RE: PUBLIC HEARING CONCERNING THE UPDATED 2022-2023 ANNUAL ACTION PLAN
AND ITS' PROPOSED USE OF THE 2022 CDBG FUNDS FOR INFRASTRUCTURE
IMPROVEMENTS, PUBLIC FACILITIES, PUBLIC SERVICES, HOUSING
PRESERVATION, AND GENERAL GRANT ADMINISTRATION
A public hearing was conducted on October 19, 2022, at 9:00 a.m., with the following present:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
Acting Clerk to the Board, Houstan Aragon
County Attorney, Bruce Barker
CDBG Program Manager, Don Sandoval
The following business was transacted:
El I hereby certify that pursuant to a notice dated September 15, 2022, and duly published
September 17, 2022, in the Greeley Tribune, a public hearing was conducted concerning the
Updated 2022-2023 Annual Action Plan and its proposed use of the 2022 CDBG funds for
infrastructure improvements, public facilities, public services, housing preservation, and general
grant administration, with said plan to be submitted to the U.S. Department of Housing and Urban
Development (HUD) in order to receive Entitlement funds to address certain needs of the County.
Bruce Barker, County Attorney, made this a matter of record and instructed Chair Pro-Tem
Freeman to open this matter to the public.
Chair Pro-Tem Freeman opened this matter for public testimony, and there was none offered
concerning this matter. In response to Chair Pro-Tem Freeman, Mr. Barker stated there was no
action for the Board to consider, rather the Resolution was to reflect the hearing was held per
statute. Esther Gesick, Clerk to the Board, corrected by saying this is for the approval of the
updated 2022-2023 Annual Action Plan. Mr. Barker stated, in that case, there will need to be a
motion made.
Commissioner Moreno moved to approve said Resolution. The motion was seconded by
Commissioner Buck, and it carried unanimously.

There being no further discussion, the hearing was completed at 9:18 a.m.
This Certification was approved on the 7th day of November, 2022.
