HomeMy WebLinkAbout20220002.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, JANUARY 3, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 3, 2022, at the hour of 9:00 a.m. 1-- ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: ROLL CALL: Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Scott K. James Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio ELECTION OF CHAIR: Commissioner Freeman thanked Chair Moreno for his leadership during a challenging year and further nominated Commissioner James as Chair of the Board of County Commissioners for the year 2022, which was seconded by Commissioner Buck. There being no further nominations, Commissioner Freeman closed the nominations and acclaimed Commissioner James as Chair of the Weld County Board of Commissioners for the year 2022. Chair James thanked his fellow Commissioners for appointing him to the Chair position and for their trust in him to lead the County through the year 2022. There being no further discussion, the motion carried unanimously. =_ ELECTION OF CHAIR PRO-TEM: Commissioner Buck moved to nominate Commissioner Freeman as Chair Pro-Tem of the Board of County Commissioners for the year 2022, which was seconded by Commissioner Moreno. There being no further nominations, Commissioner Buck closed the nominations and acclaimed Commissioner Freeman as the Chair Pro-Tem of the Weld County Board of Commissioners for the year 2022. Commissioner Freeman accepted the nomination, and there being no further discussion, the motion carried unanimously. =~ COMMISSIONER COORDINATOR ASSIGNMENTS: Commissioner Moreno moved to appoint Commissioner James as Coordinator, along with Commissioner Freeman as Assistant, for the Department of Finance and Administration, also including Accounting/Purchasing, Clerk to the Board, County Attorney, Human Resources, Public Relations/Communications, and Treasurer's Office, which was seconded by Commissioner Buck, and the motion carried unanimously. Minutes, Monday, January 3, 2022 2022-0002 3/to Page 1 BC0016 Commissioner Moreno moved to appoint Commissioner Freeman as Coordinator, along with Commissioner Saine as Assistant, for the Department of Health Services, also including Coroner's Office, Information Technology, Justice Services, Office of Emergency Management, and Regional Communications, which was seconded by Commissioner Buck, and the motion carried unanimously. Commissioner Freeman moved to appoint Commissioner Buck as Coordinator, along with Commissioner James as Assistant, for the Department of Planning Services, also including Oil and Gas Energy and the Extension Office, which was seconded by Commissioner Moreno, and the motion carried unanimously. Commissioner Buck moved to appoint Commissioner Moreno as Coordinator, along with Commissioner Buck as Assistant, for the. Department of Public Works, also including Facilities, Veterans Services, and Fleet Services, which was seconded by Commissioner Freeman, and the motion carried unanimously. Commissioner Freeman moved to appoint Commissioner Saine as Coordinator, along with Commissioner Moreno as Assistant, for the Department of Human Services, which was seconded by Commissioner Buck, and the motion carried unanimously. MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of December 20, 2021, as printed. Commissioner Buck seconded the motion, and it carried unanimously. '1... PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. a _=" COMMISSIONER COORDINATOR REPORTS: Commissioner Buck gave her final update as the Coordinator for the Department of Human Services for calendar year 2021, stating the department disbursed $8.8 million in Emergency Rental Assistance, processed 3,759 requests, and evaluated 2,509 households on the first round of funding, with an additional $70,000.00 in Emergency Rental Assistance disbursed, 36 requests processed and 33 households evaluated on the second round of funding. Commissioner Buck also announced the Employment Services Division has received a distinguished award from the Job for Veterans State Grant based on performance for Weld County Project Salute. