OPTIONS FUND (MMOF) CALL FOR PROJECTS APPLICATION FOR ON -DEMAND
TRANSIT SERVICES AND AUTHORIZE CHAIR TO SIGN AND ELECTRONIC
SUBMITTAL - NORTH FRONT RANGE METROPOLITAN PLANNING
ORGANIZATION (NFRMPO)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2022-2023 Multimodal Transportation
and Mitigation Funds (MMOF) Call for Projects Application for On -Demand Transit Services from
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Public Works, to the North Front Range Metropolitan
Planning Organization (NFRMPO), which, if awarded, will commence January 1, 2023, and end
December 31, 2024, with further terms and conditions being as stated in said grant application,
and
WHEREAS, after review, the Board deems it advisable to approve said grant application,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the 2022-2023 Multimodal Transportation and Mitigation Funds
(MMOF) Call for Projects Application for On -Demand Transit Services from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Public Works, to the North Front Range Metropolitan Planning Organization
(NFRMPO), be, and hereby, is approved.
BE IT FURTHER RESOLVED by the Board that the Chair, be, and hereby is, authorized
to sign, and that Evan Pinkham, Department of Public Works, be, and hereby is, authorized to
electronically submit said grant application.

Brief description of the issue: Informational only X Action needed
The purpose of this work session is to follow up from the May 16th work session to decide whether or not
Weld County will submit a MMOF application for Via Mobility services at the June 2nd UFR meeting. This
would require the application being placed on the May 25th BOCC agenda.
Attached to the work session request is the information communities provided regarding their need/
support for the application.
At the June 2nd UFR meeting, staff recommends Weld County request the UFR Regional Planning
Commission (RPC) consider reducing the county's required 50% local match rate to 25%. The UFR must
approve this request and forward it to the Transportation Commission for final approval. The application
also includes the justification for this request.
In addition, the Board also needs to consider the same request for an MMOF application for the NFRMPO
boundary. The communities of Johnstown, Milliken, and Severance also want to partner on this service.
Applications are due to the NFR on June 3rd, so this application would also need to be on the next BOCC
agenda.
Options for the board:
1. Allow staff to proceed with placing both applications on the May 25th BOCC agenda.
2. Do not proceed with applications.

A pilot version of this program was conducted in Johnstown, Milliken and unincorporated Weld County from August 2021 -February 2022. Weld County
is looking to continue the service, and include the Town of Severance and unincorporated portions of Weld County within the NFRMPO boundary.

Brief description of project scope: (what work will be done; do NOT include why it will be done)
The proposed project is for Weld County to contract with Via Mobility to provide an on -demand transit program for individuals that are 60+ and/or disabled
individuals. The program will allow for unincorporated Weld County residents (in the service area), and individuals residing in Johnstown, Milliken, and
Severance to schedule free transportation to get to local/regional destinations. Via Mobility will operate one bus at 50 hours a week (40 hours of service time). If
granted MMOF funding, the program with operate from 1/1/2023-12/31/2024. The service will operate longer than that time frame if additional funding is
awarded in the future. Weld County and the project partners will promote the program to the community in order to increase ridership.
Project Justification (Address project's impact on the scoring criteria related to strategic connections, multimodal improvements,
network connectivity, community benefits, and/or transportation equity):
There is currently no fixed transit system that serves residents in the NFRMPO region where this program will operate. Residents that are
unable to drive must rely on the help of friends and family to get them to the destinations that they are needing to go to. This can create a
burden for caregivers, and increase the possibility of missed appointments for a vulnerable population. A relatively high percent of the
population within the service boundary is living with a disability, which underscores the need for transportation assistance in the region.
The proposed on -demand transit program has numerous community benefits including giving a large portion of the population the ability to
remain independent. This service will provide individuals a safe and reliable transportation option to get them to the services that they need
including medical, shopping, education, and recreation. Providing this option for transportation will give residents the ability to easily schedule
essential, and life enhancing trips that will allow them to engage more with the community. As adults age and increasingly rely on options
other than driving themselves places, transportation can be a limiting factor for achieving desirable societal and health outcomes. Without
this option, many individuals may feel more secluded from their community, and less able to engage in activities.
There are economic benefits to this program as well. The program provides the opportunity for riders to go shopping, get to their place of
employment, and among other things go to medical appointments. Giving these residents a more reliable form of transportation will help
them engage more with their community, which is a great benefit for the community.
The proposed on -demand transit program will help to improve air quality in the NFRMPO region as well due to ride sharing, which will help to
reduce VMT regionally.

The on -demand transit program will utilize several regionally significant roadway corridors to provide service to the community. These corridors will not be impacted directly as a result of this program.

There are no specific corridors in the 2045 RTP or the 2021 ATP that will be directly impacted as a
result of this program.

The Johnstown Transportation Plan has several references to the need for more transit options, especially for older citizens. The Severance Transportation Plan refers to the need for new modes of
transportation for the Town. One of the goals of the Plan is to support and participate in regional transit projects. Milliken has several goals within their comprehensive plan referring to the need for more
transit options for residents. Weld County has mentions in their Transportation Plan regarding the need for a variety of transit options including on -demand transit programs.
