HomeMy WebLinkAbout20222459.tiffRESOLUTION RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) PROGRAM EVALUATION FUNDS AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Expenditure Authorization and Work Plan for the Workforce Innovation and Opportunity Act (WIOA) Program Evaluation Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, commencing July 1, 2022, and ending June 30, 2023, with further terms and conditions being as stated in said expenditure authorization and work plan, and WHEREAS, after review, the Board deems it advisable to approve said expenditure authorization and work plan, a copy of which is attached hereto and incorporated herein by reference. FUNDING PURPOSE WIOA Section 116(e) requires that the State, local boards, and state agencies conduct evaluations to "promote, establish, implement, and utilize methods for continuously improving core program activities in order to achieve high-level performance within, and high-level outcomes from, the workforce development system." The statute further requires that these evaluations "use designs that employ the most rigorous analytical and statistical methods that are reasonably feasible," and encompass all core WIOA programs within the statewide workforce system. 2. USE OF FUNDS Funds may be used to help defray the costs associated with internal evaluation activities (e.g. staff, materials, and supplies, etc.). Please note that the funds are discretionary and may not be used to cover any administrative costs. To request funding, the local area must develop a one -to -two page evaluation staffing plan that identifies how the $20,000 - $25,000 will be used (i.e. cost categories), plus the duties and functions of the evaluation lead. FY21 funds are for current year evaluations and FY22 funds are for the following year's evaluation. (Note: The FY21 budget can be backdated to October 1, 2021, if needed.) 3. These funds will cover .25 FTE as a program cost each year. Currently, ESWC plans to approach evaluations using an internal employee. The recommended employee has been with ESWC for 9+ years, is objective in that their primary duty is not the Workforce Innovation and Opportunity Act and has the availability to conduct the study expeditiously in addition to their other duties. In developing the staffing plan, ESWC has chosen to utilize the outcome study as the program evaluation type. According to the United States Department of Labor, Employment and Training Administration, Office of Policy Development and Research, the definition is as follows: An outcome study compares individual outcomes against goals, across programs or locations, or over time. Outcome studies differ from impact studies in one key area of comparative data analysis. Essentially, outcome studies determine if programs achieve the desired results or assess the effectiveness of programs to produce change. Nevertheless, outcomes are often thought (by program staff, not program evaluators) to indicate measurable change or "impact" when outcomes are compared over time or across comparable programs. Using a cross-sectional study, ESWC will analyze certain populations served within Weld County during Program Year 21 and Program Year 22, in the Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker, and Youth programs. For example, ESWC can determine the success rate of Veterans entering a WIOA program with no post -secondary education and obtaining a credential versus Veterans with a post -secondary education doing the same. Another scenario is the success rate of individuals 16 — 24 earning their High School Equivalency versus those aged 25 — 33 enrolled to do the same. Every month, the designated evaluator will utilize Connecting Colorado to study program participants' characteristics and outcomes before, during, and after program participation. ESWC will conduct the study in program year intervals, July 1, 2021, to June 30, 2022, and July 1, 2022, to June 30, 2023, to capture the most participants possible. The data will be collected in an Excel Workbook to include program enrollment date, the highest level of education completed at enrollment, points in time showing a continuation of program enrollment, and obtainment of their HSE or a credential, including the date to capture the length of time.
