RESOLUTION RE: APPROVE APPLICATION FOR 2023 VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) GRANT FOR LAW ENFORCEMENT VICTIM SERVICES UNIT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the 2023 Victim Assistance and Law Enforcement (VALE) Grant for the Law Enforcement Victim Services Unit from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, to the Victim Assistance and Law Enforcement (VALE) Board, commencing January 1, 2023, and ending December 31, 2023, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. In preparation for grant funding cuts, the Unit is reducing its staff from 3 to 2 FTE starting 1/1/2023 and will provide victim services only to Weld County Sheriffs Office cases due to this reduction. The Sheriff's Office is applying for $33,670 which is 47% of last year's award. The grant application needs to be approved prior to submission to the VALE Board. The application is due by 6/25/2022. When Weld County residents are victims of, or witness to a crime, there are specific tasks that they need expert assistance with. Some victims may not be aware of their rights under the Victim Rights Act. Ensuring victims have assistance with receiving crisis counseling, locating resources, and applying for financial assistance is important to helping them overcome being victimized. 6. Comprised of two full time advocates, a corps of volunteer advocates, and supervised by a sergeant, the VSU serves victims of crime in unincorporated Weld County and the Weld County Jail. 8. Project Description for which the funds are being requested from Weld County VALE. The Weld County Victim Services Unit provides immediate crisis intervention and follow up service to all victims of crime. The VSU furnishes victims with the resources and assistance they need to successfully overcome being victimized. The unit also provides VRA-update training to patrol deputies and sworn jail staff. The VSU completes all Victim Rights Act notifications regarding the pre- trial and post sentencing custody status of offenders. 9. Is this agency located entirely within the 19th Judicial District? 0 Yes 0 No What percentage of agency services are provided for victims/witnesses in the 19th Judicial District? 100% 10. The Victim Services Unit enters activity on all cases into a statistical database. Additionally, daily reports are automatically generated by the agency's records management system, giving advocates the ability to monitor daily arrest and warrant arrests, to ensure victims are notified of changes in the status of the offender. The case activity database is monitored regularly and audited on a quarterly basis. iXI 12. Define the population and geographic area targeted for service through this project? How do you serve them? Weld County encompasses approximately 4000 square miles. Bordered on the north by Wyoming and Nebraska, the west by Larimer and Boulder Counties, the east by Morgan and Logan Counties, and the south by the Denver Metropolitan area, the geographic area served consists of the entirety of Weld County; an area larger than Rhode Island, Delaware, and the District of Columbia combined. The 2020 census states the population of Weld County is around 305,000. Between the unincorporated areas of the county and communities served, the estimated population served by the Weld County VSU is just over 50,000. The demographic estimates are 65% white, 30% Hispanic, and approximately 2% each of Black, American Indian, and Asian. While English is the predominant language spoken, there is a large number of citizens that speak only Spanish, and smaller populations that speak only their native language. 2 The Victim Services Unit provides 24 -hour coverage for crisis response, follow up contact, and providing resources, information, and notifications. The advocates are typically on -duty and in the office during normal business hours but are available in an on -call status every day of the year. The unit has a dedicated Spanish-speaking advocate, but also has access to the language line to assist when the victim's native language is not English, to ensure there is not a barrier to the victim being properly served 13. Greeley Police Department In times of personnel shortages, the other agency is available to provide coverage. In the event of a major crime, with multiple victims, both agencies work with the other to ensure adequate staffing numbers for the incident. In the event of an officer -involved critical incident, one unit works with the deputy/officer and the other unit works with the family of the subject, or subjects, involved to avoid conflicts of interest. 2. Weld County District Attorney's Office The Victim Services Unit collaborates with Victims' Assistance and Victims' Compensation to ensure victims' rights are protected during the legal process. 3. SAVA The Victim Services Unit assists victims with contacting the SAVA center for intake or by providing referral for walk in assessments. 4. Community Shelters. St. Vrain Safehouse & Crossroads Victim Advocates assist victims in contacting the shelter for the intake process and providing transportation needs. 5. UC Health SANE Program Victim Advocates work closely with the SANE program at UC Health to provide training for officers and also keep resources up to date for victims. We also work as a liaison between LE & the SANE nurses. 16. Name How do they participate? Iris Barrios Attending monthly meetings, becoming involved with activities associated with the CCVC. 17. Briefly describe any other agency actions that demonstrate its high priority for developing community support, coordination, networking, and cooperation. The Weld County Sheriff's Office works with A Woman's Place (AWP), creating a safe place for women to go to escape dangerous living conditions. Our Victim Advocates have been trying to work with AWP to change the current perception that they rarely have rooms available or other resources. Covid restrictions have caused the cancellation of several attempted meetings, but the advocates continue to work toward this goal. AWP is a valuable resource in Weld County because it is the only woman's shelter located within Weld County. The Victim Advocates also work with St. Vrain Safehouse in Longmont, Alternatives to Violence in Loveland, Crossroads Safehouse in Ft. Collins, and the Guadalupe Shelter in Greeley. Several of these locations allow families and can help with pet boarding during difficult times. 18. Two methods are used; warrants and revolving fund checks. This is a function of the Weld County Accounting Department, supervised by Controller Chris D'Ovidio, in accordance with Weld County Code. Warrants are issued by the accounting department and approved by the Board of County Commissioners. Revolving fund checks are for emergency expenditures and travel expenses. A check is requested by a department head and approved by the accounting department. No one within the VSU is authorized to sign any checks on behalf of Weld County. 25. What process does your agency have in place to reconcile financial information with the quarterly VALE financial report? A quarterly Weld County payroll report is generated from the time accounting software managed by the Weld County Human Resources Department, showing the actual paid salary and fringe benefit of the staff who is VALE funded. This report is utilized to complete VALE fund quarterly report. In addition, the Weld County Sheriff's Office budget manager reviews the general ledger financial reports on a monthly basis, monitoring the account for revenue and expense and reconciling the general ledger account to the VALE financial report. 26.
