WELD COUNTY, COLORADO
WEDNESDAY, MARCH 23, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 23, 2022, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair - EXCUSED
Commissioner Mike Freeman, Pro -Tern
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine - EXCUSED

El MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of March 9, 2022, as printed. Commissioner Moreno seconded the motion, and
it carried unanimously.
• PUBLIC INPUT: No public input was given.
le AMENDMENTS TO AGENDA: There were no amendments to the agenda.
JR CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.
• PRESENTATIONS:
1) RECOGNITION OF SERVICES, WELD FAITH PARTNERSHIP COUNCIL - ROBERT TROTTER
AND CARLA IKENOUYE: Chair Pro -Tern Freeman read the certificate for the record.
• 2) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC WORKS — RANDAL HOFFMAN:
Chair Pro-Tem Freeman read the certificate for the record. Jay McDonald, Director of Public Works, and
Mike Livengood, Department of Public Works Supervisor, spoke upon the career of Randal Hoffman, and
shared reminiscent stories from his tenure and stated he has been a joy to work with. Mr. Hoffman,
likewise, spoke of his time with Weld County and thanked the Board. Each Commissioner, in turn,
congratulated Mr. Hoffman, wished him the best in his retirement, and thanked him for serving the citizens
of Weld County. (Clerk's Note: The group gathered for a photo opportunity.)

WARRANTS:
1) GENERAL WARRANTS - MARCH 22, 2022: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously.
NEW BUSINESS:
1) CONSIDER CONTRACT ID#5640 CONTRACT FOR YOUTH AT -RISK OF HOMELESSNESS (YARH)
SUMMATIVE EVALUATION AND PARTICIPATION COMPARISON OF PATHWAYS TO SUCCESS
GRANT PROJECT AND AUTHORIZE CHAIR TO SIGN: Jaime Ulrich, Director of the Department of
Human Services, explained Employment Services is seeking to participate as a comparative site for the
Pathways to Success Program, which aims to prevent and address homelessness among youth.
Commissioner Moreno moved to approve said contract and authorize the Chair to sign. The motion was
seconded by Commissioner Buck, and it carried unanimously.
2) CONSIDER CONTRACT ID #5647 AGREEMENT FOR RESPITE SERVICES AND AUTHORIZE
CHAIR TO SIGN — JEFFREY AND JAMIE COOK: Ms. Ulrich stated this agreement is for a new respite
care provider. Commissioner Buck moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Moreno, the motion carried unanimously.
3) CONSIDER CONTRACT ID #5649 MEMORANDUM OF UNDERSTANDING FOR INNOVATION,
DIVERSITY, AND EQUITY IN APPRENTICESHIP (IDEA) GRANT FUNDS AND AUTHORIZE CHAIR
TO SIGN - ARAPAHOE COUNTY: Ms. Ulrich stated this Memorandum of Understanding with
Arapahoe County allows for participation, along with other local areas, to collectively achieve the goal of
placing 800 new apprentices, and designate a part-time employee as an Apprenticeship Navigator to
ensure all funds are used. Commissioner Moreno offered gratitude to Arapahoe County for the positive
working relationship with Weld County, and further moved to approve said memorandum of
understanding and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck,
carried unanimously.
4) CONSIDER ACCEPTANCE OF SUICIDE PREVENTION MINI GRANT AWARD FOR CHILD
FATALITY PREVENTION SYSTEM (CFPS), AND SUMMARY OF TERMS AND CONDITIONS:
Dr. Michael Burson, Coroner's Office, stated the County has been awarded a mini grant to collect
demographic and statistical data for child suicide prevention for the total amount of $5,000.00.
Commissioner Buck moved to approve acceptance of said grant award. The motion, which was seconded
by Commissioner Moreno, carried unanimously.
IE 5) CONSIDER TEMPORARY ROAD CLOSURE FOR CR 43 BETWEEN CRS 10 AND 12:
Amy Mutchie, Department of Public Works, stated this road closure is to begin March 28, 2022, and go
through March 31, 2022, for the replacement of a drainage culvert. She further stated the detour route is
gravel with magnesium chloride used for dust mitigation. Commissioner Moreno moved to approve said
temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously.
6) CONSIDER TEMPORARY CLOSURE OF CR 80 BETWEEN CR 15 AND STATE HWY 257: Ms.
Mutchie stated this road closure is to begin March 28, 2022, and go through April 1, 2022, for the
replacement of an irrigation culvert. She further stated the detour route is paved. Commissioner Buck
moved to approve said temporary closure. The motion was seconded by Commissioner Moreno, and it
carried unanimously.

7) CONSIDER TEMPORARY CLOSURE OF CR 4 BETWEEN CRS 39 AND 41: Ms. Mutchie stated
this road closure is to begin April 4, 2022, and go through May 6, 2022, for a Bridge 4/39A deck
replacement and superstructure upgrade, which currently is insufficient for traffic. Commissioner Moreno
moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it
carried unanimously.
Ei 8) CONSIDER TEMPORARY CLOSURE OF CR 41 BETWEEN CRS 64 AND 66; AND BETWEEN
CR 66 AND STATE HWY 392: Ms. Mutchie stated this road closure is requested on behalf of Atmos
Energy, to begin March 28, 2022, and go through April 2, 2022, for the customer service tie overs related
to the CR 66 Improvements Project. She further stated the detour route is paved. In response to
Commissioner Buck, Ms. Mutchie confirmed the closure is for six (6) days. Commissioner Buck moved
to approve said temporary closure. The motion was seconded by Commissioner Moreno, and it carried
unanimously.
El 9) CONSIDER STATEMENT OF CONGRATULATIONS FOR KIWANIS CLUB OF GREELEY:
Chair Pro-Tem Freeman read the Resolution of Congratulations for the record. Margie Martinez, United
Way of Weld County, gave thanks to the Board for the recognition of their 100th Anniversary. Les Race,
Kiwanis Club President, shared he is looking forward to many more years in service to the community.
Commissioner Moreno commended the great work accomplished, stated he is looking forward to the club
dinner, and thanked Ms. Martinez for her effort and service provided through the Kiwanis Club for the
community. Commissioner Buck expressed her appreciation for having such a great role in the
community and to step up when there are times of need. Chair Pro-Tem Freeman followed up with his
comments of all the tremendous things they have done for the community and will do in the future.
iii 10) CONSIDER APPOINTMENTS TO AREA AGENCY ON AGING ADVISORY BOARD:
Commissioner Buck moved to approve said appointments. The motion was seconded by Commissioner
Moreno, and it carried unanimously.
El 1 1) CONSIDER APPOINTMENTS TO WELD FAITH PARTNERSHIP COUNCIL: Commissioner
Buck moved to approve said appointments. The motion was seconded by Commissioner Moreno, and it
carried unanimously. (Clerk's note: Chair Pro -Tern Freeman mis-called this item as number 10, but with
correct agenda content.)
12) CONSIDER APPOINTMENT TO WORKFORCE DEVELOPMENT BOARD: Commissioner
Buck moved to approve said appointment. The motion was seconded by Commissioner Moreno, and it
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:21 a.m.
