PUD (AMZ-412) FOR E (ESTATE), C-1 (NEIGHBORHOOD COMMERCIAL),
C-2 (GENERAL COMMERCIAL), C-3 (BUSINESS COMMERCIAL), 1-2 (MEDIUM
INDUSTRIAL) AND A (AGRICULTURAL) ZONE DISTRICT USES, INCLUDING
GENERALLY DEFINED OPEN SPACE, RECREATIONAL USES, COMMUNITY
SERVICES, AND OIL AND GAS PRODUCTION FACILITIES - REI, LLC,
DBA INVESTORS, LLC, AND BEEBE DRAW FARMS AUTHORITY
A public hearing was conducted on April 20, 2022, at 10:00 a.m., with the following present:
Commissioner Scott K. James, Chair

The following business was transacted:
10 I hereby certify that pursuant to a notice dated March 8, 2022, and duly published March 11,
2022, in the Greeley Tribune, a public hearing was conducted to consider the request of REI,
LLC, dba Investors, LLC, and Beebe Draw Farms Authority, for a Second Amended Planned Unit
Development Change of Zone, PUDZ22-0001, of Beebe Draw Farms and Equestrian Center
PUD (AMZ-412) for E (Estate), C-1 (Neighborhood Commercial), C-2 (General Commercial),
C-3 (Business Commercial), 1-2 (Medium Industrial) and A (Agricultural) Zone District uses,
including generally defined open space, recreational uses, community services, and oil and gas
production facilities. Bruce Barker, County Attorney, made this a matter of record.
Michael Hall, Department of Planning Services, indicated at the Planning Commission
hearing on April 5, 2022, the applicant's representative requested a six (6) month continuance to
allow the applicant time to submit supplementary items, for review and comment, to Weld County
staff. He stated the Planning Commission hearing was continued to October 4, 2022, therefore,
Mr. Hall requested the Board continue the hearing until October 19, 2022, to allow the case to be
heard by the Planning Commission.
Edward Farrell, speaking on behalf of himself and his wife, Mary Jo Farrell, cited the Weld
County 2020 Comprehensive Plan and opposed the continuance. He stated a six (6) month
continuance is a misuse of the Commissioner's time and citizen tax dollars and relayed he would
be in support of a 90 -day continuance.

Bill Caldwell, Pelican Lakes resident, expressed he did not believe a continuance is warranted
and asserted the applicant needs to start the application from scratch.
Commissioner Freeman moved to continue the request of REI, LLC, dba Investors, LLC, and
Beebe Draw Farms Authority, for Second Amended Planned Unit Development Change of Zone,
PUDZ22-0001, of Beebe Draw Farms and Equestrian Center PUD (AMZ-412) for E (Estate),
C-1 (Neighborhood Commercial), C-2 (General Commercial), C-3 (Business Commercial),
1-2 (Medium Industrial) and A (Agricultural) Zone District uses, including generally defined open
space, recreational uses, community services, and oil and gas production facilities, to October 19,
2022, at 10:00 a.m., to allow the case to be heard by the Planning Commission on October 4,
2022. The motion was seconded by Commissioner Saine, and it carried unanimously. There being
no further discussion, the hearing was completed at 10:44 a.m.
This Certification was approved on the 4th day of May, 2022.
