RE: APPROVE CHANGE LETTER AMENDMENT #4 TO MEMORANDUM OF
UNDERSTANDING FOR DISASTER RECOVERY NATIONAL DISLOCATED WORKER
GRANT (CORESPONDS) AND AUTHORIZE CHAIR TO SIGN - JEFFERSON COUNTY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Change Letter Amendment #4 to the
Memorandum of Understanding for the Disaster Recovery National Dislocated Worker Grant
(COResponds) between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Human Services, and
Jefferson County, commencing upon full execution of signatures, with further terms and
conditions being as stated in said change letter amendment, and
WHEREAS, after review, the Board deems it advisable to approve said change letter
amendment, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Change Letter Amendment #4 to the Memorandum of
Understanding for the Disaster Recovery National Dislocated Worker Grant (COResponds)
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and Jefferson
County, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said change letter amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of April, A.D., 2022.

Understanding (MOU)
Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Board Approval of the Department's Employment Services of Weld County (ESWC) Change Letter #4
with Jefferson County for the Colorado Department of Labor and Employment (CDLE) Disaster/Recovery Grant
Memorandum of Understanding (MOU). Employment Services of Weld County (ESWC) entered into a Memorandum
of Understanding (MOU) with Jefferson County to establish an agreement between the parties concerning respective roles
and responsibilities for implementation of the Disaster/Recovery Grant awarded by the Colorado Department of Labor
and Employment (CDLE). This MOU was entered into December 1, 2020, identified as Tyler ID 2020-3484. The
following Change Letters have since been issued:
• Change Letter #1 was issued in January 2021 for additional funding to the RecoverCO funds in the amount of
$48, 818.66 identified as Tyler ID 2021-0371.
• Change Letter #2 was issued in July 2021 to reduce the amount of COResponds funds by $81,497.68, resulting in
a new subaward total of $207,742.62 identified as Tyler ID 2021-2196.
• Change Letter #3 was issued in March 2022 to amend the original MOU to extend the period of performance
through August 31, 2022 identified as Tyler ID 2022-0699.
Jefferson County has now issued Change Letter #4 to amend the original MOU to reduce the amount of COResponds
funds by $81,000.00, resulting in a new subaward total of $126,742.62. This reduction is due to a reallocation of unused
funds before the expiration date of August 2022. All other terms and provisions of the MOU remain the same.
I do not recommend a Work Session. I recommend approval of this Change Letter and authorize the Chair to sign.

Dear Ms. Amaya:
Pursuant to Section 1(b) of the above -referenced MOU, Jefferson County hereby provides
notice that it is decreasing the amount of Grantee's COResponds subaward by $81,000.00, resulting in
a new total COResponds subaward amount of $126,742.62, of which (a) $119,936.82 is funding for
program costs; and (b) $6,805.80 is funding for administrative costs.
This change letter shall amend the MOU as set forth above. Except as provided herein, the
MOU, and all terms thereof, shall remain in full force and effect. Please retain a copy of this change
letter for your records.
