HomeMy WebLinkAbout20220086.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, JANUARY 5, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 5, 2022, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro -Tern Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County Commissioners meeting of December 22, 2021, as printed. Commissioner Buck seconded the motion, and it carried unanimously. ., PUBLIC INPUT: Steve Teets, City of Greeley resident, inquired about the Bags of Love Project, and Chair James referred him to speak with Jaime Ulrich, Director of the Department of Human Services, to answer his questions. In response to Mr. Teets, Commissioner Freeman and Chair James confirmed that Weld County is still encouraging personal responsibility of individuals, rather than mask mandates for all COVID-19 variants. Mr. Teets further spoke on the concerning increase and strain on affordable housing and thanked United Way of Weld County and Bonell Community for the shelter until they closed their doors at the end of 2021. Commissioner Moreno commented on Habitat for Humanity and stated the true cost of affordable housing is a challenge. Commissioner Buck commented that the purchaser of the Bonnell Community has plans to turn it into affordable housing. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. 3/10 Minutes, Wednesday, January 5, 2022 2022-0086 Page 1 BC0016 PRESENTATIONS: 1) COLORADO ASSESSOR'S ASSOCIATION, 2021 ASSESSOR OF THE YEAR - BRENDA DONES: Chair James read the recognition for the record and presented Brenda Dones, Weld County Assessor, with her award. Ms. Dones thanked her staff who all support her in the duties that come with being the Assessor for Weld County. Ms. Dones further thanked the Board of Commissioners for their support. Each Commissioner, in turn, expressed their gratitude for her professionalism and pride in her work ethic, and effort the Assessor's Office puts forth for the citizens of Weld County. (Clerks Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - JANUARY 4, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. BIDS: 1) APPROVE BID #B2100152, LEGAL NEWSPAPER SERVICE FOR 2022 - CLERK TO THE BOARD'S OFFICE (CONT'D FROM 12/29/2021): Christie Peters, Purchasing Department, stated in the past week Mr. Manzi, on behalf of the Greeley Tribune, responded with their justifications for the 24% increase in advertising prices, which Ms. Peters reviewed for the record. No representative from the Greeley Tribune was present. Staff concluded the increased pricing still falls within State Statute and recommended approval. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Saine and it carried unanimously. 2) APPROVE BID #B2100155, CRIME SCENE SCANNER - SHERIFF'S OFFICE: Rose Everitt, Purchasing Department, stated two (2) bids were received and staff recommends selecting the lowest bidder who met specifications, Faro Technologies, Inc., for a total amount of $59,567.99. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner Freeman and it carried unanimously. NEW BUSINESS: 1) CONSIDER CONTRACT ID #5422 AMERICORPS EDUCATION AWARD SERVICE LOCATION AGREEMENT AND AUTHORIZE DIRECTOR OF DEPARTMENT OF HUMAN SERVICES TO SIGN - COLORADO YOUTH CORPS ASSOCIATION: Jaime Ulrich, Director of Department of Human Services, stated this agreement establishes Youth Conservation Corp as a service location to serve in the AmeriCorps Work Program. Commissioner Buck moved to approve said agreement and authorize the Director of the Department of Human Services to sign. Commissioner Freeman seconded the motion and it carried unanimously. 2) CONSIDER CONTRACT ID #5440 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - CATHOLIC CHARITIES AND COMMUNITY SERVICES OF THE ARCHDIOCESE OF DENVER, INC.: Ms. Ulrich stated this agreement provides continued shelter services for the calendar year 2022, provided by Catholic Charities and Community Services of the Archdiocese of Denver, Inc. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. Commissioner Saine seconded the motion and it carried unanimously. Minutes, Wednesday, January 5, 2022 2022-0086 Page 2 BC0016 3) CONSIDER CONTRACT ID #5458 CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - RICHARD HARTMAN, JR., DBA ROUNDTABLES COLLABORATION OF COLORADO: Ms. Ulrich presented the new provider for life skill services. Commissioner Buck moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Freeman and it carried unanimously. 4) CONSIDER CONTRACT ID #5459 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - A WOMAN'S PLACE, INC.: Ms. Ulrich stated this agreement will issue reimbursement to A Woman's Place, Inc., to provide community shelter services during calendar year 2022. Commissioner Buck moved to approve said agreement and authorize the Chair to sign. Commissioner Saine seconded the motion, and it carried unanimously. 5) CONSIDER CONTRACT ID #5468 MEMORANDUM OF UNDERSTANDING FOR SCHOOL STABILITY FOR STUDENTS IN FOSTER CARE AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY SCHOOL DISTRICT RE -8: Ms. Ulrich stated the memorandum of understanding outlines collaboration with Weld County School District RE -8 to make school placement decisions and share transportation costs for students in out -of -home foster care placement. Commissioner Buck moved to approve said memorandum of understanding and authorize the Chair to sign. Seconded by Commissioner Saine, the motion carried unanimously. 6) CONSIDER CONTRACT ID #5490 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) PERFORMANCE INCENTIVE FUNDS (PIF) AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Ulrich stated this expenditure authorization will allow Employment Services of Weld County to provide workforce training and various other WIOA implementations. Commissioner Moreno moved to approve said expenditure authorization and work plan and authorize the Chair to sign electronically. The motion was seconded by Commissioner Buck and it carried unanimously. 7) CONSIDER 2021 ANNUAL REPORT FOR DISCHARGES FROM APPLICATION OF PESTICIDES AND AUTHORIZE CHAIR TO SIGN: Tina Booton, Department of Public Works, gave a brief overview of the annual report of the herbicide applications made in 2021 under the National Pollutant and Discharge Elimination Systems requirements. Commissioner Freeman moved to approve said annual report and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. 8) CONSIDER RENEWAL APPLICATION FOR OPTIONAL PREMISES (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - FRITZLER FARMS, INC., DBA FRITZLER FARM PARK: Bob Choate, Assistant County Attorney, gave a brief overview of the location and ownership of the subject establishment, with licensure being held since 2015, and there were no concerns from referral agencies. Commissioner Saine moved to approve said renewal application and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously. 9) CONSIDER RENEWAL APPLICATION FOR BREW PUB (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - COLLISION BREWING COMPANY, LLC, DBA COLLISION BREWING COMPANY: Mr. Choate gave a brief overview of the location and ownership of the subject establishment, with licensure being held since 2018, and there were no concerns from the referral agencies. Commissioner Saine moved to approve said renewal application and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. Minutes, Wednesday, January 5, 2022 2022-0086 Page 3 BC0016 =J 10) CONSIDER COUNTY DANCE HALL LICENSE NO. 405 AND AUTHORIZE CHAIR TO SIGN - RM, INC., DBA ROOM 119: Mr. Choate stated this location has a Dance Hall License, pursuant to State Statute. Mr. Choate noted this location also has a Tavern liquor license, which will be due for renewal at a later date, there are no concerns from the referral agencies. Commissioner Buck moved to approve said renewal application and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. l PLANNING: 1) CONSIDER VACATION OF USE BY SPECIAL REVIEW PERMIT, USR14-0002 - JSB RENTALS #1, LLC, C/O ANDY GERK: Maxwell Nader, Department of Planning Services, gave a brief overview of the property and stated this is a complete vacation for the Oil and Gas Support and Service Facility, provided a brief description of the location of the site, and stated this vacation will satisfy a condition of approval of Change of Zone, COZ21-0003, to allow recording of the plat. Andy Gerk, Representative of JSB Rentals, was available to answer questions. Commissioner Freeman moved to approve said vacation. The motion was seconded by Commissioner Saine and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
