RE: APPROVE DELEGATION OF SIGNATORY AUTHORITY FOR SUBRECIPIENT
PERFORMANCE REPORT AND ASSESSMENT, OR RISK ASSESSMENT, SUBJECT
TO 2 CFR § 200.415 (a) (2020)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Human Services is a sub -grantee of Federal funds for
various department programs, and
WHEREAS, the Department of Human Services is required to submit Subrecipient
Performance Report and Assessment, or Risk Assessment, and
WHEREAS, the Subrecipient Performance Report Assessment, or Risk Assessment, are
subject to 2 CFR § 200.415 (a) (2020), and are to be electronically signed and submitted, and
WHEREAS, the Board has been presented with a request to delegate signatory authority
to Jamie Ulrich, Director of the Department of Human Services, to electronically sign and submit
said assessments, as necessary, on behalf of Weld County, and
WHEREAS, after review, the Board deems it advisable to delegate signatory authority to
Jamie Ulrich, Director of the Department of Human Services.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that signatory authority, be, and hereby is, delegated to Jamie Ulrich,
Director of the Department of Human Services, to electronically sign and submit Subrecipient
Performance Report Assessment, or Risk Assessment, subject to 2 CFR § 200.415 (a) (2020),
as necessary on behalf of Weld County.

Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Signatory Authority and Delegation of Signatory
Authority for "Subrecipient Performance Report and Assessment" or "Risk Assessment", subject
to 2CFR 200.415 (a). The Department is requesting the delegation of Signature Authority to the
Department of Human Services (DHS) Director, Jamie Ulrich, for the purpose of signing and submitting
any "Subrecipient Performance Report and Assessment" or "Risk Assessment", subject to 2CFR 200.415
(a). Through these documents, the Director will be providing grantor agencies documentation of how
Weld County's policies, as established in Weld County Code, provide adequate internal controls over the
administration of the Federal Grants for which Weld County is a Sub -Grantee.
I do not recommend a Work Session. I recommend approval to delegate Signature Authority to the DHS
Director for the signing and submission of the "Subrecipient Performance Report and Assessment" or
"Risk Assessment, subject to 2CFR 200.415 (a).
