Subject: Jail 1 -West Roof Top Unit Replacement — 82200114
As advertised this bid is for replacing the aging Roof Top Units on the Jail 1 -West phase. Step 14 of the
specifications in bid documents stated:
14. Bidders must provide manufacturers specifications with their bid responses that show the
proposed equipment meets the minimum capacities and specifications.
In addition, the bid specifications state:
"Failure to include any of the above items upon submittal of your bid may result in your bid being
incomplete and your bid being rejected. If there are any exclusions or contingencies submitted with
your bid it maybe disqualified."
The only bidder to reply to the bid solicitation was MTECH Mechanical. However, MTECH failed to provide
the manufacturers specifications of proposed replacement equipment. Due to this omission, MTECH
Mechanical's bid is incomplete, and there is no way to confirm what the proposed equipment is or if it
meets the minimum capacities and specifications of the equipment that is being replaced.
Therefore, the Facilities department is recommending that the submitted bid should be rejected and not
awarded. The scope of work will be re -advertised at a later date.
