PREPAREDNESS (HMEP) GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2021-2022
Hazardous Materials Emergency Preparedness (HMEP) Grant from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Office of Emergency Management, to the Colorado Department of Public Safety, Division of
Homeland Security and Emergency Management, with further terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the 2021-2022 Hazardous Materials Emergency
Preparedness (HMEP) Grant from the County of Weld, State of Colorado, by and through the

Brief description of the problem/issue:

Commissioners, attached to this memo is the application for the Hazardous Materials Emergency
Preparedness Grant application. This grant supports the work David Burns does in relation to the planning for
the business the process, handle and store chemicals in the county. The grant application describes the work
David does and supports the task that we are required to fulfill for the Local Emergency Planning Committee.
The funding request is for $103,734.04 in federal funding, we have a 20% match requirement which is
$25,933.51, and budgeted in the 2022 OEM budget. the total grant request is for $129,667.55
some of the key points related to this grant; Weld County has 5,440 Tier II chemical facilities reporting for
2020, 292 of those facilities hold or use Extremely Hazardous Materials, and we have 37 facilities that fall
under the EPA Risk Management Plan program. Most all of these facilities have deliveries of chemicals which
is identified as a risk, most chemical accidents happen during the delivery and off loading and handling of the
chemicals.
I'm requesting to schedule this application on the Boards agenda for approval, signature and submission of the
application to the State.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Agree with request and add the application to the Boards agenda for approval and submission to the State.
Deny application, this would create a shortage in funding to the OEM budget.

OVERVIEW: Describe your agency or organization; provide an overview and community served.
The Weld County LEPC is run by the County's Office of Emergency Management. Our Office is staffed with
five employees and funding from this grant supports one of the EM Coordinator positions. The continued
funding is important to us for the purpose of coordinating with facilities who store, transport, and process
chemicals within our county. In addition to coordinating with facilities, we coordinate closely with first
responders to support their planning and training to the known and unknown hazmat risks within our county.
Weld County is the third largest County in Colorado (geographically) spanning 3,900 sq. miles with an
estimated population of 333,150. To further expand on the vast size of Weld County, there are 32
municipalities, 26 fire Departments/Districts, and 19 law enforcement agencies within Weld County. Weld
County has two Interstate HWYs, I-25 and 1-76. There are two major railroad operators with lines running
throughout Weld County, Burlington Northern and Union Pacific, with other smaller rail line operators. There
are multiple Oil and Gas Operators, Midstream Operators, and Chemical Facilities within Weld County. In
2020, Weld County had 5,440 Tier II reporting facilities, of those, 292 facilities stored Extremely Hazardous
Materials (EHS). In 2020, there were 37 RMP facilities listed within Weld County. With the ongoing Oil and
Gas development within Weld County, additional Oil and Gas production facilities are increasing which is also
increasing transportation offloading (truck and rail) and pipelines within the County. In 2021, just under 40
drilling permits were processed in Weld County. In the Weld County 2021 Hazard Mitigation Plan, hazmat
transportation accidents are identified as a high -risk incident.
In 2017 and again in 2018, Weld County OEM/LEPC completed a gap analysis on first responders' capabilities
to respond to hazmat incidents within Weld County, it was discovered that approximately 1/3 of the fire
districts within Weld County have little to no hazmat training. In 2020 and 2021, a portion of HMEP Grant
funds were used to provide hazmat Awareness training to rural fire districts who had no formal hazmat
training. It is our goal to continue to prove training to fire districts to help reduce the gap identified in the
analysis completed in 2017 and 2018.

Salary and Fringe Benefits; Weld County will employ an Emergency Management Coordinator to work for the
Emergency Management Office and conduct the listed tasks. The employee will be a full time employee and
Weld County will provide the 20% cash match for the salary and benefits. The costs for the employee is based
on Weld County salary and benefits costs for an Emergency Management Coordinator.
Travel costs; this funding will be used for travel costs for LEPC conferences and NASTTPO conference. Weld
County will support cash match funding for the 20% match, the estimated cost include air fair to the
NASTTPO conferences and other costs for ground transportation.
Total budget requested is $129,367.58. Of the total budget, $84,178.26 is for EM Coordinator Salary,
$37,989.33 for Fringe Benefits, $1,200.00 for supplies and $6,000.00 for travel costs . This brakes down to
Federal funding of $103,743.07 and the local Hard cash match of $25,633.52.

