. Conditions substantially the same as noted in juvenile section, m above with addition of improper storage of cleaning materials; and filthy mopheads. D. Women's Section in basement 1. Cells of 42 square feet, insufficient in size for one person but equipped with a double bunk for occupancy by two persons. 2. No light provided in shower area. 3. No hot water in cell lavatories. 4. Insufficient light levels of 10 foot candles maximum and 5 foot candles inside the cells. Page 3 April 24, 1973 5. Insufficient ventilation and inadequate window areas. / 4 6. The window is not screened to provide privacy of female inmates from view of persons passing by the exterior of building. 7. An improper storage of bicycles and other evidence material 10 stored in entrance way to womens section and the area is inadequately lighted. 8. Heating and plumbing pipes located at head level at bottom of stairs are hazardous to inmates and security force. E. Male Section on Second Floor 1. The padded cells are filthy and canvas wall coverings are deteriorated, damaged, filthy, and not resistant. • 2. No sanitary facilities provided in padded cells. 3. Conditions are substantially the same as those noted in 'Section B, Juvenile Section. F. General 1. No provision for means of alternate emergency egress from building. 2. . Inadequate ventilation throughout the building. 3. Inadequate lighting and hazardous and unsafe electrical wiring. m 4. Trash containers, as provided, are insufficient in number, and improper in construction. Receptacles should be of non-absorbent • • and cleanable material and not paper boxes. 5. A written policy should be initiated to insure personal health E N1 evaluation for inmates within 30 days following admission and prescription medicines be released to inmates as prescribed, or ? destroyed as required by law. N6. Routine operational maintenance procedures should be implemented Jy� to maintain the facility in a clean, sanitary condition. Enclosed is a copy of a June 3, 1971 inspection report by the Colorado Division of Labor and Employment Department, outlining deficiencies. Because of the health and safety hazards to the inmates and security personnel, all items, except A-S, B-6, 7, C-6, and 7 require immediate correction. The listed less hazardous items will require more time for correction. Therefore, it is requested an abatement schedule be submitted to this department for approval within a period of 30 days.
