HomeMy WebLinkAbout20222975.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, OCTOBER 26, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 26, 2022, at the hour of 9:00 a.m. l� ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther E. Gesick Chief Financial Officer, Cheryl Pattelli MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of October 12, 2022, as printed. Commissioner Moreno seconded the motion and it carried unanimously. 'e`' PUBLIC INPUT: Steve Teets, Greeley resident, endorsed the Weld Project Connect as a successful event, with the exception of the need for more volunteer navigators. He shared it is a privilege, honor and learning opportunity to serve at the event, because it attempts to address the needs of others through efforts to prevent or address homelessness. Mr. Teets stated individual rights should include the right to work, housing and shelter, especially in the wealthiest country in the world, despite government interference, corporate greed, and immigration issues. Commissioner Moreno thanked Mr. Teets for speaking to these issues, and highlighted a recent Habitat for Humanity event which was very successful as a result of the efforts of citizens and businesses who recognize the importance of working together. ig AMENDMENTS TO AGENDA: There were no amendments to the agenda. a, CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously. 11(6 Minutes, Wednesday, October 26, 2022 Page 1 2022-2975 BC0016 Ei PRESENTATIONS: 1) RECOGNITION OF SERVICES, JUVENILE COMMUNITY REVIEW BOARD - MARLENE AMAT, JANICE BROWN, HOLLY SLEGL, AND SAM REEVES: Chair James read the certificates for the record recognizing these individuals for their voluntary contributions to Weld County and its citizens through their services. ±I' 2) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC WORKS - TOMMIE ROSALES: Chair James read the certificate for the record. Curtis Hall, Director of the Department of Public Works, recognized Mr. Rosales for 28 years of service, and thanked him for providing invaluable institutional knowledge throughout his tenure operating the paint trucks. Kevin Hettinger, Supervisor, stated Mr. Rosales has been an extremely dedicated employee who took pride in his precise stripping work, and he will be greatly missed because the team has a family atmosphere, and he always took care of his team, as well as the public by serving on -call for various emergency dispatch needs. Mr. Rosales thanked his entire team, commented Weld County has afforded him a great career, and he is looking forward to the retirement opportunity. The Commissioners, in turn, commended the Division for taking care of the roads, thanked Mr. Rosales for his faithful service to the citizens, wished him well in his retirement, spoke highly of his positive attitude, and applauded him for 'Keeping the Lines Straight!" (Clerk's Note: The group gathered for a photo opportunity.) Le: 3) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - JOYCE HAUSE- ACKERMAN: Chair James read the certificate for the record. Tami Grant, Deputy Director of the Department of Human Services, stated Ms. Hause-Ackerman has served faithfully in Family and Child Support Services for over 42 years! She was recognized as a tremendous friend to many past and current team members within child welfare, as well as countless children and families who have been impacted by her dedicated work. Ms. Grant also recognized her institutional knowledge as an expert in the Trails Database System, and as someone who was able to effectively coach and guide others as a true servant leader. Robin Overmyer, Supervisor, addressed Ms. Hause-Ackerman and thanked her for providing constructive feedback with the goal of helping others shine, for being a strong "Staple" who held everything together, including the analogy of other employees who were represented as "Tape, Rubber Bands, and Paper Clips," and how each helps hold the team together in unique ways. Ms. Hause- Ackerman stated she chose to dedicate her life here at Weld County and it has been a fulfilling career with the Department. The Commissioners, in turn, agreed her tremendous dedication to others, both in the workforce and the public, has been exemplary, especially in a field where the work is often underappreciated. In response to Commissioner Moreno, Ms. Hause-Ackerman confirmed her tenure beats the respected longevity of former Director, Judy Griego. Chair James commented, "Service to Humanity is the Best Work in Life," and went on to honor her high standard of service as a quality example for others to strive to meet. (Clerk's Note: The group gathered fora photo opportunity.) El WARRANTS: 1) GENERAL WARRANTS - OCTOBER 25, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion and it carried unanimously. BIDS: 1) PRESENT BID #62200144, WASH BAY VENTILATION UPGRADE - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated staff received two (2) bids and will make a recommendation on November 9, 2022. 2) PRESENT BID #82200147, CUSTODIAL SERVICES FOR GREELEY PLAZA (CHASE BUILDING) - FACILITIES DEPARTMENT: Ms. Peters stated staff received 15 bids and will make a recommendation on November 9, 2022. NEW BUSINESS: 1) CONSIDER CONTRACT ID #6351 ACCEPTANCE OF PURCHASE ORDER FUNDS FOR 2021-2022 DISABILITY NAVIGATOR PROGRAM AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO DISBURSE FUNDS: Tami Grant, Deputy Director of the Department of Human Services, stated these funds, in the amount of $75,986.34, will be used to help community residents with disabilities who are recipients of the Aid to Needy and Disabled Only program. Commissioner Buck moved to accept said purchase order funds and authorize the Department of Human Services to disburse the funds. The motion was seconded by Commissioner Saine, and it carried unanimously. 