BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, NOVEMBER 16, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, November 16, 2022, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
ft PUBLIC INPUT: Steve Teets, Greeley resident, thanked the Commissioners once again, for those
who went to the Colorado Springs Homeless Mission Shelter. He further spoke on his concern with more
and more animals, not just trained service animals, being allowed into public locations and employees
not being empowered to approach and say something to the patrons. Mr. Teets referred to the Americans
with Disabilities Act (ADA), and stated stores and places open to the public must allow trained service
animals into their establishment, but now there is a huge liability if a dog bites someone.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Freeman seconded the motion and it carried unanimously.
PROCLAMATIONS:
1) EATON REDS DAY, CLASS 3A STATE SOFTBALL CHAMPIONSHIP - NOVEMBER 16, 2022:
Chair James read the proclamation recognizing the accomplishments of the Eaton Girls Softball Team in
winning the Class 3A State Softball Championship. Coaches Brian Ritchey, Chad Shaw, and
Brittney Turnval commended the team for facing adversity with injuries, recognized the team for their
outstanding performances lending to their winning season, and had each of the team members introduce
themselves for the record. The Commissioners, in turn, commended the entire team for excelling during
a very challenging year, demonstrating resilience, and stepping up through perseverance. They
encouraged the players to enjoy the excitement of accomplishing their goal and to apply the same
principles in life as they look forward to the coming season. (Clerk's Note: The group gathered fora photo

la 2) WELD COUNTY ADOPTION DAY - NOVEMBER 18, 2022: Chair James read the proclamation
for the record. Jaime Ulrich, Director of the Department of Human Services, stated this is the 22nd year
the County has celebrated Adoption Day and ten (10) children will be adopted by their families this year.
She further reported statistics pertaining to foster care to accomplishing adoption in Weld County. Ms.
Ulrich expanded upon the vital role staff plays in the adoption process and invited the Department of
Human Services staff members to introduce themselves for the record. Each of the Commissioners, in
turn, thanked staff for their hard work and devotion to serving the citizens of Weld County, and giving the
children a sense of permanence, love and belonging. Chair James shared he is an adoptive parent and
expressed the importance of celebrating the `Gotcha Day,' which is the day a family adopts a child.

El 3) CERTIFICATE OF RECOGITION, THE WALKER FAMILY- NOVEMBER 18, 2022: Chair James
read the certificate for the record. Ms. Ulrich highlighted Kurt and Jennifer Walker who moved to Weld
County from Oregon in 2007, and stated they have a passion for children with medical necessities. She
further stated the Walkers are fierce advocates for their childrens' education and therapeutic needs. The
Commissioners, in turn, expressed their gratitude for families like the Walkers and expressed how
incredible their love is. Commissioner Saine stated they are proof that not all heros wear capes and
thanked them for rising to the call of giving a loving home to children who are among the most vulnerable.

• WARRANTS:
1) GENERAL WARRANTS - NOVEMBER 15, 2022: Commissioner Moreno moved to approve the
General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously.
El BIDS:
1) PRESENT BID #B2200041, ENTERPRISE RESOURCE PLANNING SOFTWARE,
IMPLEMENTATION/INTEGRATION SERVICES (RFP FOR WELD COUNTY'S NEW ERP) —
DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology, stated two (2) bids were received and staff will make a recommendation on
November 30, 2022.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #6407 CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN - TOMASITA BANDA, DBA 7 C'S MONITORING SERVICES:
Jamie Ulrich, Director of the Department of Human Services, stated this contractor will provide life skill
services. Commissioner Saine moved to approve said agreement and authorize the Chair to sign. The
motion was seconded by Commissioner Buck, and it carried unanimously.
• 2) CONSIDER CONTRACT ID #6435 CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN - SARAH HANDFORTH LUKENS, DBA LUKENS PSYCHOLOGY, LLC:
Ms. Ulrich stated this contractor will provide mental health services. Commissioner Saine moved to
approve said agreement and authorize the Chair to sign. Seconded by Commissioner Freeman, the
motion carried unanimously.
• 3) CONSIDER CONTRACT ID #6411 RESCINDING RESOLUTION #2022-2834, DATED
OCTOBER 12, 2022, AND APPROVE REVISED INDIVIDUAL PROVIDER CONTRACT FOR
PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO
SIGN - ROGER AND ALLISON SEDLACEK: Ms. Ulrich stated this contract is to correct the recertification
dates for the certified home located in Greeley, Colorado. Commissioner Freeman moved to approve

