James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: Acting Clerk to the Board, Jess Reid County Attorney, Bruce Barker Department of Planning Services representative, Maxwell Nader Department of Public Health and Environment representative, Lauren Light The following business was transacted: El I hereby certify that pursuant to a notice dated April 11, 2022, and duly published April 13, 2022, in the Greeley Tribune, a public hearing was conducted to consider the request of International Farms, LLC, for a Change of Zone, COZ22-0004, from the A (Agricultural) Zone District to the C-3 (Business Commercial) Zone District. Bruce Barker, County Attorney, made this a matter of record. Maxwell Nader, Department of Planning Services, presented a brief summary of the proposal and mentioned Site Plan Review, SPR22-0002, is being reviewed in conjunction with the Change of Zone (COZ). He stated one (1) letter of correspondence was received by the Department of Planning Services from a surrounding property owner (SPO) expressing concern about the existing business operating on the site and two (2) SPOs were at the Planning Commission hearing to express concerns, which were in line with the previously mentioned letter. He indicated the site has an existing, permitted access on County Road (CR) 6 and is within the three (3) mile referral area of the Cities of Brighton and Fort Lupton. Mr. Nader described the surrounding zoning and Use by Special Review Permits (USRs), entered the favorable recommendation of the Planning Commission into the record as written and displayed images of the site and surrounding views. ▪ Lauren Light, Department of Public Health and Environment, stated the existing building is served by an indoor use only, commercial well and a documented septic system, which is adequate for 31 employees. • Jorge Valdez represented the applicant and stated he had nothing further to add. Ei The Board discussed the Conditions of Approval and Development Standards and made no changes. In response to Chair James, Mr. Valdez indicated he had, on behalf of the applicant, reviewed, and agreed to abide by, the Conditions of Approval, as presented. Commissioner Freeman moved to approve the request of International Farms, LLC, for a Change of Zone, COZ22-0004, from the A (Agricultural) Zone District to the C-3 (Business Commercial) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval, as presented. The motion was seconded by Commissioner Moreno, and it carried unanimously. There being no further discussion, the hearing was completed at 10:21 a.m. This Certification was approved on the 8th day of June, 2022.
