This letter is in response to an October 4, 2021, request submitted by Kiersten Hines, P.E., CFM, of
Jacobs Engineering Group, Inc., that the Department of Homeland Security's Federal Emergency
Management Agency (FEMA) issue a revision to the flood hazard information for your community in
Weld County, Colorado.
The requested Letter of Map Revision LOMR (Case No. 22-08-0004P) is one of many current and
upcoming LOMRs that tie-in to the new Colorado Hazard Mapping Program (CHAMP) study that
reanalyzes several identified flooding sources in Boulder County. As outlined in the December 19, 2018
memo from Boulder County, entitled "Procedure for LOMRs and CLOMRs on CHAMP Studied Streams
in Boulder County," and subsequently concurred upon by a February 6, 2019 response from FEMA
Headquarter's Engineering Services Branch, LOMRs within Boulder County, Colorado, which are
submitted to tie-in to the CHAMP analysis will be reviewed and applied to the upcoming regulatory
products associated with the CHAMP study, and will not be applied to the current effective flood hazard
data for Boulder County.
We have completed our review of LOMR (Case No. 22-08-0004P) and have determined that the
upcoming preliminary Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) report being
developed for your community should be revised. The LOMR will tie-in to the new FIRM and FIS report
because they include the results of the CHAMP study. However, due to the anticipated timelines of both
the CHAMP study and the currently submitted LOMR request, this revision will not be able to be
incorporated into the upcoming preliminary FIRMs and FIS report at this time. Asa result, the LOMR
will be reopened at a future date to revise the new FIRMs and FIS report once the effective date of the
new study has been determined.

special response letter for those communities were issued on the same date as this letter. Therefore, this
