The welfare budget will be reviewed on Thursday, October 7, 1971
at the hour of 1130 P. M., and it is our understanding that the Welfare
Rightd Organization has planned a protest rally at this time.
So that order day be maintained, we request that your department
stand by.
I have enclosed a copy of a memo that was sent to our office.

Dear Welfare Rights Member,
In August, 1971, the County Commissioners threatened to cut .,c2
- Welfare checks to Welfare recipients , because they didn't approp:.iat‘
enough money for Welfare funding.
The Commissioners said they didn't have to, so they were taken
to the Supreme Court, and the Court made them provide funds.
Now, they are trying to do the same thing again. Only this

tine, they are trying to take our checks away by putting us in low-
paying jobs. If they want their trash collected and county roads
cleaned, LET THEM DO. IT! BECAUSE WE ARE NOT GOING TO STAND FOR THIS
ANYMORE.
On Monday , October 4, 1971 , the Welfare Rights Organization is
sponsoring Welfare Hearings at the University of Northern Colorado
Memorial Center (the same place where we met Dominick) at 7 :30 PM.
We will all meet at the Parent-Child Center at 7 PM and drive over
in a caravan to the University. It is extremely important that you
be at these hearings to show support and to speak out! Presently,
the Welfare Program in Weld County is in trouble--County Commissioner,
Billings is trying to pass the following resolutions:
1. Require Welfare recipients to pick up Welfare checks
at Employment Office.
2. To require those who are on Welfare to work or to
train for a job or to serve their community or county.
Billings wants to put Welfare people to work in recreation, road,
and trash clean-up.
We shouldn't have to work if we can' t! If we can work , we must
have good-paying jobs , not dirty low-paying jobs such as Billings wants.
We must fight now before 'tl:ese resolutions get through. Be at Parent-
Child Center on October 4 at 7 PM. Also, on October 7 , there will be ,
a rally at 1 PM in front of County Courthouse to protest Billing 's
resolutions. There will also be representatives sent in to the County
Commissioners' meetings to make sure that they budget enough

Strict compliance with all laws and ordinances. Limited to no more than 500 persons at any one
location at any one time. Remain on confines of sidewalk and do crosswalks during any walking
portion of the demonstration. Sound amplifiers(s) shall be utilized only in the speaker area
(Lincoln Park) and the use of such sound amplifier(s) within Lincoln Park shall not disturb
persons outside the confines of Lincoln Park. In the event that Court is in session inside
the Weld County Court Building, the demonstrators shall not disrupt such proceedings with
