HomeMy WebLinkAbout20222526.tifff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, SEPTEMBER 7, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 7, 2022, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli MINUTES: 1) Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of August 22, 2022, as printed. Commissioner Moreno seconded the motion and it carried unanimously. El 2) Commissioner Freeman moved to approve the Minutes of the Board of County Commissioners meeting of August 24, 2022, as printed. Commissioner Buck seconded the motion and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of Hearings conducted on August 22, 2022, as follows: 1) PCSC22-0013 - Scott and Kristen Fisher. Commissioner Moreno seconded the motion, which carried unanimously. • PUBLIC INPUT: Steve Teets, Greeley resident, referenced the Upper Front Range Metropolitan Planning Organization (UFRMPO) report and shared a copy with Chair James. He further shared the discussion from last night's Greeley Council meeting pertaining to families experiencing homelessness, and urged the community and government to work together and address the growing concern. Mr. Teets shared his visit to Nebraska recently, his observation of the growing clusters of wind turbines, and his opinion, they cause an unpleasant view. In response to Commissioner Freeman, Mr. Teets confirmed there were some turbines that were not working as they should. �IZSIzZ Minutes, Wednesday, September 7, 2022 Page 1 2022-2526 BC0016 '._ =_ Steven Grant, Pastor of Destiny Christian Center, and Evans resident, stated, he too, attended the Greeley Council meeting and suggested the regional city and county government leaders unite as one to address homelessness. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously. • PROCLAMATIONS: 1) WORKFORCE DEVELOPMENT MONTH - SEPTEMBER 2022: Chair James read the proclamation for the record. Tami Grant, Deputy Director of the Department of Human Services, thanked the Board for the opportunity to recognize staff who work diligently to reskill, upskill, and next -skill citizens of Weld County, in partnership with the highly engaged Workforce Development Board and funding from the Colorado Department of Labor and Employment made possible through House Bill 21-1264. She further stated, to date, 224 Weld County residents have benefitted from this initiative, and they have collectively expended over $775,000.00 to support those individuals, and 96 have already obtained an industry recognized credential, with an additional 50 people in progress. Cece Majchrowski, Deputy Director of Workforce Development at Employment Services of Weld County, thanked the Board and stated she appreciates the yearly support and recognition they provide. She further reported Employment Services of Weld County and Larimer County's Economic and Workforce Development, are partnering to host the annual Workforce Symposium — Solving the Talent Equation, on September 27, 2022, at Aims Community College. Ms. Majchrowski stated, in addition to hosting this symposium, there will be shared job fairs, and a Business before Hours, on September 14, 2022, from 7:30-9:00 a.m. Karina Amaya- Ragland, Director of Workforce Development at Employment Services of Weld County, stated the Workforce Development Board continually partners with Aims Community College and the University of Northern Colorado (UNC) to help the local workforce, as well we students who are currently receiving education to enter into the local workforce. Rich Werner, Upstate Workforce Development, thanked the Board for the month of recognition and spoke in support of the individuals who do the day-to-day operations for the Northern Colorado workforce as a whole. In turn, each Commissioner expressed their appreciation of the energetic, award -winning Workforce Center which helps people locate and retain employment and actively enriches the lives of the citizens in Weld County. (Clerk's Note: The group gathered for a photo opportunity). ; 2) SUICIDE AWARENESS AND PREVENTION MONTH - SEPTEMBER 2022: Chair James read the proclamation for the record. Kim Collins, North Range Behavioral Health (NRBH), thanked the Board for the recognition and all the community partnerships formed over the years. She further explained suicide education and support services is a program of NRBH, and stated the goal is to have no deaths caused by suicide by engaging with the initiative, Imagine Zero. Ms. Collins reported that Weld County has not been affected as much as other Counties, and stated it is due to the partnerships and support. Rick Jenkins, Imagine Zero, shared his personal experience of losing his daughter to suicide, and explained it has been