They buy and resell alfalfa with semi -trucks to haul the hay along with general freight and aggregate. They do not store these products on this property but keeps the trucks for hauling here. The southern half is in the flood plain. Change of Zone (COZ) Public Works Questionnaire 1) The access is in the northwestern corner of the property. The property front that runs along county road 6 is 534 feet across. The entrance is located on the opposite side of residential development which is located on the east side of 11402 CR 6, the subject property. The trucks for hauling will and have parked along the west side of the property. 2) The existing access will not be changed. 3) The existing access has two chain link gates that close the property when the business in not in operation. 4) There was an entrance coming in from Leona Ave but it is no longer in use. There aren't any other entrances on any adjacent properties. 5) The area around the entrance is clear in both directions. There aren't any trees or vegetation along the road access for visibility restrictions. 6) The road runs straight east to west along the property front. 7) The property and road are flat running east to west and the area around including the property are level for the most part, slight slope to the south. Environmental Health Questionnaire 1) The water source is from the well, permit #307777. 2) The sewer system is a septic system which was serviced in 2020 and again in July of 2021. Service paperwork is attached. Drainage Narrative: 1. Any existing and proposed improvements to the property. There aren't any improvements being done currently or planned in the future except the fence proposal on the east side to give the residences privacy from the building and property. 2. The exception being requested for consideration. No request is being made towards the drainage of the property. 3. Where the water originates if it flows onto the property from an offsite source. The water that comes onto the property is from the weather, snow or rain on the site. The two high side are the north and west side which have ditches to redirect the water/run off from the high side of the property. 4. Where the water flows as it leaves the property. The water from rain or snow when accumulating on the property will run south/southeast. 5. The direction of flow across the property. There is a retention pond on the property to the south of the building approximately 75 to 100 feet. The area on the south side of the retention pond runs south/southeast and is picked up from other ditches or drains. 6. Previous drainage problems with the property, if any. Not aware of drainage problems in the past but a retention pond was built for the property and established south of the building. We are aware of roughly the south half of the property being in the flood plain but do not have any knowledge of it having issues. 7. The location of any irrigation facilities adjacent to or near the property. There is an irrigation ditch that runs along the west side of the property from north to south which the farmers to the west and south use. 8. Any additional information pertinent to the development. There are not any current plans to develop the property or add any structures. Traffic Narrative: 1. Describe how many roundtrips/day are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip = One (1) trip in and One (1) trip out of site). The trucks will leave in the morning and return in the late afternoon/evening, one trip per day per truck 2. Describe the expected travel routes or haul routes for site traffic. The trucks will leave the property and turn east to go to highway 85 to go to there destinations. 3. (Client) on May 25, 2021, Freedom Environmental Consultants (FREEDOM) performed a Phase II Environmental Site Assessment (ESA) at the warehouse property located at 11402 County Road 6, Fort Lupton, Colorado. FREEDOM recently was engaged by FirstBank to complete a Records Search with Risk Assessment (RSRA) for the above referenced property. Initial research for the RSRA identified two potential environmental concerns: • Former on -site 2,000 -gallon gasoline underground storage tank (UST). • Trench drains within the building leading to a septic system/leach field. The purpose of this investigation is to evaluate the presence or absence of soil and/or groundwater impacts at the site related to the two identified environmental concerns. It is important to note that the proposed investigation is designed to evaluate the presence or absence of contamination and is not intended to fully delineate the extent and degree of contamination, if discovered. 1.2 Scope of Work For the Phase II ESA activities, the following scope of work was excerpted from FREEDOM's proposal to the Client dated May 25, 2021. 1. FREEDOM will retain a subcontractor to complete a limited Ground Penetrating Radar (GPR) survey of the most likely area(s) where the former UST may have been present. The purpose of the GPR is to detect the underground storage tank (UST) or area where the tank may have been previously located. Anomalies discovered during the survey will be evaluated, if appropriate. 2. FREEDOM will arrange for location of public utilities through the Utility Notification Center of Colorado (UNCC). Per the attached Terms and Conditions, FREEDOM is not responsible for location of private utilities. If this is a concern, please advise and we will arrange for a private utility locator. 