The 6,080 sf hangar and 4,000 sf office building was built in 1979 and is of fair quality. The 2,989 sf hangar was built in 2002. The subject sits on 87,120 sf or 2 acres of land. The subject last sold on 7/31/2017 for $700,000 or $53.56 per square foot. After purchase, the new owner demolished two buildings. The buyer was leasing the hangar from the seller and this was not exposed on the open market. This sale was excluded because buyer and seller were acquaintances and the property changed after the sale with the two buildings being demolished. The property was visited in February 2018, and the office building was empty and needed updating. The hangar in the hangar/office building was being used for storage. The value in 2017 and 2018 was higher than the price that was paid for this property. Abatement Request: The subject is being appealed by Stevens & Associates. The agent is requesting the value be lowered to $700,000 based on the 2017 sale of $700,000. Description and analysis of what was provided: The agent supplied the sale of the subject property stating the reconciled value equates to the subject acquisition price, as the subject sale is the best indicator of market value for the subject property. This sale was not a market sale because it was a tenant purchase that was not listed on the open market. Cost Approach: The cost approach was not developed due to the age of the buildings. After a building is more than 10 years old, it is difficult to assess the percentage of depreciation. 1 Market Approach: Four comparable sales were found that were used in this analysis. Comp 1 is located at 6350-6360 Aviation Cir, Loveland. These four buildings of hangars and office total 21,853 square feet and sold May 18, 2018, for $2,700,000 or $123.55 per square foot. This property was built in 2007. Comp 2 is located at 8551 S Aviator Land, Englewood, and the four buildings that are hangars and office total 22,525 square feet. This sold on April 29, 2016, for $3,000,000 or $133.19 per square foot. This property was built in 2006. Comp 3 is located at 1067 Telleen Ave, Erie, and is a warehouse that is 19,420 square feet. This sold on February 9, 2017, for $1,900,000 or $97.84 per square foot. This property was built in 1996. Comp 4 is located at 1500 Overlook Dr, Lafayette, and is a warehouse that totals 9,940 square feet. (6,860 sf service garage and 3,080 sf office) This sold for $1,410,000 or $141.85 per square foot. This property was built in 1993. Sales of similar hangars/office and warehouse during the base period range between $97.84 to $141.85 per square foot. With the average being $124.11 per square foot and the median price per square foot being $128.37. After adjusting for condition, quality and other differences, the range of adjusted values are between $79 and $89 with the average price per square foot being $86 and the median being $88. The market value of the subject is estimated to be $1,150,000 or $88 per square foot. Income Approach: This is owner occupied. Considering the condition and quality of the subject's improvements, market income was determined to be $8.00 per square foot. By using this number calculated by the building square feet and using a market vacancy of 5% and market expenses of 8%, this creates a NOI of $91,378. A cap rate of 8.0% was determined to be reasonable for the subject, so this creates a market income value of $1,140,000 or $87 per square foot. 2 Reconciliation and Summary: Two approaches to value were developed and consideration for the condition of the buildings was taken into account. That creates a range of value between $1,140,000 and $1,150,000. I recommend that the value be held at $1,045,520.
