Project Description Please provide the general details of the project proposal. Additional information about capabilities and risks will be addressed in following questions. Please provide a timeline for any planning, training or exercise proposals. After the events in Uvalde, Texas in May 2022, a glaring gap in Weld County's response protocol is identified. Currently, WC Patrol Sergeants have breaching equipment in their vehicles. However, WC is nearly 4,000 square miles, and there is only one Sergeant on duty at a time. Patrol Deputies need the breaching equipment to immediately address active shooter/threat type incidents. The inability to breach the school was a pressing issue in Uvalde, and one that exists in Weld County without the requested breaching equipment. The Weld County Sheriffs Office is seeking funding for forty pairs (40) of breaching equipment consisting of a Halligan tool and mini -ram. These devices will enable Weld County Patrol Deputies to effect entry into most commonly encountered buildings. 18. Grant Funding Request Total amount you are requesting in NEAHR grant funding. (Don't use a $ sign, type numbers only). The NEAHR traditionally limits approved projects to $30,000. The maximum request for any 2023 application is $55,776. No project requests over this amount will be approved by the NEAHR and projects approved for over $30,000 will have a significant regional impact. 30000 19. Cost Explanation Provide a break -down of anticipated costs or additional cost considerations. Initial quotes for Halligans; $293 each x's 40 = $11,720. Initial quote for rams: $459 each x's 40 = $30,080 20. Alternate Funding Options? Can this project proposal be funded by another grant program (EMPG, HPP/PHEP, Other)? Mark only one oval. Yes No Maybe Unsure Other: 21. Financial Match Will your agency be providing any financial match towards this project or would you be able to if required? Mark only one oval. Yes Maybe 22. Project Need How was the need for this project identified by your agency and why can't it be funded internally? This project revealed itself after several "active shooter" incidents throughout the country. The Sheriff's Office budget does not account for such a tremendous purchase in such a quick amount of time necessary to deploy the equipment to those who need it, the deputies and by proxy, the citizens of Weld. 23 Capability Gap(s) * What gaps in capabilities or equipment have been identified that this project will support? (If multiple gaps have been identified, please list all that apply) EACH PROJECT PROPOSAL MIUST LIST AT LEAST ONE GAP WHICH WILL BE ADDRESSED BY THE PROJECT. J There is a current significant gap in the Weld County Sheriff's Office Patrol division for breaching - capabilities. Only Sergeants have limited equipment to effectively breach buildings. 24 Project Impact How will this proposed project address the capability gap(s) you listed above? This funding opportunity will outfit patrol vehicles with the necessary equipment to help address "active shooter/threat" type incidents WC patrol is well trained in the use of the equipment during our "active shooter/threat" training, but do not currently have the equipment for the deputies Again, that equipment is in the Sergeant's vehicles, one Sergeant on duty at a time ' 25 How will this project reduce the overall risk or threats to the jurisdiction as identified n local or regional assessments (THIRA/CEPA/HVA/Other) ? If this project doesn't directly address a known risk or hazard, how will it increase prepai-edness or support enduring needs? This equipment increases preparedness for the Patrol Division by equipping those first responders who need it, with the necessary equipment to address community impacting incidents 26. Coloraco Homeland Security Strategies (CHSS) Goals Please identify which goal or goals of the CHSS this project proposal is related to. All projects should relate to at least one of these goals. Cyber Security: Enhance Colorado's cyber security capability. : Coordinate capabilities to prevent, protect against, respond to, and recover from all -hazard in a way that balances risk with resources and need. 27. Please provide your plan to sustain this project after the initial purchase or funding. Describe required maintenance and potential ongoing costs or required upkeep for the project, and how your agency plans to sustain this project in the future. As the equipment is decommissioned for a variety of reasons, replacement equipment will be identified and incl aded in the budgetary process. 28. Is this project directly related to one of the five Homeland Security Priority Areas? The HS priority areas are: 1. Enhancing Cybersecurity (including election security) 2. Enhancing the protections of Soft Targets and Crowded Spaces (including election security) 3. Enhancing Information and Intelligence Sharing with federal agencies 4. Addressing Emergent Threats 5. Addressing Domestic Violent Extremism. Projects related to a priority area will be prioritized for funding. Weld County Patrol will continue and enhance current training regarding active threat scenarios. Weld County Sheriffs Office will collaborate with other local agencies (town/city police) to ensure first responders are keenly aware of the Sheriff Office's equipment and capability. 31. Collaboration: Describe how this project will overcome potential collaboration challenges with partners on anti -terrorism efforts. Weld County Sheriffs Office routinely trains with local law enforcement in everything ranging from legal updates to active threat.
