BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, AUGUST 24, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, August 24, 2022, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine

MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of August 10, 2022, as printed. Commissioner Freeman seconded the motion
and it carried unanimously.
El PUBLIC INPUT: No public input was given.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Saine seconded the motion and it carried unanimously.
WARRANTS:
1) GENERAL WARRANTS - AUGUST 23, 2022: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Saine seconded the motion and it carried unanimously.
BIDS:
1) APPROVE BID #B2200109, DATA PROTECTION CAPACITY — DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated staff
recommends selecting the lowest bidder who met specifications, Lewan Technology, for a total amount
of $79,990.00. The motion to approve said bid was made by Commissioner Freeman, seconded by
Commissioner Buck, and it carried unanimously.

2) PRESENT BID #62200110, CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY:
Mr. Rose stated two (2) bids were received and staff will make a recommendation on September 7, 2022.
He further clarified that the ambiguous title of the bid actually means the installation of technology in
conference rooms throughout the County that will allow for remote conferencing capabilities.
3) PRESENT BID #62200121, CISCO NETWORK SWITCHES — DEPARTMENT OF
INFORMATION TECHNOLOGY: Mr. Rose stated four (4) bids were received and staff will make a
recommendation on September 7, 2022.
NEW BUSINESS:
1) CONSIDER ACCEPTANCE OF 2022 ABSTRACT OF ASSESSMENT AND AUTHORIZE CHAIR TO
SIGN: Brenda Dones, Weld County Assessor, presented this abstract and explained it will be distributed
to 540 taxing authorities that will allow their budget managers to set budgets and mill levies. In addition,
she previously reported the preliminary assessed value at $18.5 billion, which was underestimated.
Ms. Dones stated this includes all changes from State assessed properties, all appeals to the Assessor,
Weld County Board of Equalization, and the changes from House Bill (HB) 22-1223, that exempted all
manufactured homes valued less than $28,000.00. She stated the results of the 2022 Abstract of
Assessment, valued at $18,779,603,700.00, includes the overall value of Weld County, municipalities,
and special districts, with the overall value of 2022, showing 51% increase from the aggregate values in
2021, due solely to the increase in oil and gas valuation. Ms. Dones explained the Abstract of Assessment
will be submitted and reviewed by the State Board of Equalization in conjunction with the annual audit of
procedures and statistical data, and the Assessor's Office was recently notified the department passed
the audit without further recommendations of change. In response to Commissioner Moreno, Ms. Dones
stated the total valuation from 2021 Abstract of Assessment was $12.4 billion. Commissioner Moreno
moved to approve said abstract of assessment and authorize the Chair to sign. The motion was seconded
by Commissioner Freeman, and it carried unanimously.
2) CONSIDER CONTRACT ID #6218 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR
MIGRANT SEASONAL FARMWORKER (MSFW) PROGRAM, AND AUTHORIZE CHAIR TO SIGN
ELECTRONICALLY: Tami Grant, Deputy Director of the Department of Human Services, stated this
expenditure authorization allows for Employment Services of Weld County to provide funding for an array
of services including, worker protection information, wage and working condition complaints, Workforce
Center registration, employment referrals, job development, employer events and training program
information flyers to migrant and seasonal farmworkers, from July 1, 2022 through June 30, 2023, for the
amount of $36,694.00. Commissioner Buck moved to approve said expenditure authorization and
workplan, and authorize the Chair to sign. The motion was seconded by Commissioner Saine, and it
carried unanimously.
A 3) CONSIDER CONTRACT ID #6220 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) JOBS FOR VETERANS STATE
GRANT (JVSG), AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Grant stated this
expenditure authorization will be used to cover overhead and operational expenses associated with
housing the workspace of two (2) State Disabled Veterans Outreach workers that are provided by
Employment Services of Weld County. Commissioner Saine moved to approve said expenditure
authorization and workplan, and authorize the Chair to sign. Seconded by Commissioner Buck, the
motion carried unanimously.

.j 4) CONSIDER CONTRACT ID #6221 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR
INVESTMENTS FOR CAREER NAVIGATION AND COACHING STAFF (ICNCS) PROGRAM, AND
AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Grant stated this expenditure authorization will
support the hiring of a new full-time employee as a Career Coach at the Employment Services of Weld
County. She further stated this funding, in the amount of $208,080.00, is provided by the Colorado
Workforce Development Council, from June 3, 2022, through December 31, 2024. Commissioner
Freeman moved to approve said expenditure authorization and workplan and authorize the Chair to sign.
The motion, which was seconded by Commissioner Buck, carried unanimously.

5) CONSIDER CONTRACT ID #6222 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) PROGRAM EVALUATION FUNDS,
AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Grant stated this expenditure authorization
allows for funds to be utilized as payment for a .25 Full Time Equivalent (FTE), who will conduct monthly
evaluations, from July 1, 2022, through June 30, 2023, for the total amount of $25,000.00. Commissioner
Moreno moved to approve said expenditure authorization and workplan and authorize the Chair to sign.
Commissioner Buck seconded the motion, and it carried unanimously.
6) CONSIDER CONTRACT ID #5944 MEMORANDUM OF UNDERSTANDING FOR JAIL BASED
BEHAVIORAL SERVICES AND AUTHORIZE CHAIR TO SIGN - NORTH RANGE BEHAVIORAL
HEALTH: Stephanie Dandurand, Sheriff's Office, stated North Range Behavioral Health (NRBH) will
provide mental health and substance use disorder services for inmates in the jail, which is funded through
a State of Colorado grant. She explained that NRBH has been providing these services since 2011, but
only in contract since 2021, and is at no cost to the County. In response to Commissioner Buck,
Ms. Dandurand confirmed they are not currently providing Medical Assistance Training (MAT).
Commissioner Freeman moved to approve said Memorandum of Understanding and authorize the Chair
to sign. Seconded by Commissioner Moreno, the motion carried unanimously.
R 7) CONSIDER CONTRACT ID #6238 DITCH CROSSING AGREEMENT AND AUTHORIZE CHAIR
TO SIGN - MONTGOMERY LATERAL DITCH COMPANY, INC.: Michael Bedell, Department of Public
Works, stated this agreement is to allow for the removal, reconstruction, and installation of a new pipeline
underneath the existing Montgomery Lateral Ditch, for the County Roads (CRs) 33 and 74 roundabout
construction project. He further stated this work is to be constructed during the non -irrigation season and
will be completed by April 15, 2023. Mr. Bedell indicated this agreement includes a payment of $5,000.00
to the Montgomery Lateral Ditch Company as compensation for their associated role and responsibilities.
Commissioner Freeman moved to approve said agreement and authorize the Chair to sign.
Commissioner Saine seconded the motion and it carried unanimously.
IR PLANNING:
1) CONSIDER PARTIAL VACATION OF FOUR -LOT RECORDED EXEMPTION, RECX15-0066, FOR
REMOVAL OF LOT D - BRAD AND STACY LAWLEY: Chris Gathman, Department of Planning Services,
stated staff received a letter from the applicants requesting the removal of Lot D from Recorded
Exemption, RECX15-0066. He gave a brief overview of the property, history, and location, and explained
the Conditions of Approval requiring the applicants to show the two (2) permitted oil and gas access
points on the plat, and to rededicate the shared access easement between Lots C, and D, on the plat.
Mr. Gathman indicated the applicant resides in Nebraska and was not present. No public testimony was
offered concerning this matter. Commissioner Moreno moved to approve said partial vacation, with the
Conditions of Approval. The motion was seconded by Commissioner Freeman, and it carried
unanimously.

RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:16 a.m.
These Minutes were approved on the 7th day of September, 2022.
