HomeMy WebLinkAbout20230252.tiffMINUTES WELD COUNTY COUNCIL November 21, 2022 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, November 21, 2022, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: IR The meeting was called to order by President Nancy Teksten. Councilmembers Tonya L. Van Beber, James Welch and Rupert Parchment were present, constituting a quorum of members. Councilmember Cindy Beemer had an excused absence. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Welch made a motion to approve the agenda, seconded by Councilmember Van Beber and carried. APPROVAL OF DOCUMENTATION: Approval of October 17 Minutes Councilmember Welch made a motion to amend the October minutes to fix a typo, it was seconded by Councilmember Parchment and carried. 3`d Quarter Report to the People Councilmember Welch made a motion to approve the 3rd Quarter Report to the People, it was seconded by Councilmember Van Beber and carried. REVIEW PROGRAM: Jason Maxey, Department of Oil and Gas Energy Mr. Maxey has seven employees in his department. He said there's been a lot of changes in the industry overall in his two years as director. The active well count in declining, but there's a lot more historical wells in the county. He said horizontal drilling has allowed energy companies to plug and abandon more wells. Statistics are updated monthly and can be found at https://www.weld.gov/Government/Departments/Oil-and-Gas-Energy As of November, there were 17,815 active wells in weld county. Roughly 88,443,675 barrels of oil were produced in the county with 649,598,748 mcf (thousands of cubic feet) of natural gas. Since SB19-181 was passed and signed into law, the requirements and information needed to permit oil and gas locations have increased substantially. Production, however, has not declined significantly. See addendum 1. PUBLIC COMMENT: There was no public comment. OLD BUSINESS: Comptun I co,t ron$ O1/25/23 2023-0252 There was none. NEW BUSINESS: Coordinator Reports/Councilman Reports Councilmember Welch met with the Kersey Chamber of Commerce to discuss the roles of Council. He also shared information about the small business incentive program. Bills Councilmember Van Beber made a motion to approve bills, it was seconded by Councilmember Parchment and carried.