Weld County and Weld LEPC will utilize HMEP grant funds to support one employee to analyze information
obtained from previous HMEP projects. To continue providing training and exercises on the Weld County
Hazardous Materials Response and Transportation Plan. Coordinate hazmat training for first responders,
coordinate tabletop scenarios for the RMP facilities with a transportation nexus and coordinate an LEPC
workshop. In addition, HMEP grant funds will assist with creating hazard risk assessment for each EHS
facilities. Each hazard analysis will help Fire Districts develop pre -plans, coordinate with communities on
planning for hazmat transportation incidents and develop a training and exercise plans based on worst case
scenarios. Coordinate with Pipeline Operators on delivery of Pipeline Safety Training and community
outreach. Coordinate with the NE Region LEPC Chairs on support to their LEPC's.
The Core Capabilities addressed for this project include Planning, Operational Coordination, Operation
Communication, Public Health, Health Care, Intelligence and Information Sharing, Threat and Hazard
Identification, and Community Resilience.
The outcomes of this project are to better prepare our First Responders, Community Leaders, and Citizens, by
understanding the risks and threats in the communities. Help all stakeholders to understand actions to take in
areas of high risk. How to best prepare for a release if there is a transportation accident or an accident at a
facility. Work with Industry Partners to develop a training and exercise program that supports response
agencies and communities. This planning will also help with Community Resilience.
This project is a part of an ongoing plan to better prepare First Responders, Community Leaders, and our
Citizens. Weld County Government is committed to the sustainability of this project and the continual partial
support funding for the employee working on the project. With Weld County being one of the top hazardous
materials producing Counties in Colorado, it is vital for Weld County to continue to receive funding to support
this ongoing project.
Furthermore, funding from this grant will support the coordinator in completing the following tasks
• Complete facility hazard analysis
• Update community risk assessments
• Identify hazardous material delivery routes within Weld County.

Example: Soft Match: Local Training Room facilities and equipment rental. Local Training Room facilities estimated cost
of $300.00 per day, four different locations, at two-day trainings. $300.00 x 2 days x 4 locations = $2.400.00
Equipment rental for laptop and projector is $300.00 per day, four different locations, at two-day trainings.
$300.00 x 2 days x 4 locations = $2, 400.00 Total Soft Match: 32,400.00 + $2,400.00 = $4.800.00
Example: Hard Match: Using own organizational cash for travel and supplies. Separate accounting codes are used for
travel and supplies, and reports are pulled and submitted with requests for reimbursement for this grant. In -state
travel to training programs. Out -of -State travel for the two NASTIPO conferences (spring & autumn). Supplies
expenses to include printed materials for trainings, materials for planning and exercises, and currently available
expendable supplies, such as paper and folders. Total Hard Match: $1,500.00
Weld County will provide a hard match of cash for this project.

Participate in Damage Prevention Council Meetings, LEPC Meetings, CPRN Meetings, MAC Meetings and
State CEPC meetings. Provide updates to each group on planning efforts and coordination.
Work with DFPC and Weld County Fire Training Officers Training Associations and coordinate 3 hazmat
Awareness classes, two hazmat Ops Classes and one hazmat Tech class.
Identify and map hazmat delivery routes into MARPLOT
Work with first responders and operators and conduct hazmat exercises to gauge current capabilities, identify
strengths, and area for improvements.
Complete one LEPC Workshop that includes a a transportation exercise, Participate in the State LEPC
Conference and provide training and outreach to community leaders on risk assessments.

As Weld County continues to grow in population and Oil and Gas development, progressive planning, training,
and coordination is required to ensure that we keep up with the continuous growth. Risks will continue to
change over the years with chemical facilities as communities continue to grow, expanding housing and
commercial buildings may become closer to commercial business parks. Due to continuous growth, residents
may not be aware of the risk in their communities. Local community leaders will need to understand the risks
that are in their communities based on the hazard assessments. Hazardous material transportation incidents
have always been and will continue to be an important planning area for Weld County.