2) CONSIDER CONTRACT ID #6352 ACCEPTANCE OF PURCHASE ORDER FUNDS FOR 2022- 2023 DISABILITY NAVIGATOR PROGRAM AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO DISBURSE FUNDS: Ms. Grant stated these funds, in the amount of $109,453.52, are for program year July 1, 2022, through June 30, 2023, and will be used to help community residents with disabilities who are recipients of the Aid to Needy and Disabled Only program. Commissioner Freeman moved to accept said purchase order funds and authorize the Department of Human Services to disburse the funds. Seconded by Commissioner Moreno, the motion carried unanimously. la 3) CONSIDER CONTRACT ID #6372 RESERVATION AND SERVICE CONTRACT, AND AUTHORIZE CHAIR TO SIGN - MOUNTAIN SHADOW CARRIAGES: Ms. Grant stated this contract will provide carriage rides for foster and kinship families during the upcoming holiday event. She explained this is supported through Realities for Children, therefore, there are no county funds. Commissioner Saine moved to approve said contract and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously. :i. 14) CONSIDER CONTRACT ID #6392 INTERGOVERNMENTAL AGREEMENT FOR COUNTY COMPUTER REFRESH PROGRAM FOR LEASED COMPUTING ASSETS AND AUTHORIZE CHAIR TO SIGN: Ms. Grant stated this agreement will establish a process with the Colorado Department of Human Services to lease, maintain, dispose, and buy leased computers for several state -funded programs for a three-year leasing cycle, for the amount of $94,429.00. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. Commissioner Buck seconded the motion and it carried unanimously. l.'E 5) CONSIDER CONTRACT ID #6398 MEMORANDUM OF UNDERSTANDING FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) SERVICE DELIVERY AGREEMENTS FOR JOB CORPS PROGRAM, AND AUTHORIZE CHAIR TO SIGN — MANAGEMENT AND TRAINING CORPORATION: Ms. Grant stated this Memorandum of Understanding establishes a co -location agreement with Job Corps under the WIOA law and allows them to contribute to infrastructure costs. The motion to approve said memorandum of understanding and authorize the Chair to sign was made by Commissioner Saine, seconded by Commissioner Buck, and it carried unanimously. NJ 6) CONSIDER CONTRACT ID #6400 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - JOHN AND KIERSTEN MEHL: Ms. Grant stated this is for a new foster care home in Windsor, Colorado. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. Minutes, Wednesday, October 26, 2022 Page 3 2022-2975 BC0016 7) CONSIDER CONTRACT ID #6401 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - DYLAN AND CASSIDY NICKERSON: Ms. Grant stated this is for a new Provisional kinship foster care home in Greeley, Colorado. Commissioner Buck moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Saine, the motion carried unanimously. I� 8) CONSIDER CONTRACT ID #6405 2022-2023 LOW-INCOME ENERGY ASSISTANCE PROGRAM (LEAP) OUTREACH INCENTIVE PROGRAM AGREEMENT AND PLAN, AND AUTHORIZE CHAIR TO SIGN AND DEPARTMENT OF HUMAN SERVICES TO ELECTRONICALLY SIGN AND SUBMIT: Ms. Grant stated under this agreement the Department will partner with United Way of Weld County to use $26,000.00 for the marketing and outreach campaign related to LEAP. Commissioner Buck moved to approve said agreement and plan, and authorize the Chair to sign, and the Department of Human Services to electronically sign and submit. The motion, which was seconded by Commissioner Freeman, carried unanimously. `. 9) CONSIDER CONTRACT ID #6390 TWO (2) OFF -SYSTEM BRIDGE PROGRAM APPLICATIONS FOR BRIDGE 60.5/49A AND BRIDGE 34/17A REPLACEMENT PROJECTS, AND AUTHORIZE DEPARTMENT OF PUBLIC WORKS TO SUBMIT ELECTRONICALLY - COLORADO COUNTIES, INC. (CCI): Mike Bedell, Department of Public Works, stated these applications are associated with the annual grant program, for two bridges on the Five-year Capital Improvement Plan which are in need of replacement. He stated the applications are for $1 Million, which is less than the projected amounts; however, requesting the lower amount will greatly increase the chance of funds being awarded. Commissioner Moreno moved to approve said applications and authorize the Department of Public Works to submit electronically. Commissioner Buck seconded the motion and it carried unanimously. 10) CONSIDER REAPPOINTMENTS TO WELD FAITH PARTNERSHIP COUNCIL: Commissioner Moreno moved to approve said reappointments. The motion was seconded by Commissioner Saine, and it carried unanimously. Il 11) CONSIDER REAPPOINTMENTS TO WELD COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY COMMITTEE (CDBGAC): Cynthia Martin, CDBG Analyst, introduced the new Board members for the record. Commissioner Freeman moved to approve said reappointments. The motion was seconded by Commissioner Buck, and it carried unanimously. ',. 12) CONSIDER REAPPOINTMENTS TO JUVENILE COMMUNITY REVIEW BOARD: Commissioner Freeman moved to approve said reappointments. The motion was seconded by Commissioner Buck, and it carried unanimously. 13) CONSIDER APPOINTMENT TO BOARD OF RETIREMENT: Commissioner Moreno moved to approve said appointment. The motion was seconded by Commissioner Saine, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
