Weld County Department of Public Health and Environment

The Weld County Board of Health met on June 28, 2022, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft
Teams.
Those present included:
Board Members: Tom Cope, Doug Printz, Fred Hepner, Sandra Owens, Linda Kautz and Bree
Lukens.
Others: Lauren Light Environmental Health, Katie Sall Environmental Health, Holly Smith Public
Health Administration Manager. We had 5 members of the public attend this meeting.
APPROVAL OF AGENDA
The meeting was called to order at 9:02 AM. A motion was made by Tom Cope to approve the
agenda. Linda Kautz seconded the motion and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the May 24, 2022, meeting. A motion was made to approve by
Fred Hepner and Doug Printz seconded the motion and the motion was carried unanimously
ADMINISTRATIVE REPORT: Holly Smith reported she would send updates on what the
strategic teams were doing. She also said she would send out our new core values.
Biosolids Renewal:
City & County of Broomfield — Katie Sall presented 9 City & County of Bloomfield biosolid
renewal applications. No public comment or concerns were received. Environmental Health
recommends approval.
DS -990001, DS -990002, DS -990003, DS -990004, DS -990005, DS -990006, DS -990007, DS -990008,
and DS -990009.
A motion was made by Fred Hepner to approval the renewals. Doug Printz seconded the motion and
the motion was carried unanimously.
Denali Water Solutions- Katie Sall presented 22 Denali Water Solutions biosolid renewal
applications. No public comments or concerns were received. Environmental Health recommends
approval.

Joseph Petrocco of Petrocco Farms worried about food safety and all the chemicals because it is too close to his
onions and cabbage fields. He started this new field in 2021. Cynthia his director of food safety asked if we
could work around his harvest time.
Vita Suhany who is the homeowner who lives near the farm says 2021 was VERY bad smell. I couldn't open
my windows. All the neighbors have complained about the same thing. Scott from McDonald Farms said they
would do a direct injection and this should eliminate the smell.
Environmental Health recommends approval with the following conditions:
1. If Weld County roads are damaged beyond normal wear and tear by the Septages hauling equipment
of the application or the applicants' contractor, the applicant will repair the road damage to the
satisfaction of the Public Works Department. The Public Works Department will be the one to
determine when this is warranted.
2. Upon notification by Weld County, the applicant will cease hauling operations, or direct his contractor
to cease hauling operations, until the roads are repaired to the satisfaction of the Public Works
Department. Hauling operations will not be allowed to resume until the condition of the road allows
heavy hauling without damage being done to the roads.
3. The applicant will be restricted to application of domestic septage between October 1 and February 28,
The applications of domestic septage must be completed with subsurface injection.
A motion was made by Fred Hepner to approve renewal with conditions. Linda Kautz seconded the motion
and the motion was carried unanimously.