his mission since then to bring awareness and prevention, and spoke on the impacts of suicide with supportive statistics. In turn, each Commissioner expressed their appreciation for the difficult, yet critical, efforts to heal those who are hurting and provide supportive mental health services. The Commissioners agreed the issue of suicide is challenging, and stated often those closest say there were no signs, and stressed the importance of finding ways to support and connect with individuals who are displaying concerning behavior. Minutes, Wednesday, September 7, 2022 Page 2 2022-2526 BC0016 • 3) CONSTITUTION MONTH - SEPTEMBER 2022: Chair James read the proclamation for the record and commended Commissioner Saine for bringing forth this proclamation. Commissioner Saine spoke on the importance of remembering and educating students about the Constitution and the role of government. She stated the contest is open to all Weld County students from grades eight through twelve (8-12), and highlighted the judges, promoting the essay, poetry, and art contest. (Clerk's Note: The Board gathered for a photo opportunity). • WARRANTS: 1) GENERAL WARRANTS - SEPTEMBER 6, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion and it carried unanimously. • 2) COMMISSIONER WARRANTS (PERRY L. BUCK) - AUGUST 30, 2022: Commissioner Freeman moved to approve the Warrant for Commissioner Buck, as printed. Commissioner Saine seconded the motion, and upon a roll call vote, the motion carried four (4) to zero (0), with Commissioner Buck recused. • BIDS: 1) APPROVE BID #B2200110, CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated two (2) bids were received and staff recommends selecting the lowest bidder who met specifications, E2 Optics, LLC, for a total amount of $84,778.74. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. • 2) APPROVE BID #B2200121, CISCO NETWORK SWITCHES — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated the two (2) lowest bidders did not meet minimum specifications, therefore, staff recommends selecting the third lowest bidder, Lewan Technology, for a total amount of $262,361.23. Commissioner Moreno moved to approve said bid, per staff recommendation. The motion was seconded by Commissioner Buck, and it carried unanimously. • 3) PRESENT BID #B2200130, CAMERA EQUIPMENT AND LICENSING ACQUISITION - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated one (1) bid was received and staff will return for a recommendation on September 21, 2022. NEW BUSINESS: 1) CONSIDER CONTRACT ID #6277 MEMORANDUM OF UNDERSTANDING FOR PUBLIC HEALTH FUNDING AND AUTHORIZE CHAIR TO SIGN: Jamie Ulrich, Director of the Department of Human Services, stated this is funding received through the American Rescue Plan Act (ARPA), to expand the public health workforce in order to provide services to Weld County residents. Commissioner Buck moved to approve said memorandum of understanding and authorize the Chair to sign. Seconded by Commissioner Saine, the motion carried unanimously. • 2) CONSIDER CONTRACT ID #6278 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) REEMPLOYMENT SERVICES AND ELIGIBILITY ASSESSMENT (RESEA) PROGRAM, AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Ulrich stated the purpose of this program is to reemploy participants and reduce the average duration of receiving unemployment benefits. Commissioner Freeman moved to approve said expenditure authorization and work plan and authorize the Chair to sign electronically. Seconded by Commissioner Buck, the motion carried unanimously. Minutes, Wednesday, September 7, 2022 Page 3 2022-2526 BC0016 ,__= 3) CONSIDER CONTRACT ID #6279 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR COLORADO WORKFORCE DEVELOPMENT COUNCIL (CWDC) RESKILLING, UPSKILLING, AND NEXT-SKILLING (RUN) WORKERS PROGRAM, AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Ulrich stated the Reskilling, Upskilling, and Next-Skilling (RUN) Workers Program allows participants to access short-term training to obtain industry recognized credentials. Commissioner Moreno moved to approve said expenditure authorization and work plan and authorize the Chair to sign electronically. The motion, which was seconded by Commissioner Buck, carried unanimously. • 4) CONSIDER CONTRACT ID #6267 DECLARATION OF CERTAIN REAL ESTATE AS SURPLUS PROPERTY AND APPROVE REAL ESTATE PURCHASE AND SALE AGREEMENT FOR MEAD GRADER SHED (1785 COUNTY ROAD 32, MEAD), AND AUTHORIZE CHAIR TO SIGN ALL NECESSARY DOCUMENTS — TOWN OF MEAD: Toby Taylor, Director of the Facilities Department, conducted a work session with the Board to discuss declaration of the former Mead Grader Shed, as surplus property to allow the County to convey the Mead Grader