AND KELLY ROLL
A public hearing was conducted on August 3, 2022, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated June 23, 2022, and duly published June 25,
2022, in the Greeley Tribune, a public hearing was conducted to consider the request of Steven
and Kelly Roll, for a Site Specific Development Plan and Use by Special Review Permit,
USR22-0014, for a Kennel (boarding kennel, daycare and training facility for up to 25 dogs on
average, with a maximum of 60 dogs onsite at any one time) in the A (Agricultural) Zone District.
Karin McDougal, Assistant County Attorney, made this a matter of record.
Chair James reviewed for the applicant and the public, the procedures to follow should this
case result in a tie vote due to four (4) Commissioners being present and Commissioner Saine
being excused.
IR Chris Gathman, Department of Planning Services, presented a brief summary of the proposal,
mentioned there is an existing second residence on the property and a Change of Use Permit will
be required for the existing arena building. He relayed the hours of operation, number of
employees and customers onsite per day, indicated the applicants will use portable toilets and
bottled water, and noted there is an Active Zoning Violation, ZCV22-00048, for a dog training
facility. Mr. Gathman displayed images of the site and surrounding views and provided
Development Review comments regarding access, traffic and drainage and Environmental Health
comments regarding septic and the commercial On -site Wastewater Treatment System. In
Response to Chair James referencing Development Standard (DS) #19 (noise limit), Mr. Gathman
confirmed the applicants submitted a Noise Study, which indicated the residential noise limit can
be adhered to. Lastly, he relayed the Department of Planning Services received several letters of
support, and no letters of opposition for the application.

• Steven and Kelly Roll, applicants, introduced themselves, explained they started working
with the Department of Planning Services, in 2019, and then the process was interrupted by the
Covid 19 Pandemic. He acknowledged they "put the cart before the horse" by running the
business prior to being granted a USR and stated they were not trying to circumvent the process.
Mr. Roll explained their mission is to train dogs to keep them in homes and out of shelters, and
relayed a lot of dogs they train are for agricultural purposes (i.e. cattle/sheep dogs). He indicated
they staff their facility with dog trainers, not dog handlers, and reiterated there were no letters of
opposition to the application.
Debra Carpenter, Fort Lupton resident, mentioned the need of K9cation not only for the dogs
but also for the 4-H kids who train their dogs at the facility and expressed support for the
application.
Rita Talbot, client of K9cation, explained the positive impact K9cation has had on her dog(s)
and expressed support for the application.
Jane Freeman, client of K9cation, explained the positive impact K9cation has had on her
dog(s) and expressed support for the application.
• Mary Morgan, client of K9cation, explained the positive impact K9cation has had on her
dog(s) and expressed support for the application.
El Ashley Licursi, client of K9cation, explained the positive impact K9cation has had on her
dog(s) and expressed support for the application.
Steve Teets, Greeley resident, questioned the initials P.M. in the Legal description of the
property and asked if the applicants do any training for service dogs. Mr. Gathman explained to
him P.M. stands for Principal Meridian, which is a reference to a line of longitude.
El Margaret Adams, Mrs. Roll's mother, discussed their family's 4-H history, Mrs. Roll's passion
for dogs and explained dog training.

dog(s) and expressed support for the application.

Jo Haley Roll, daughter of applicants, described some of the fun activities they do for the dog(s)
at K9cation.
El Jackie Archer, client of K9cation, explained the positive impact K9cation has had on her
dog(s) and expressed support for the application.
---� Molly Campbell, client of K9cation, explained the positive impact K9cation has had on her
dog(s) and expressed support for the application.
to Ally Buckner, previous employee of K9cation, described working for the Roll family, explained
the inclusion she felt being a part of their team and expressed support for the application.
to Thomas Potter, Weld County Building Department, stated the buildings which will be used
commercially need to be permitted as such and need to be ADA (Americans with Disabilities Act)
accessible. In response to Commissioner Moreno, Mr. Potter further clarified the permitting
requirements.
IE In response to Mr. Teets' previous question, Mr. Roll explained they have not trained service
dogs, but would like to in the future.
The Board discussed the Conditions of Approval and Development Standards and did not
make any changes.
to In response to Chair James, the applicants indicated they had reviewed, and agreed to abide
by, the Conditions of Approval and Development Standards, as presented.
to Commissioner Buck moved to approve the request of Steven and Kelly Roll for a Site Specific
Development Plan and Use by Special Review Permit, USR22-0014, for a Kennel (boarding
kennel, daycare and training facility for up to 25 dogs on average, with a maximum of 60 dogs
onsite at any one time) in the A (Agricultural) Zone District, based on the recommendations of
Planning staff and the Planning Commission, with the Conditions of Approval and Development
Standards, as presented. The motion was seconded by Commissioner Moreno, and it carried
unanimously. Commissioner Moreno and Chair James recognized the applicants for the large
amount of support in the room and for going through the application process to correct the Zoning
Violation. The hearing was completed at 11:08 a.m.