rescinding Resolution #2022-2834, approve said revised contract, and authorize the Chair to sign. The
motion, which was seconded by Commissioner Buck, carried unanimously.
• 4) CONSIDER CONTRACT ID #6410 AGREEMENT FOR RESPITE SERVICES AND AUTHORIZE
CHAIR TO SIGN - JOHN AND KIERSTEN MEHL: Ms. Ulrich stated this agreement is for a new respite
service provider located in Windsor, Colorado. Commissioner Buck moved to approve said agreement
and authorize the Chair to sign. Commissioner Saine seconded the motion, and it carried unanimously.
• 5) CONSIDER CONTRACT ID #6417 AGREEMENT FOR RESPITE SERVICES AND AUTHORIZE
CHAIR TO SIGN - BRENT AND KOURTNI DEARBORN: Ms. Ulrich stated this agreement is for a new
respite service provider located in Windsor, Colorado. Commissioner Buck moved to approve said
agreement and authorize the Chair to sign. Commissioner Freeman seconded the motion, and it carried
unanimously.
6) CONSIDER CONTRACT ID #6409 AGREEMENT FOR THERAPEUTIC FOSTER CARE
RESPITE SERVICES AND AUTHORIZE CHAIR TO SIGN — MATTHEW AND YVETTE BERRELEZ:
Ms. Ulrich stated this agreement is for a brand new program created for therapeutic respite services, and
this provider is located in Greeley, Colorado. Commissioner Moreno moved to approve said agreement
and authorize the Chair to sign. The motion was seconded by Commissioner Saine, and it carried
unanimously.
• 7) CONSIDER CONTRACT ID #6434 AGREEMENT FOR THERAPEUTIC FOSTER CARE
RESPITE SERVICES AND AUTHORIZE CHAIR TO SIGN - STEVEN AND CRYSTAL FRETWELL:
Ms. Ulrich stated this agreement is for a brand new program created for therapeutic respite services, and
this provider is located in Greeley, Colorado. Commissioner Buck moved to approve said agreement and
authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried
unanimously.
• 8) CONSIDER CONTRACT ID #6421 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
THERAPEUTIC FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO
SIGN — MATTHEW AND YVETTE BERRELEZ: Ms. Ulrich stated this contract is the same provider, as
discussed in item #6 above, for the brand new program created for therapeutic foster care services
located in Greeley, Colorado. Commissioner Saine moved to approve said contract and authorize the
Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously.
• 9) CONSIDER CONTRACT ID #6430 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
THERAPEUTIC FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO
SIGN - STEVEN AND CRYSTAL FRETWELL: Ms. Ulrich stated this contract is the same provider, as
discussed in item #7 above, for the brand new program created for therapeutic foster care services
located in Greeley, Colorado. Commissioner Freeman moved to approve said contract and authorize the
Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously.
• 10) CONSIDER CONTRACT ID #6432 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE
OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN —
JACOB AND COURTNEY GUILDNER: Ms. Ulrich stated this is a new full certification foster care kinship
home located in Arvada, Colorado. Commissioner Saine moved to approve said contract and authorize
the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.

Let the minutes reflect that the above and foregoing actions were Attested to and
respectfully submitted by the Clerk to the Board. There being no further business,
this meeting was adjourned at 9:51 a.m.
