HomeMy WebLinkAbout20222608.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, SEPTEMBER 14, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 14, 2022, at the hour of 9:00 a.m. el ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli le MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of August 31, 2022, as printed. Commissioner Moreno seconded the motion and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on August 31, 2022, as follows: 1) PCSC22-0011 — Waste Management Disposal Services of Colorado, Inc. Commissioner Saine seconded the motion, which carried unanimously. le PUBLIC INPUT: Steve Teets, Greeley resident, spoke on homelessness and urged communities to work collaboratively toward viable solutions to mitigate this growing concern. He referenced different options in Colorado Springs, as a model to look upon at their Rescue Mission. Mr. Teets further stated the need to have a more comprehensive regional public transit system, which also impacts housing. AMENDMENTS TO AGENDA: There were no amendments to the agenda. IE CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously. Minutes, Wednesday, September 14, 2022 Page 1 2022-2608 BC0016 • PRESENTATIONS: 1) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC WORKS - RANDY KINNISON: Chair James read the certificate for the record. Jay McDonald, Director of the Department of Public Works, shared the Kinnison family is part of a legacy in the Department of Public Works; his father was a former employee, and two of his sons are current employees, which represents many years of service. He further stated all nine (9) divisions in the Department of Public Works were currently present to honor Randy Kinnison. Josh Holbrook, Supervisor, explained Mr. Kinnison has worked with aslphalt for 53 years, with the last 22 years at Weld County. He commended his dedication, work ethic, and incredible institutional knowledge. Mr. Kinnison stated he has enjoyed working for the County and has worked with just about every person within the Department of Public Works in some capacity. The Commissioners, in turn, offered their congratulations and gratitude for his years of service, and gave their best wishes in his retirement. In response to Commissioner Saine, Mr. Kinnison shared his most memorable day. (Clerk's Note: The group gathered for a photo opportunity). • WARRANTS: 1) GENERAL WARRANTS - SEPTEMBER 13, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion and it carried unanimously. • BIDS: 1) APPROVE BID #B2200118, PUBLIC RECORDS REQUEST MANAGEMENT SYSTEM (REQUEST FOR PROPOSAL [RFP] FOR COLORADO OPEN RECORDS ACT [CORA] REQUEST SOLUTION) — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated eight (8) bids were received and gave an overview of the evaluation criteria. He further stated staff recommends selecting the bidder, JustFOIA, who scored the highest and best meets the needs, for a total amount of $25,497.50. Commissioner Freeman moved to approve said bid, per staff's recommendation. The motion was seconded by Commissioner Buck, and it carried unanimously. • 2) APPROVE BID #62200124, CHASE BUILDING FIFTH FLOOR CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated two (2) vendors attended the mandatory pre -bid walk through; however, only one (1) bid was received. He stated this bidder has proven satisfactory in previous projects over the past couple years; therefore, staff's recommendation of approval is for Sturgeon Electric Company, Inc., for a total amount of $18,146.59. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. • NEW BUSINESS: 1) CONSIDER CONTRACT ID #6294 CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - DOMINIC JOSEPH SMITH, DBA OUR VILLAGE COUNSELING, LLC: Jamie Ulrich, Director of the Department of Human Services, stated this agreement will provide mental health services from June 1, 2022, through May 31, 2023. Commissioner Saine moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. • 2) CONSIDER CONTRACT ID #6296 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - ELAINE OBLENESS: Ms. Ulrich stated this is a new kinship foster care home located in Greeley, Colorado. Commissioner Saine moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. Minutes, Wednesday, September 14, 2022 Page 2 2022-2608 BC0016 3) CONSIDER CONTRACT ID #6300 MASTER SERVICES AGREEMENT FOR GOVERNMENT PAYMENTS AND AUTHORIZE CHAIR TO SIGN - TOUCHPAY HOLDINGS, LLC: Ms. Ulrich stated this master services agreement will provide a payment processing kiosk in the lobby of Building A of the Department of Human Services in Greeley, Colorado, and will allow clients to make cash or credit payments for child support services. Commissioner Buck moved to approve said agreement and authorize the Chair to sign. Commissioner Freeman seconded the motion, and it carried unanimously. PLANNING: 1) CONSIDER VACATION OF USE BY SPECIAL REVIEW PERMIT, USR-1732 - PAMELA WEISS AND CHRIS WHITLOCK: Diana Aungst, Department of Planning Services, stated staff received a request by the applicants to vacate Use by Special Review Permit, USR-1732, for a Kennel in the A (Agricultural) Zone District, which was originally approved on May 26, 2010. Pamela Weiss, applicant, was present for questions. No public testimony was offered concerning this matter. Commissioner Freeman moved to approve said vacation. The motion was seconded by Commissioner Buck, and it carried unanimously. El 2) CONSIDER PARTIAL VACATION OF TWO -LOT RECORDED EXEMPTION, RECX16-0058, FOR REMOVAL OF LOT B - PAMELA WEISS: Ms. Aungst stated staff received a letter from the applicant, dated August 4, 2022, requesting the removal of Lot B from Recorded Exemption, RECX16-0058. She gave an overview of the history and location of the property, and stated Lot A is not part of this request, and the resulting lot will be larger than 35 acres. Ms. Aungst stated there is a 50 -foot pipeline easement that was created in 2013, and a 10 -foot transmission line easement created in 1972; both of these easements will remain on the property. She further stated there is an access and utility easement from County Road (CR) 26 for the benefit of Lot B, and further stated staff recommends approval, subject to the Condition of Approval that the applicant shall sign the vacation plat for approval and recording. Ms. Weiss was present for questions. No public testimony was offered concerning this matter. Commissioner Buck moved to approve said partial vacation, with the Condition of Approval. Seconded by Commissioner Saine, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