Shed to the Town of Mead, for the amount of $1,000.00. He further stated the Town of Mead will augment their operations that will benefit the citizens of Weld County in that area, and additionally agreed to assume all fees and responsibilities associated with the fuel tank system. Commissioner Freeman moved to declare said property as surplus approve said agreement, and authorize the Chair to sign all necessary documents. The motion was seconded by Commissioner Buck, and it carried unanimously. • 5) CONSIDER CONTRACT ID #6271 RAILROAD CROSSING SURFACE IMPROVEMENT AGREEMENT FOR RAILROAD CROSSING AT CR 38 AND AUTHORIZE CHAIR TO SIGN - GREAT WESTERN RAILWAY OF COLORADO, LLC: Michael Bedell, Department of Public Works, stated this railroad crossing improvement agreement on County Road (CR) 38, for the amount of $188,799.93, is a higher expense due to a gravel road that will require construction of asphalt approaches for the safety of road graders, and work is scheduled to begin in the Fall of 2022. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. • 6) CONSIDER CONTRACT ID #6274 AGREEMENT FOR RELOCATION OF ELECTRIC POWER LINES FOR CRS 33 AND 74 INTERSECTION ROUNDABOUT PROJECT AND AUTHORIZE CHAIR TO SIGN - PUBLIC SERVICE COMPANY OF COLORADO: Mr. Bedell stated this relocation agreement is related to the roundabout construction project in the intersection of CRs 33 and 74. He further stated this will allow room for the rounabout, and for Xcel Energy to convert utilities from overhead to underground. Mr. Bedell stated the County's portion of funding for this project is in the amount of $74,234.94, with work scheduled to begin in the Fall of 2022. He mentioned a forthcoming agreement with Xcel Energy for design and construction of a lighting system at this same intersection. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Saine, carried unanimously. • 7) CONSIDER TEMPORARY CLOSURE OF CR 10 BETWEEN CRS 5 AND 7: Amy Mutchie, Department of Public Works, stated this closure will begin September 12, 2022, through October 7, 2022, for upgrades and paving construction, and the detour route is paved. Commissioner Buck moved to approve said temporary closure. The motion was seconded by Commissioner Saine, and it carried unanimously. Minutes, Wednesday, September 7, 2022 Page 4 2022-2526 BC0016 to 8) CONSIDER AIRPORT IMPROVEMENT PROGRAM (AIP) GRANT AGREEMENT FOR REHABILITATE RUNWAY 10/28 CONSTRUCTION PROJECT AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY - U.S. DEPARTMENT OF TRANSPORTATION, FEDERAL AVIATION ADMINISTRATION (FAA): Cooper Anderson, Greeley -Weld County Airport Manager, explained the unorthodox draft copy of the grant to obtain Federal Aviation Administration (FAA) year-end funding pending Congressional approval. He further stated this grant is for the construction portion of the Rehabilitate Runway 10/28, as the Board approved the design grant in early 2022. Mr. Anderson explained there is a current bid awarded to Asphalt Specialties, LLC, and they are expecting the grant fund amount to be around $6.2 Million, which will cover the project in its entirety with their local and State match. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. Commissioner Saine seconded the motion, and it carried unanimously. Commissioner Moreno offered his congratulations to Mr. Anderson on his upcoming wedding. x.= 9) CONSIDER RENEWAL APPLICATION FOR A BREW PUB (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - COLLISION BREWING COMPANY, LLC, DBA COLLISION BREWING COMPANY: Bruce Barker, County Attorney, stated the application is in order, fees are paid, and there are no concerns from any referral agencies. No public testimony was offered concerning this matter. Commissioner Saine moved to approve said renewal application, and authorize the Chair to sign. The motion was seconded by Commissioner Buck. Commissioner Freeman inquired as to the location of the establishment, and Commissioner Saine stated this brewery is located off State Highway (SH) 119, in Longmont, Colorado. There being no further discussion, the motion carried unanimously. 10) CONSIDER AUTHORIZING BOARD OF COUNTY COMMISSIONERS TO ADJOURN AS BOARD OF EQUALIZATION FOR CALENDAR YEAR 2022: Karin McDougal, Assistant County Attorney, stated the Board of Commissioners convened July 1, 2022, as the County Board of Equalization for the duration of assessed property valuation for Real Estate and Personal Property, which was completed and adjourned on August 3, 2022, but remained open for Senior Exemption appeals. Commissioner Freeman moved to adjourn as the Board of Equalization. The motion was seconded by Commissioner Moreno, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