3. FREEDOM will oversee the drilling of five (5) soil borings using a Geoprobe at the site. The specific boring locations have not yet been determined and will be determined at the time of the field activities and following the GPR survey. In general, the proposed borings are expected to be completed in the area of the former UST (if discovered), in the area(s) of the septic system and leach field, upgradient from the warehouse portion of the site, and downgradient of the warehouse portion of the site. For estimating purposes, two borings will be completed to depths of approximately 10-12 feet below ground surface (bgs) and three will be advanced to depths sufficient to encounter groundwater or to a maximum of 35 feet bgs. The expected direction of groundwater flow in the site vicinity is to the east. Selected soil samples will be collected and field screened for the presence of volatile organic compounds using a photo -ionization detector (PID). For the purposes of this Mr. Jorge Borrega Freedom Project No.: 0621-071 Phase 11 ESA, Warehouse Property Privileged and Confidential - Page 1 estimate, we propose the collection of 5 soil samples (1 from each boring) for laboratory analysis of one or more of the following: the volatile constituents of petroleum fuels, benzene, toluene, ethylbenzene, xylenes (BTEX), Total Petroleum Hydrocarbons as gasoline (TPH-g) and diesel fuel (TPH-d), and volatile organic compounds (VOCs). Please note that if a TPH-g or TPH-d concentration is greater than the regulatory guidance level of 500 milligrams per kilogram (mg/Kg), the guidance requires that the sample be re -analyzed for polycyclic aromatic hydrocarbons (PAHs). Excess drill cuttings, if any, will be placed in a 55 -gallon drum (s) and left on site pending soil analytical results which will determine appropriate disposal requirements. 4. Temporary groundwater monitoring wells will be constructed in the three deeper borings to facilitate collection of groundwater samples. If groundwater is present, the temporary wells will be prepared for sampling by completing a pre -sample purge. Following that, groundwater samples will be collected from each temporary well and submitted for laboratory analysis of VOCs. After collection of the groundwater samples, if any, the well casings will be removed and all borings will be abandoned and patched at the surface. 5. FREEDOM will provide a final written report summarizing the work completed, the field and laboratory results, assessment findings, conclusions, and recommendations, if appropriate. 1.3 Limitations FREEDOM prepared this Phase II ESA in general accordance with standard industry practices using a degree of care and skill consistent with industry practice in the same geographic area at the time of the study. Non -scope considerations were not evaluated. FREEDOM has prepared this report as its instrument of service, which includes the tasks described in Section 1.2, above. The conclusions and recommendations presented herein are based on the agreed scope of work outlined in Section 1.2 of this report. FREEDOM makes no warranties or guarantees as to the accuracy or completeness of information provided or compiled by others. It is possible that information exists beyond the scope of this investigation, which could alter the findings of this study. The findings, conclusions and recommendations (if any) for this study were derived from the information obtained as of the date of the field investigation as described herein; such information may change with time. Mr. Jorge Borrega Freedom Project No.: 0621-071 Phase 11 ESA, Warehouse Property Privileged and Confidential - Page 2 The limit of liability specified in those Terms and Conditions constitutes FREEDOM's aggregate amount of liability to the Client and all relying parties. 2.0 PHYSICAL SETTING REVIEW The site is located on the Fort Lupton, Colorado 7% -minute USGS topographic quadrangle, prepared in 1949 and revised in 1994. The overall slope of the vicinity is down to the east. The site elevation is approximately 4,940 feet above mean sea level (msl). A copy of the topographic map is included as Figure 1. Shallow groundwater flow typically follows, and can be hypothesized from, the general slope of surface topography, but cannot be confirmed without the benefit of subsurface water level data. The expected direction of flow in this aquifer is to the east. In this case the upgradient area is expected to be to the west. 3.0 FIELD ACTIVITIES Representatives of the Utility Notification Center of Colorado located public subterranean utilities in the areas of the planned investigation. The areas of the investigation were clear of public utilities. 3.1 GPR Survey On May 9, 2021, Ground Penetrating Radar Systems (GRPS) of Denver, Colorado, was contracted to survey the most likely areas for the UST, including the northwest, west, and southwest sides of the building. The area of the GPR survey is shown on Figure 3. GPRS utilized a 400 -megahertz (MHz) GPR antenna mounted to a stroller frame to detect evidence of the UST. During the survey, an approximate 15 feet by 15 feet area of disturbed soil was observed on the west side of the building that indicated the potential previous location of the UST. No anomalies indicating the UST remained in the ground were observed on either the northwest, west, or southwest sides of the building. 