BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, MARCH 14, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 14, 2022, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem - EXCUSED
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine

• MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County
Commissioners meeting of February 28, 2022, as printed. Commissioner Buck seconded the motion, and
it carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearings conducted on February 28, 2022, as follows: 1) Public Hearing to Identify Needs of the County
to Help Develop the 2022-2023 Annual Action Plan. Commissioner Saine seconded the motion, which
carried unanimously.
El PUBLIC INPUT: Andrew LaRue, Fort Collins resident, spoke in opposition of current legislation
regarding Abortion, and called for banning abortion and making Weld County a sanctuary county. Chair
James stated the Board will take his comments under advisement. Commissioner Moreno commented
there are 32 different municipalities within Weld County that also have separate jurisdictions.
Commissioner Saine commented she testified against this bill, and would be supportive of being a
sanctuary county. Mr. LaRue submitted his written statement as Exhibit A.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.

IN COMMISSIONER COORDINATOR REPORTS: Commissioner Buck commented it is good to be
back from vacation and she will need to catch up with the departments she coordinates. Commissioner
Saine commented the Department of Human Services is waiting on legislation still moving through the
State. She further mentioned Human Services has identified several systems to streamline processes
allowing for efficient results.
WARRANTS:
1) GENERAL WARRANTS — MARCH 11, 2022: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously.
2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS — MARCH 11, 2022:
Commissioner Moreno moved to approve the Greeley -Weld County Airport Authority Warrants, as
printed. Commissioner Buck seconded the motion, and upon a roll call vote, the motion passed three (3)
to one (1), with Commissioner Saine opposed.
BIDS:
1) PRESENT BID #B2200067, CUSTODIAL SUPPLIES - FACILITIES DEPARTMENT: Rob Turf,
Purchasing Department, stated 14 bids were received, one (1) was disqualified for late entry, and staff
will make a recommendation on March 28, 2022.
2) PRESENT BID #B2200066, CATTLE GUARDS - DEPARTMENT OF PUBLIC WORKS: Mr. Turf
stated three (3) bids were received, and staff will make a recommendation for approval on March 28,
2022.
El NEW BUSINESS:
1) CONSIDER ADVISORY AGREEMENT FOR 401K SAVINGS RETIREMENT PLAN AND AUTHORIZE
CHAIR TO SIGN - ALERA INVESTMENT ADVISORS, LLC: Don Warden, Director of Finance and
Administration, stated both 401K and 457 are Deferred Compensation Plans, and the County has a
fiduciary responsibility to strengthen the due diligence process under the State Department of Labor and
Employment as the sponsor of these plans. He recommended Alera Investment Advisors, LLC, in
association with Shirazi and Associates, to manage the benchmark fees and investment options for
individuals at no additional cost to the County. Mr. Warden further stated, in 2021, the County spent
$20,520.00 for these services, which would be a reduction of 14 basis points for 457 deferred
compensation participants, and 10 basis points for 401K participants; thus, these agreements for stated
services would reduce costs for the County. Commissioner Moreno moved to approve said agreement
and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried
unanimously.
2) CONSIDER ADVISORY AGREEMENT FOR DEFERRED COMPENSATION RETIREMENT
PLAN AND AUTHORIZE CHAIR TO SIGN - ALERA INVESTMENT ADVISORS, LLC: Based on the
previous presentation, Commissioner Buck moved to approve said agreement and authorize the Chair
to sign. Seconded by Commissioner Moreno, the motion carried unanimously.
3) CONSIDER TEMPORARY ROAD CLOSURE OF CR 22 BETWEEN CRS 31 AND 37:
Amy Mutchie, Department of Public Works, stated this closure is from March 21, 2022, through March 25,
2022, for a drainage culvert replacement. She further stated the detour route is gravel and will be treated
with magnesium chloride for dust mitigation. Commissioner Saine moved to approve said temporary
closure. The motion was seconded by Commissioner Moreno, and it carried unanimously.

RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:12 a.m.

This last week our state legislature is working on a bill to codify abortion rights in Colorado. They want to
make it a right for "pregnant people" (not pregnant women but pregnant people) to be able to murder
their unborn children for any reason whatsoever and at anytime. Their bill eliminates parental
notification for minors seeking abortions. It also invalidates all existing and future local control. I had a
friend who went down there to testify about the bill. She said there were 4 hours of testimony in
support of the bill. The rest was against the bill. The hearing was almost 14 hours. My friend told me
that the chairwoman was rude and tried to rush them. These people do not care about our voice or the
voice of the unborn. 63 million people have been murdered in abortions since Row vs. Wade. For
comparison, the Nazi Holocaust was 11 million.
Jerimiah 1:5, Before I formed you in the womb I knew you. Proverbs 6, God hates hands that shed
innocent blood. And again in Psalm 139:13-16, For you formed my inward parts; you knitted me
together in my mother's womb. I praise you, for I am fearfully and wonderfully made.
I call on this commission to make Weld County a Sanctuary County for life. Ban abortion all together in
your county. Recognize that unborn people have the right to life. I call on you to give them the same
rights that post birth people have. I call on this commission to ignore and reject unjust and evil laws and
court opinions. Roe vs Wade is not law, it is a court opinion. It's the same court that gave us Dred Scott.
Furthermore, if Colorado can ignore federal law and legalize marijuana, Weld County can ignore an evil
state law so that it can ban spilling innocent blood. The free state of Texas has 42 sanctuary cities for our
unborn children. Make Weld County the first in Colorado and send a clear message to Denver and the
rest of the state and the nation.
Our leadership is dismal. Joe Biden is a stupid idiot. Colorado's leadership is morally bankrupt. There is a
vacuum for good leadership in the nation and our state. You're it. Rise to the occasion. I challenge you
all to stand in the fold. Take courage. Have backbone. It's not enough to just be pro -life anymore. Evil
prevails when good men do nothing. Abortion must be banned altogether. Know that there are others
who feel the same way. The battle lines are being drawn. It's time to pick a side. Life or Death for the
unborn. Decide.
