RE: ANNUAL MEETING AND 2023 BUDGET HEARING - SOUTHWESTERN WELD
COUNTY LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 12, 2022, at 9:00 a.m., with the following present:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
Clerk to the Board, Esther E. Gesick
County Attorney, Bruce Barker
Director of Finance and Administration, Donald D. Warden
Budget Manager, Jennifer Oftelie
The following business was transacted:
hereby certify that pursuant to a notice dated November 2, 2022, and duly published
November 4, 2022, in the Greeley Tribune, the Annual Meeting of the Southwestern Weld County
Law Enforcement District Authority Board was conducted, and a public hearing was conducted to
consider the proposed 2023 Budget for the Southwestern Weld County Law Enforcement
Authority (LEA) District. Jennifer Oftelie, Budget Manager, explained this special district is
comprised of one small parcel which is surrounded by annexed properties. She noted there has
been no notable assessed value for the past several years, and explained, in 2022, there was a
budget of $0.00, and a total assessed value of $0.00. Therefore, staff is requesting the Board
adopt the 2023 Budget, in the amount of $0.00, with the intent to hold a special election to disband
the district.
No public testimony was offered concerning this matter.
El Commissioner Saine moved to approve the Resolution to Adopt the Budget, in the amount
of $0.00. The motion was seconded by Commissioner Moreno, and it carried unanimously.
Ms. Oftelie requested to adopt the budget at 7.000 mills. No public testimony was offered
concerning this matter. Commissioner Freeman moved to approve the Resolution to Set the Mill
Levy at 7.0 mills. The motion was seconded by Commissioner Buck, and it carried unanimously.
Ms. Oftelie indicated an Intergovernmental is no longer needed because there will be no
funds or need for law enforcement services and the district will be disbanded.
There being no further discussion, the hearing was completed at 10:18 a.m.