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. WARRANTS: 1) GENERAL WARRANTS - DECEMBER 30, 2021: Commissioner Moreno moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - DECEMBER 30, 2021: Commissioner Freeman moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner Moreno seconded the motion, and upon a roll call vote the motion passed four (4) to one (1), with Commissioner Saine opposed. BIDS: 1) PRESENT BID #B2100153, COOLING TOWER COLD WATER BASIN REPAIR FOR THE CENTENNIAL CENTER - FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated Minutes, Monday, January 3, 2022 2022-0002 Page 2 BC0016 two (2) responses have been received. Staff will review and return with a recommendation for approval on January 17, 2022. 2) PRESENT BID #B2100154, ADDITIONAL EQUIPMENT FOR WASH BAY - FACILITIES DEPARTMENT: Mr. Turf stated one (1) response has been received. Staff will review and return with a recommendation for approval on January 17, 2022. NEW BUSINESS: 1) CONSIDER RESOLUTION RE: SCHEDULING OF REGULAR MEETINGS OF THE BOARD FOR 2022: Commissioner Freeman moved to approve said Resolution scheduling the regular meetings of the Board. The motion was seconded by Commissioner Saine, and it carried unanimously. 2) CONSIDER RESOLUTION RE: AUTHORIZE PUBLICATION OF PROCEEDINGS FOR 2022: Commissioner Buck moved to approve said Resolution authorizing the publication of proceedings for 2022. The motion was seconded by Commissioner Freeman, and it carried unanimously. 3) CONSIDER RESOLUTION RE: DESIGNATION OF PARTICULAR PUBLIC PLACE FOR POSTING OF PUBLIC NOTICES: Commissioner Moreno moved to approve said Resolution designating the place for posting of public notices. Seconded by Commissioner Freeman, the motion carried unanimously. 4) CONSIDER RESOLUTION RE: DESIGNATION OF PARTICULAR PUBLIC PLACE FOR POSTING OF NOTICES OF TAX LIEN SALES AND NOTICES OF PROPERTIES GOING TO DEED: Commissioner Freeman moved to approve said Resolution designating the place for posting of public notices. Seconded by Commissioner Buck, the motion carried unanimously. 5) CONSIDER APPOINTMENT OF COMMISSIONER PERRY L. BUCK TO CERTAIN ADVISORY BOARDS: Commissioner Moreno moved to approve the listed appointments. Seconded by Commissioner Freeman, the motion carried unanimously. 6) CONSIDER APPOINTMENT OF COMMISSIONER MIKE FREEMAN TO CERTAIN ADVISORY BOARDS: Commissioner Moreno moved to approve the listed_ appointments, which was seconded by Commissioner Buck, and the motion carried unanimously. 7) CONSIDER APPOINTMENT OF COMMISSIONER SCOTT K. JAMES TO CERTAIN ADVISORY BOARDS: Commissioner Buck moved to approve the listed appointments, which was seconded by Commissioner Freeman, and the motion carried unanimously. 8) CONSIDER APPOINTMENT OF COMMISSIONER STEVE MORENO TO CERTAIN ADVISORY BOARDS: Commissioner Freeman moved to approve the listed appointments, which was seconded by Commissioner Buck, and the motion carried unanimously. 9) CONSIDER APPOINTMENT OF COMMISSIONER LORI SAINE TO CERTAIN ADVISORY BOARDS: Commissioner Moreno moved to approve the listed appointments, which was seconded by Commissioner Buck, and the motion carried unanimously. 10) CONSIDER CONTRACT ID #5464 AGREEMENT FOR CONSTRUCTION SERVICES FOR DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT BUILDING SECURITY WINDOWS Minutes, Monday, January 3, 2022 2022-0002 Page 3 BC0016 PROJECT (BID #B2100150) AND AUTHORIZE CHAIR TO SIGN - GROWLING BEAR CO, INC.: Commissioner Freeman made mention that there was a previous work session concerning this agreement and moved to approve said agreement and authorize Chair to sign. The motion was seconded by Commissioner Moreno and it carried unanimously. PLANNING: 1) CONSIDER REQUEST TO WITHDRAW APPLICATION FOR A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT, USR18-0114, AND RESCIND RESOLUTION #2019-0903, DATED MARCH 6, 2019 -- BLACK MOUNTAIN LAND COMPANY, LP, C/O CURETON MIDSTREAM, LLC: Kim Ogle, Department of Planning Services, staff received a letter from Nick Coen, representative for Cureton Midstream, LLC, requesting to withdrawl their previously approved application due to economic factors. Commissioner Freeman moved to approve said withdrawl of application and rescinding of Resolution #2021-0903. The motion was seconded by Commissioner Buck and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:18 a.m. These Minutes were listed on January 17, 2022, and continued to January 19, 2022, for approval.