3.2 Drilling Activities On May 11, 2021, FREEDOM personnel directing the drilling and sampling of five exploratory soil borings at the site. FREEDOM retained Alpine Remediation of Golden, Colorado, who provided a direct push drilling rig ("geoprobe") for the work. Figure 2, Site Plan Map shows pertinent site features and Figure 3, Site Plan Map with GPR Survey and Soil Boring Locations, shows the GPR survey areas, general location of the borings as well as other pertinent site features. Soil boring SB1 was drilled in an upgradient area of the site building, disturbed soil/potential location of the former UST, and septic tank and leach field. Boring SB2 was drilled in the area west of the building where the GPR survey indicated an area of disturbed soil where the former UST may have been located. Boring SB3 was advanced south of the building in a downgradient area of the disturbed soil and septic tank/leach field. Boring SB4 was drilled in the area of the leach field southwest of the building. Boring SB5 was drilled on the east side of Mr. Jorge Borrega Freedom Project No.: 0621-071 Phase 11 ESA, Warehouse Property Privileged and Confidential - Page 3 the septic tank located south of the southwest corner of the building. Borings SB1 and SB2 were drilled to a depth of 15 feet bgs. Boring SB3 was drilled to a depth of 12.5 feet bgs and borings SB4 and SB5 were both drilled to a depth of 10 feet bgs. In each boring, soils were collected continuously from the surface to total depth using 5' x 1.375" ID clear polyethylene macro -probe liners through a direct -push rod. Soils were classified using the Unified Soil Classification System. Selected soils from each location were then placed into sealed plastic bags and allowed to warm for a period of about 15 minutes. At that time, the headspace above each sample was field screened for the presence of VOCs using a Rae Systems Model 3000 photo -ionization detector (PID). No PID readings were recorded above background levels 9less that 10 parts per million (PPM) for any samples collected from boreholes SB1, SB2, SB3, SB4, or SB5. No staining or odor was recorded for any of the samples collected. For laboratory analysis, one soil sample was collected from each boring at a depth representing either the highest PID reading or the terminus of the borehole. The soil samples analyzed from SB1 (5.0' bgs), SB2 (12.5' bgs) and SB5 (5.0' bgs) were all collected from depths representing the highest PID reading. The soil samples collected from SB3 (9.5' bgs) and SB4 (10' bgs) represented the terminus of the boreholes. The soil samples collected from boreholes SB1, SB3, SB4, and SB5 were collected for laboratory analysis of volatile organic compounds (VOCs) by EPA 8260D. The soil sample collected from SB2 was collected for laboratory analysis of volatile constituents of petroleum fuels, benzene, toluene, ethylbenzene, xylene (BTEX) by EPA 8260D and all five of the soil samples collected were analyzed for total petroleum hydrocarbons -total chain (TPH-TC) by EPA 8015D. Samples were placed into laboratory -provided glass jars, labeled, cooled on ice and transported to Origins Laboratory of Denver for analysis. Boring logs, including field screening results and samples selected for laboratory analyses, are included in Appendix A. Temporary monitoring wells, consisting of sections of 1" screened PVC pipe and solid riser PVC pipe, were placed in borings SB1, SB2, and SB3. Depth to water was measured in SB1 at 12.97 feet bgs, in SB2 at 14.06 feet bgs, and in SB3 at 12.08 feet bgs. The wells were prepared for sampling using a pre -sample purge. Using a new, disposable bailer, the wells were purged of approximately one gallon of water. Following partial recharge of each temporary well, a sample was withdrawn using the bailer and placed into laboratory -provided glass bottles, labeled, and cooled on ice. Upon completion of the sampling activities, the samples were transported using chain -of -custody procedures to Origins Laboratory of Denver, Colorado for analysis of VOCs by EPA 8260D. Following collection of groundwater samples, the temporary piping was removed from SB1, SB2, and SB3, and all borings were backfilled and abandoned using drill cuttings and bentonite chips. In general, the soils encountered in the borings consisted of dark brown clay with trace gravel between 0 and 5 feet bgs. Between 5 and 15 feet bgs, light brown to dark brown sand with trace gravel was present. No PID readings above background levels were recorded. Groundwater was encountered in the temporary wells between 12.08 and 14.06 feet bgs. 4.2 Laboratory Results The laboratory results for the soil samples are summarized in the following table, and the complete laboratory report is provided in Appendix B. Groundwater For the groundwater samples submitted for laboratory analysis, no concentrations of VOCs were detected above the Laboratory Reporting Limits. 5.0 CONCLUSIONS Based on the laboratory analytical results, no concentrations of VOCs, BTEX, or TPH-TC were detected above the Laboratory Reporting Limits in the soil and no concentrations of VOCs were detected above the Laboratory Reporting Limits in the groundwater samples collected at the site. Based on the results of this investigation, FREEDOM does not believe any further investigation is warranted at this time.
