Robert Shreve Architects and Planners (RSAP) was awarded the bid, (2019-2250) to design the Wash Bay
and Welding shop building and subsequent on -call design work.
Court Holding Remodel is one of the subsequent task orders assigned. There is a need for additional
design work to add a stand-by gas generator and new HVAC equipment in Court Holding.
The design fee for this project has been quoted at $10,560.00 using the fees identified in their bid.
Facilities Department is recommending approving this change order in amount of $10,560.00

Compensation: $10,560.00
Original Agreement: Weld County document no. 2019-2250
Pursuant to the "Original Agreement", the Parties may agree to additional work to be provided
by Contractor pursuant to an appropriately executed Task Order, which shall be negotiated
between the Parties on an as -needed basis. Any such Task Order shall be signed by the Weld
County Facilities Director before it shall be effective. In no event shall the total of all Task Orders
exceed $25,000 in any calendar year, unless first approved by the Board of County
Commissioners. Any appropriately executed Task Order shall be automatically incorporated
herein and enforceable.
Scope of Change Order:
The scope of work is to prepare architectural plans and specifications for a stand-by generator
and to design a new HVAC system for the Court Holding Area.
Contractor agrees to perform the services identified above and on the attached Exhibit in
accordance with the terms and conditions contained herein and in the Original Agreement
between the parties.
The amount of the contract is adjusted as follows:

Dear Toby,
There has recently been discussion about creating two separate bid packages, however
it has since been determined that the project will be awarded to one contractor with 3
phases of construction as originally planned. RSAP and G2 have divided the
construction documents into 3 sets outlining the work to be accomplished in each phase.
During the review process G2 has been task with a providing construction documents for
new stand-by gas generator to serve the holding cell area. In addition, as the result of a
team walk-thru, it was determined that the existing HVAC equipment should be replaced
with new hydronic fan coils units to facilitate phasing. This change will also require
addition G2 design effort. For the additional services outlined we propose an increase
in the design fee of $10,560.00

Robert Shreve Architects and Planners (RSAP) was awarded the bid design the Wash Bay and Welding
shop building and subsequent on -call design work. The conceptual design is complete and now there is a
need for the full architectural design for the Weld County Centennial Court Holding Renovation. This
design work, to include construction administration, has been quoted at $85,000.00 using the fees
identified in their bid. Therefore, the Facilities Department is recommending approving this task order in
amount of $85,000.00

Dear Toby,
The construction documents for the Centennial Center Court holding Cells will be based
on the preliminary design prepared by RSAP that has been reviewed and approved by
the sheriff's department administrative jail staff.
The scope of work will include preparing demolition plans, new floor plans, room finish
and door schedules and details of the new space. The members of the team that will
participate in the preparation of construction documents will be RSAPinc, architectural
design services and project management, G2 for the electrical, HVAC and plumbing
design and Galloway for structural engineering if there is a need- Brett Noecker of CML
Security has agreed to aid us in our detailing of the holding cells. It is understood that a
security system design project will occur concurrently. The two design projects may be
joined at the conclusion of the construction document phase. For the services outlined
previously we propose a fee of $64,000.00 for the contract document phase and
$21,000-00 for the construction administration phase.

Centennial Center
Dear Toby,
We appreciate the tour of the new Jail complex to view the steel plate cells and the lower
level of the Centennial Center Complex to view the existing holding area for individuals
awaiting court appearances. To improve the holding area in the Lower Level of
Centennial Center presents some interesting design challenges. There have been 4
previous remodeling that have taken place since the building opened. Each project
addressed a different facet of the activities that take place on the lower level. Deb has
reviewed the available plans and we believe there is enough information to prepare an
as -built plan for the lower level. With a current floor plan in CAD format showing the
exiting room arraignment and current usages identified, the design process can begin.
It is clear, that the major function of the space is to provide holding spaces for individuals
prior to and after court appearances. The number of individuals awaiting court
appearances varies greatly depending on the level of activity in the courts and additional
holding cells are needed. To achieve the best possible outcome, we suggest we have
preliminary design sessions with the staff to determine the best solution to alleviate the
overcrowding that occurs when court is in session. In addition, may also be other
construction activities that could and should occur during this renovation project. It
anticipated that the existing shooting range will be removed to increase parking spaces
in the garage/transportation area. An additional sally port maybe constructed or an exist
entrance modified to better transfer juveniles and women from the transportation area to
the holding areas.
For the design services outlined previously we purpose a "Lump -Sum Fee" of $7,800.00.
