As evidenced in our review and analysis, it seems logical that Hudson could consolidate with Resource at some point in the future provided some growth within the Town occurs. A full consolidation with Keenesburg isn't necessarily feasible given Mark's WWTF is so far away and their capacity is pretty solid (hydraulically anyways) through the 20 -year planning period based on their growth. The key here with Keenesburg is figuring out how to best divide the gravity flows to Resource between County Road 18 and County Road 22. Please review the attached and offer up any feedback you can. I'd like to get the wrapped up and integrated into our WWUP to keep progressing it towards approval. @Mark Thomas, one this to note here that is a little different than our last submittal is the 208 Boundary. Given that things seem to drag on this project at times we're about to start annexing the remaining half of our project into Keenesburg so I want to go ahead and include those areas in this update. Our flow projections through the 20 -year planning period (and 38 -years) will remain un-changed since this annexation encompasses phases 39 through 53. In my experience, the long-term benefits of regional collaboration and planning far outweigh any downside. Please understand that providing this data in no way advocates that Hudson, Keenesburg, or Resource Colorado consolidate, nor would the Association require any of the agencies to consolidate. The information ensures that all decision -makers today and in the future have thoroughly explored consolidation within the parties involved. Allowing agencies to size collection and treatment systems for the possibility of consolidation for future decision -makers if they so chose, making consolidation much more economical for future generations. Anticipating that future decision -makers will have different problems than those we have today to consider regarding regional services and water quality and quantity resulting in other verdicts. Some Front Range municipalities are experiencing this currently, as Johnstown and Milliken wish they would have planned for consolidation. Instead, both towns now have to perform costly treatment plant upgrades rather than consolidate as the more economical solution. Fort Lupton and Metro Water Recovery are also now consolidating. I also understand that other agencies in the region are also exploring consolidation for future sewer master plans. The Clean Water Act calls for local jurisdictions and agencies to carry out specific roles in protecting water quality. Agencies with specific responsibilities in implementing the Clean Water Act are approved Designated Management and Operation Agencies (DMOAs) by the Association and the Governor, such as Hudson in this case. Several Federal and State agencies have regulatory oversight in water quality management; local DMOAs recognized by the Association in the 208 Areawide Water Quality Management Plan are responsible for fulfilling federal and state agencies' legal requirements. One of these responsibilities is to cooperate with and assist the Association and its members in regional water quality issues related to wastewater service demonstrated by Utility Plans approved by the membership and adopted into the 208 Areawide Water Quality Management Plan. Areawide 208 planning is provided by the implementation of approved 208 plans mandated by Congress, both in the actual language of Section 208 of the CWA, and other sections, in the spirit of the act. EPA has emphasized Congress' requirements to ensure Areawide 208 planning is carried out regionally. As a result, the Association's primary objective is to create a membership of competent decision -making DMOAs, working together to achieve local, regional, and state water quality objectives at the lowest economic, social, political, and environmental cost. Areawide water quality management must provide a comprehensive and unified approach, achieving the state's water quality standards and agreed upon by the region itself. That said, I have got to get the final WSUP finalized and back to Mark for referrals and approval. Last we left it, Hudson was going to provide us some updated flow information to assist with planning a larger interceptor to support not only Hudson, but parts of northern Keenesburg. I'll be working with Mark Gray later this week to finalize our boundaries so the last piece we need is the Hudson data. Can I please get some updated flow projections from you? The main emphasis for us was flows and characteristics of waste from the potential prison. Please let me know if you have any questions. Working on behalf of the membership involved, the Association feels that this meeting is necessary to protect the agencies involved fiscally and protect, maintain, or restore the region's water quality. The Association wants to gather all relevant information regarding the area of interest for future Section 208 Planning. Both the Water Quality Control Division and NFRWQPA, according to Regulation 22, have a responsibility to explore consolidation and may deny a site application in favor of regional consolidation. Regional collaboration and planning avoid a situation where a site application to expand and upgrade is considered a routine approval when it could be denied in favor of consolidation by the Division or NFRWQPA.
