BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, MAY 11, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, May 11, 2022, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
• MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County
Commissioners meeting of April 27, 2022, as printed. Commissioner Buck seconded the motion and it
carried unanimously.
e CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearings conducted on April 27, 2022, as follows: 1) COZ21-0010 R.H. Amen Farms, LLC,
2) COZ21-0011 — J & K Investments, LLC, and 3) COZ21-0012 — W3 Legacy, LLC. Commissioner
Freeman seconded the motion, which carried unanimously.
• PUBLIC INPUT: Sherrie Peif, Complete Colorado, expressed her concerns with the proposed
Pro -Life Sanctuary County Resolution, and stated she is Pro -Life, but is opposed to the Resolution, as it
is not the Commissioners' role to go against the State's governance, as the county is an extension of the
State. She further stated she would be in support of a Pro -Life Proclamation that simply states the stance
of the Board of Commissioners. In response, Steven Grant, Senior Pastor of Destiny Christian Center,
expressed his appreciation for the research being done on a Resolution he submitted last week, and
stated it is more than what the Board says, but what the Board does that will make a difference, and
further stated a proclamation simply is not good enough. Mr. Grant expressed the Resolution takes action
and is not just an expression of opposition as a Proclamation. He further stated he is grateful to have
legal guidance from the County Attorney's Office concerning what is, and is not, allowed and he spoke
on how this is far more important than any basic county function.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.

e CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Freeman seconded the motion and it carried unanimously.
PRESENTATIONS:
1) RECOGNITION OF SERVICES, TREASURER'S OFFICE — LINDA MARKLEY: Chair James read the
certificate for the record. John Lefebvre, Weld County Treasurer and Public Trustee, expressed his
appreciation for Linda Markley, and shared memories of her tenure. He further stated how impressive
her work ethic has been, and that she has been busy and productive since she began working for the
County in 2008. Ms. Markley was present to accept her certificate and pin, and shared her sentiments
on working for Weld County. She further stated she enjoyed her job, but is relocating to Arizona, and was
grateful for the opportunity to serve Weld County. In turn, each Commissioner commended her on her
friendly dedication to serve the citizens of Weld County, the legacy she will leave behind, and wished her
the best in her retirement. (Clerk's Note: The group gathered for a photo opportunity).
ki PROCLAMATIONS:
1) TRAUMA AWARENESS AND INJURY PREVENTION DAY — MAY 11, 2022: Chair James read the
proclamation for the record. Alan Qualls, Northern Colorado Medical Center (NCMC) Administration
Representative, expressed his appreciation and stated it is a privilege to provide medical services,
specifically trauma services, to the people of Weld County and Northern Colorado. He further stated
NCMC remains steadfast in the mission to remain invested to be the top-ranking Level II Trauma hospital
for all of Northern Colorado, with the recertification for a multi -year trauma certification survey. Dr. Eric
Lueher, Trauma Director at NCMC, echoed the sentiment, and stated the physicians, nurses, therapists,
and countless others employed at NCMC serve not only thousands of trauma patients, but also their
families, who show tremendous perseverance within this community. In turn, each Commissioner
expressed their appreciation for the efforts of all those in the front line of trauma -related injuries, and the
comfort of knowing they are top-notch and only a call away. (Clerk's Note: The group gathered for a photo

. = 2) NORTH RANGE BEHAVIORAL HEALTH NATIONAL MENTAL HEALTH MONTH — MAY 2022:
Chair James read the proclamation for the record. Larry Pottorff, Chief Operating Officer for North Range
Behavioral Health, introduced several of the senior executive management team, as well as several
Board members. He further thanked the Board for their continued support over his 39 -year tenure, and
stated he is excited that social media outlets are bringing to light the needs of mental health wellness
during this unprecedented time. Mr. Pottorff explained mental health can no longer be ignored and swept
under the rug, and their mission is to be able to serve as many people as possible in the community. He
further stated that on May 17, 2022, the signing of Behavioral Health legislation will be signed into law at
their facilities Headquarters. As a token of their appreciation, Mr. Pottorff presented the Board with a pin
and copies of their magazine, celebrating their 50th year anniversary. Rick Jenkins, Board member, also
thanked the Board for the recognition, and stated this community has been blessed by the leadership
Mr. Pottorff provided during this crisis in our nation. He continued to state one (1) in four (4) Americans
are plagued with varied degrees of mental illness, and sadly, many go undiagnosed and untreated. In
turn, each Commissioner expressed their appreciation for the staff and institution that has been built, to
be available for those that need a safe place to get treatment without the stigma and shame that often
comes with mental and behavioral health issues. Each Commissioner further stated what an honor it has
been to work alongside North Range Behavioral Health, with the tremendous leadership that has been

