BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, SEPTEMBER 28, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, September 28, 2022, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
El MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of September 14, 2022, as printed. Commissioner Freeman seconded the
motion and it carried unanimously.
El PUBLIC INPUT: Steve Teets, Greeley resident, inquired as to the location of the next North Front
Range Metropoletian Planning Organization (NFRMPO) meeting, and Chair James confirmed it is here
in Weld County. Mr. Teets also spoke on people experiencing homelessness, and how Hurricane Ian will
further this problem in the Country. Mr. Teets commented on the need for Social Security to be raised to
match the rate of inflation.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
E = CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Saine seconded the motion and it carried unanimously.
PRESENTATIONS:
1) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC WORKS - MARJORIE CAUDILL:
Chair James read the certificate for the record. Jay McDonald, Director of the Department of Public
Works, shared that Marjorie `Marj' Caudill began working for Weld County in May of 2000, and has had
various roles throughout her tenure. He stated she has a gift for customer service, has a contagious
personality and laugh, and has been a central member of the Public Works family. Ms. Caudill thanked
the Board, and stated it has been her pleasure working for Weld County, and she will miss those who

have become a second family to her over the years. The Commissioners, in turn, offered their
congratulations and gratitude for her years of service and commitment to the citizens of Weld County and
the Public Works family. They acknowledged how greatly she will be missed and gave their best wishes
in her retirement. (Clerk's Note: The group gathered for a photo opportunity).
WARRANTS:
1) GENERAL WARRANTS - SEPTEMBER 27, 2022: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously.
• BIDS:
1) PRESENT BID #B2200134, CHASE BUILDING PARKING LOT (827 7TH STREET, GREELEY)
RESURFACING - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated two (2)
bids were received and staff will make a recommendation on October 12, 2022.
El NEW BUSINESS:
1) CONSIDER CONTRACT ID #6359 PERSONAL IDENTIFYING INFORMATION (PII) CERTIFICATION
AND AUTHORIZE CHAIR TO SIGN: Jamie Ulrich, Director of the Department of Human Services, stated
this is the State certification to ensure Area Agency on Aging (AAA) entities will not use or disclose
personal identifying information. Commissioner Moreno moved to approve said certification and authorize
the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously.
• 2) CONSIDER CONTRACT ID #6356 MEMORANDUM OF AGREEMENT FOR FOSTER AND
ADOPTIVE FAMILY REQUIREMENTS, AND AUTHORIZE CHAIR TO SIGN — PROJECT 1.27:
Ms. Ulrich reviewed the memorandum of agreement to establish the requirements for the pre -certification
process and training for foster and adoptive families. Commissioner Freeman moved to approve said
memorandum of agreement and authorize the Chair to sign. The motion was seconded by Commissioner
Buck, and it carried unanimously.
• 3) CONSIDER TEMPORARY CLOSURE OF CR 34 BETWEEN CRS 31 AND 33: Amy Mutchie,
Department of Public Works, stated this closure is to begin September 28, 2022, and go through
October 28, 2022, for emergency work. She stated water will be used for dust mitigation, and all
agricultural operations have alternate routes. Commissioner Moreno moved to approve said temporary
closure. The motion was seconded by Commissioner Buck, and it carried unanimously.
I 4) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES AND AUTHORIZE CHAIR TO
SIGN - DAVID ANDERSON LAW, LLC: Bruce Barker, County Attorney, stated David Anderson Law,
LLC, assists with appeals of child welfare and elder abuse cases for the Department of Human Services.
Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion
was seconded by Commissioner Buck, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:21 a.m.
