WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Project Proposal Application for the
2023 Northeast Colorado All Hazard Steering Committee (NEAHR) Homeland Security Grant
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Sheriff's Office, to the Northeast Colorado All Hazard Steering
Committee (NEAHR), with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.

Brief description of the problem/issue:
The Sheriff's Office would like to apply for the 2023 Northeast All Hazard Steering Committee (NAEHR)
Homeland Security Grant Project funding.
Grant funds will be distributed to all subrecipients with the funding philosophy to support as many projects as
possible across the entire region and across many disciplines.
Currently, the fiscal agent is the City of Greeley and the grant period covers three years 2023-2025.The
program seeks to prevent, protect against, mitigate, respond to and recover from threats and hazards that pose
greatest risk within the United States.
The application will request funding for the purchase of breaching equipment for Patrol deputies, including 40
mini rams and halligans, in the total amount of an estimated $30,182.
The breaching equipment will be utilized within Patrol and placed in each police car, so that each officer will
have the proper tool to respond to active shooter/threat type incidents and be able to enter most commonly
encountered buildings.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):

2023 Grant Application
Eligible agencies and organizations within the Colorado Northeast All Hazards Region wishing
to submit a proposal must complete this online application by midnight Friday January 6,
2023.
Please thoroughly review the 2023 NEAHR Grant Guidelines before applying for this grant. Any
questions can be directed to the NEAHR Homeland Security Coordinator Nicole Cantrell at
neahrhscoordinator@gmail.com.
Grant Applications will be reviewed at the February meeting of the NEAHR Steering Committee.
Approved project applications will be notified by email sometime after April 2023.
Any 2023 approved grant projects will start after February of 2024 and will be completed over a
3 year rolling grant period.

To submit an application for grant funding, you must agree to the NEAHR grant
application and project standards. Failure to meet these application and project
standards for any NEAHR funded project may disqualify your agency from
future grant eligibility.
By completing this application for NEAHR Homeland Security Grant funding, the
applicant and their agency / organization agrees to the following requirements:
1. Any correspondence from the regional homeland security coordinator or
fiscal agent will be returned within one week (unless there are extenuating
circumstances).
2. Any required approval paperwork (EH P, Drone approval, other documentation)
will be completed by the applicant agency with the support and guidance of the
homeland security coordinator, and all documentation will be submitted to the
HS coordinator for review and submission in a timely manner.

3. Projects with costs greater than $5,000 may require multiple bids. Obtaining
additional bids during the purchasing process will be the responsibility of the
applicant agency - at the direction of the HS coordinator.
4. Maintenance and ongoing costs of grant purchased equipment are the
responsibility of the requesting agency and are expected to be supported
through the useful life of the equipment (as determined by grant fiscal agent
policy). Any equipment which is not maintained or is no longer needed should
be returned to the NEAHR for redistribution or disposition.
5. The agency is responsible for notifying the HS coordinator of the receipt of
any shipped equipment and for the completion the NEAHR Equipment Release
Form to complete grant project paperwork and closeout projects.

After the events in Uvalde, Texas in May 2022, a glaring gap in Weld County's response protocol is
identified. Currently, WC Patrol Sergeants have breaching equipment in their vehicles. However, WC is
nearly 4,000 square miles, and there is only one Sergeant on duty at a time. Patrol Deputies need the
breaching equipment to immediately address active shooter/threat type incidents. The inability to
breach the school was a pressing issue in Uvalde, and one that exists in Weld County without the
requested breaching equipment.
The Weld County Sheriffs Office is seeking funding for forty pairs (40) of breaching equipment consisting
of a Halligan tool and mini -ram. These devices will enable Weld County Patrol Deputies to effect entry
into most commonly encountered buildings.

This project revealed itself after several "active shooter" incidents throughout the country. The
Sheriff's Office budget does not account for such a tremendous purchase in such a quick amount of time
necessary to deploy the equipment to those who need it, the deputies and by proxy, the citizens of
Weld.

There is a current significant gap in the Weld County Sheriff's Office Patrol division for breaching -
capabilities. Only Sergeants have limited equipment to effectively breach buildings.

This funding opportunity will outfit patrol vehicles with the necessary equipment to help address "active
shooter/threat" type incidents WC patrol is well trained in the use of the equipment during our "active
shooter/threat" training, but do not currently have the equipment for the deputies Again, that equipment is
in the Sergeant's vehicles, one Sergeant on duty at a time '

need it, with the necessary equipment to address community impacting incidents

The Weld County Sheriffs Office is seeking funding for forty
pairs (40) of breaching equipment consisting of a Halligan
tool and mini -ram. These devices will enable Weld County
Patrol Deputies to effect entry into most commonly
encountered buildings.

This project revealed itself after several "active shooter"
incidents throughout the country. The Sheriffs Office budget
does not account for such a tremendous purchase in such a
quick amount of time necessary to deploy the equipment to
those who need it, the deputies and by proxy, the citizens of
Weld.
There is a current significant gap in the Weld County Sheriffs
Office Patrol division for breaching capabilities. Only
Sergeants have limited equipment to effectively breach
buildings.
This funding opportunity will outfit patrol vehicles with the
necessary equipment to help address "active shooter/threat"
type incidents. WC patrol is well trained in the use of the
equipment during our "active shooter/threat" training, but do
not currently have the equipment for the deputies. Again, that
equipment is in the Sergeant's vehicles, one Sergeant on
duty at a time.
This equipment increases preparedness for the Patrol
Division by equipping those first responders who need it, with
the necessary equipment to address community impacting
incidents.

Weld County Patrol will continue and enhance current
training regarding active threat scenarios. Weld County
Sheriffs Office will collaborate with other local agencies
(town/city police) to ensure first responders are keenly aware
of the Sheriff Office's equipment and capability.
Weld County Sheriffs Office routinely trains with local law
enforcement in everything ranging from legal updates to
active threat. The Sheriffs Office trains with and cooperates
with the US Department of Energy (Fort St. Vrain spent fuel
storage). These area agencies will be notified personally, of
our offices' capability and equipment acquisition.
