Dear Scott James:
RECEIVED
AUG 15 2022
WELD COUNTY
COMMISSIONERS
COLORADO
Colorado Water
Conservation Board
Department d wt. Resdeve,
IN REPLY REFER TO:
Case No.: 21-08-1099P
Community: Weld County, CO
Community No.: 080266
Map Panel Affected: 08123C2060E
Map Effective Date: January 20, 2016
Date of Preliminary Study: September 17, 2020
This letter is in response to an August 24, 2021, request submitted by Ms. Jennifer Winters, P.E., CFM, of
RESPEC, Inc., that the Department of Homeland Security's Federal Emergency Management Agency
(FEMA) issue a revision to the flood hazard information for your community in Weld County, Colorado.
The requested Letter of Map Revision LOMR (Case No. 21-08-1099P) is one of many current and
upcoming LOMRs that tie-in to the new Colorado Hazard Mapping Program (CHAMP) study that
reanalyzes several identified flooding sources in Boulder County. As outlined in the December 19, 2018
memo from Boulder County, entitled "Procedure for LOMRs and CLOMRs on CHAMP Studied Streams
in Boulder County," and subsequently concurred upon by a February 6, 2019, response from FEMA
Headquarters Engineering Services Branch, LOMRs within Boulder County, Colorado, which are
submitted to tie-in to the CHAMP analysis will be reviewed and applied to the upcoming regulatory
products associated with the CHAMP study, and will not be applied to the current effective flood hazard
data for Boulder County.
We have completed our review of LOMR (Case No. 21-08-1099P) and have determined that the
upcoming preliminary Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) report being
developed for your community should be revised. The LOMR will tie-in to the new FIRM and FIS report
because they include the results of the CHAMP study. However, due to the anticipated timelines of both
the CHAMP study and the currently submitted LOMR request, this revision will not be able to be
incorporated into the upcoming preliminary FIRMs and FIS report at this time. As a result, the LOMR
will be reopened at a future date to revise the new FIRMs and FIS report once the effective date of the
new study has been determined.
Because this revision also affects the Town of Erie and Boulder County, separate special response letters
for those communities were issued on the same date as this letter.
Therefore, this letter hereby completes our processing of LOMR Case No. 21-08-1099P. If you have any
questions regarding this letter, please contact Brian Koper, of my staff in Washington D.C., either by
telephone at 202-646-3085 or by e-mail at brian.koper@fema.dhs.gov, the FEMA Mapping and Insurance

Clearinghouse, 3601 Eisenhower Avenue, Suite 500, Alexandria, VA 22304-6426.