• 3) NATIONAL WELD COUNTY POLICE OFFICERS WEEK - MAY 15-21, 2022; NATIONAL
PEACE OFFICERS MEMORIAL DAY - MAY 15, 2022; AND WELD COUNTY FALLEN OFFICER
MEMORIAL TRIBUTE CEREMONY - MAY 19, 2022: Chair James read the proclamation for the record.
Captain Matt Turner, Weld County Sheriff's Office, expressed their appreciation for the recognition, and
stated 2019 was the last normal year, and since the pandemic began until today, 439 lives have been
lost to COVID-19, with an additional 178 officers who have fallen in the line of duty. He stated they are
placing over 500 flags in tribute for all the fallen officers, although it does not cover the 617 fallen officers
in this past year, with the most recent being Ty Powell from Windsor, Colorado, who died of COVID-19
last year. Sergeant Mike Recor, Honor Guard, announced the opportunity to honor and recognize those
fallen in the line of duty at a ceremony on May 19, 2022, at Bittersweet Park located in Greeley, Colorado.
In turn, each Commissioner expressed their respect for, and honor to support, the Weld County Sheriff's
Office, who enforce the laws of this land in such a self -less job and commit themselves to dangerous
situations every single day. The Board further thanked their families for their sacrifice for the risk their
loved ones take to protect the citizens of Weld County and Northern Colorado. (Clerk's Note: The group

• WARRANTS:
1) GENERAL WARRANTS - MAY 6, AND 10, 2022: Commissioner Moreno moved to approve the
General Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously.
BIDS:
1) APPROVE BID #62200069, CISCO MAINTENANCE AND SUPPORT — DEPARTMENT OF
INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology,
stated four (4) bids were received, and staff recommends selecting the lowest bidder who met
specifications, Zivaro, Inc., for a total amount of $184,690.49, as a part of the operational maintenance
for fiscal year 2022, and is within budget. Commissioner Freeman moved to approve said bid. The motion
was seconded by Commissioner Saine, and it carried unanimously.
• 2) APPROVE BID #B2200075, CISCO COMPUTE — DEPARTMENT OF INFORMATION
TECHNOLOGY: Mr. Rose stated four (4) bids were received, and staff recommends selecting the lowest
bidder who met specifications, Zivaro, Inc., for a total amount of $156,968.80. He stated this is a capital
improvement project for fiscal year 2022, and is within budget. In response to Commissioner Freeman,
Mr. Rose explained the reason behind the wide range of pricing on the bids that were received.
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Freeman,
and it carried unanimously.
• NEW BUSINESS:
1) CONSIDER CONTRACT ID #5788 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
JOSEFINA BARRAZA: Jamie Ulrich, Director of the Department of Human Services, stated this is a new,
full certification contract of a foster care kinship home located in Evans, Colorado. Commissioner Buck
moved to approve said contract and authorize the Chair to sign. The motion was seconded by
Commissioner Moreno, and it carried unanimously.
• 2) CONSIDER CONTRACT ID #5790 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
ANDREW AND IZZABELLA HAYS: Ms. Ulrich stated this is a new, full certification foster care service
provider located in Dacono, Colorado. Commissioner Buck thanked all the foster care families and moved
to approve said contract and authorize the Chair to sign. Seconded by Commissioner Freeman, the
motion carried unanimously.

3) CONSIDER CONTRACT ID #5797 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
EDWARD AND RONNETTE SALAZAR: Ms. Ulrich stated this is a new, full certification of a kinship foster
care service provider located in Longmont, Colorado. Commissioner Moreno moved to approve said
contract and authorize the Chair to sign. Seconded by Commissioner Saine, the motion carried
unanimously.
4) CONSIDER TEMPORARY CLOSURE OF CR394 BETWEEN U.S. HWY 85 AND CR 35:
Amy Mutchie, Department of Public Works, stated this closure will begin May 17, 2022, and go through
May 20, 2022, for an irrigation culvert repair, and the detour route is paved. Commissioner Freeman
moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it
carried unanimously.
=. 5) CONSIDER ESTABLISHING NEIGHBORHOOD TO BE SERVED, DESIGNATING
COMMISSIONER TO MAKE ON -SITE INSPECTION, AND SETTING HEARING DATE FOR A
VINTNER'S RESTAURANT (COUNTY) LIQUOR LICENSE - SALT AND ACRES, LLC, DBA SALT AND
ACRES: Bruce Barker, County Attorney, stated this is the first step in obtaining a new liquor license for
Salt and Acres located at 9490 County Road 25, Fort Lupton, Colorado. Mr. Barker read the
neighborhood to be served for the record. Commissioner Saine was designated for the site inspection
prior to a hearing date of June 6, 2022. Mr. Baker stated a letter with the inspection findings must be
delivered to the applicant no less than five (5) days prior to the hearing date. Commissioner Moreno
moved to approve the establishment of the neighborhood, appoint Commissioner Saine to conduct the
inspection, and set the hearing for June 6, 2022. The motion was seconded by Commissioner Buck, and
it carried unanimously.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:54 a.m.
