Abatement Request: The petition for abatement or refund of taxes was submitted by Todd Stevens of Stevens & Associates, as agent for the owner, and estimates the subject value to be $1,400,000 ($94/sf). The petitioner's supporting documents included a retail Income Approach using $9.00/sf NNN, 10% vacancy, 11% expenses and an 8.5% CAP rate; estimating a value of $53/sf; and a bank cost approach value of $114/sf. Analysis: The commercial team reviewed the 2021 value and concluded the original value is supported. • The cost approach calculates to $2,701,481 ($182/sf). o The cost approach provided by the petitioner includes only the bank portion of the building and contains multiple calculation errors on the Marshall & Swift form including incorrect floor area, building height, building perimeter, height multiplier, perimeter multiplier, HVAC & sprinkler refinements, cost multiplier, depreciation percentage and property add-ons. The market approach included a review of market sales for comparable retail and bank properties which ranged from $146 to $247/sf. The income approach included a review of market lease information for comparable retail and bank properties with a range of $12.50 to $31/sf NNN. Using $17/sf NNN, market vacancy (5%), market expenses (8%), and a market CAP rate (7.5%) the income approach results in an opinion of value at $198/sf. o The income approach provided by the petitioner included sub -market rent and expenses/CAP inconsistent with the market. Reconciliation and Summary: The Assessor's value of $1,826,078 is supported by the cost, market and income approaches, and I recommend denial of the petition. The petitioner requested an administrative denial of the appeal and will not attend the abatement petition hearing. An administrative denial is not an option for an abatement petition.
