HomeMy WebLinkAbout20222951.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, OCTOBER 24, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 24, 2022, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther E. Gesick Chief Financial Officer, Cheryl Pattelli E MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of October 10, 2022, as printed. Commissioner Saine seconded the motion and it carried unanimously. PUBLIC INPUT: No public input was given. i AMENDMENTS TO AGENDA: There were no amendments to the agenda. G CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously. El'COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported on the great opportunity to serve at the Project Connect event and help approximately 860 members of the public. She also commended Jason Maxey, Director of the Oil and Gas Energy Department, who conducted an energy workshop which was well attended. Commissioner Freeman added there were fewer people in attendance at Project Connect, which may indicate there is less need; however, one area for improvement is the need for more volunteers to serve as navigators. Commissioner Moreno stated he was honored to serve as a shuttle driver at Project Connect, and Chair James applauded the 70+ services and army of volunteers who volunteered their time and services for a worthy cause. The Board also recognized Margie Martinez, with United Way of Weld County, for her tremendous efforts to help coordinate the event. MI5 Minutes, Monday, October 24, 2022 Page 1 2022-2951 BC0016 NI PROCLAMATIONS: 1) EATON REDS DAY, FUTURE FARMERS OF AMERICA (FFA) HORSE JUDGING TEAM - OCTOBER 24, 2022: Chair James read the proclamation for the record. Melissa Achziger, teacher advisor, stated the team is leaving tomorrow to compete in Indianapolis. At the request of Chair James, the team members - Quirt Carroll, Mason Erickson, Grant Weaber, and Brayden Betsworth, introduced themselves for the record. The Commissioners, in turn, commended the students for their accomplishments as current leaders, encouraged them to appreciate the value of lessons learned from FFA, and applauded them for representing their community well. Chair James shared his FFA background and encouraged the students to continue working hard as future leaders in Weld County. (Clerk's Note: The group gathered for a photo opportunity.) Et WARRANTS: 1) GENERAL WARRANTS - OCTOBER 21, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion and it carried unanimously. . BIDS: 1) PRESENT BID #62200146, INVESTMENT ADVISOR SERVICES - DEPARTMENT OF FINANCE AND ADMINISTRATION: Christie Peters, Purchasing Department, stated one (1) late bid and ten (10) valid bids were received and staff will make a recommendation on a future date to be determined. I NEW BUSINESS: 1) CONSIDER CONTRACT ID #6406 APPLICATION FOR 2022-2023 PEACE OFFICERS BEHAVIORAL HEALTH SUPPORT AND COMMUNITY PARTNERSHIPS GRANT PROGRAM, AND AUTHORIZE ELECTRONIC SUBMITTAL: Sonja Kohlgraf, Sheriff's Office, stated this application is requesting $72,295.00 to provide additional peer member training, outfitting, external support services, and a Wellness app for employees and their families. She stated the overall goal of the program is to create a mentally strong workforce through the provision of mental health assistance following traumatic events. Kelly Leffler, Department of Human Resources Wellness Coordinator, was present to answer questions. Commissioner Buck moved to approve said application and authorize electronic submittal. The motion was seconded by Commissioner Saine, and it carried unanimously. 2) CONSIDER 2022 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM APPLICATION (ROUND TWO [2]) FOR WELD COUNTY OPERATIONAL TRANSPORTATION SERVICES - DEPARTMENT OF PUBLIC WORKS AND SENIOR RESOURCE SERVICES, DBA 60+ RIDE: Elizabeth Relford, Department of Public Works, explained 60+ Ride is a non-profit 501(c)3 organization which provides transit services to citizens who are over 60 years of age. She stated, if awarded, this funding will support the salary of one full-time employee to staff the ADA (Americans with Disabilities) accessible van. She reviewed the CDBG grant criteria and confirmed there is no local match from the County. Chair James commented this funding arrangement and staffing will provide citizens with certainty of a staffed ride. In response to Commissioner Moreno, Ms. Relford stated the administrators of 60+ Ride drafted the application content, and she provided approximately four hours of review and edit suggestions to match the program criteria. Commissioner Saine expressed her appreciation for the efforts of those involved to help provide a valuable service for citizens who are aging in place, and commented it also helps the families by connecting seniors with necessary services and other seniors for social benefits. Commissioner Saine moved to approve said application. Seconded by Commissioner Buck, the motion carried unanimously. Minutes, Monday, October 24, 2022 Page 2 2022-2951 BC0016 3) CONSIDER AMENDMENT TO PURCHASE OF PROFESSIONAL SERVICES AGREEMENT FOR OIL AND GAS AUDITS AND EVALUATION SERVICES, AND AUTHORIZE CHAIR TO SIGN - MARTINDALE CONSULTANTS, INC.: Don Warden, Director of the Department of Finance and Administration, stated Martindale has been a single source provider since 2012, specializing in auditing of oil and gas firms and providing data to the Assessor's Office. He recommended approval of the amendment to add $150,000.00 to be spent during 2023, and noted to date, they have spent $79,540.00 and have recovered $299,166.00. He explained the funds recovered from the audit are placed into a special fund in the Assessor's Office as a reimbursement before being apportioned to special districts. Commissioner Moreno moved to approve said amendment and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously. la PLANNING: 1) CONSIDER PARTIAL VACATION OF FOUR -LOT RECORDED EXEMPTION, RECX18-0064, FOR REMOVAL OF LOT D - SHARON SCHELLER: Michael Hall, Department of Planning Services, stated staff received a request from the property owner for the partial vacation of Recorded Exemption, RECX18-0064, for the removal of Lot D, which is located near the Town of Pierce. He noted all Code criteria has been met, the partial vacation will result in a 143 -acre unplatted parcel, and Lots A, B, and C are not part of this action. He also indicated there is an easement access recorded on the plat; however, per the access permit issued by the Colorado Department of Transportation (CDOT), only the small lots are allowed to use the access easement onto unmaintained County Road (CR) 92; however, the large lot must be accessed separately onto County Road (CR) 94. Hannah Dutrow, AGPROfessionals, LLC, represented the applicant and was available for questions. No public testimony was offered concerning this matter. Commissioner Buck moved to approve said partial vacation, with the Condition of Approval.
