HomeMy WebLinkAbout20220871.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MARCH 21, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 21, 2022, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro -Tern Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine - EXCUSED Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of March 7, 2022, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. arm Vi PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported she met with the Department of Planning Services and discussed growth impacts and potential changes to the County Code. She further commented her meeting with the Oil and Gas Energy Department was interesting, and Extension has many new programs, including a new Master Gardener program that is going very well. Commissioner Moreno stated that he and Chair James attended the opening of the new medical school for the University of Northern Colorado (UNC), and further mentioned this is now the third medical school in the State of Colorado. Minutes, Monday, March 21, 2022 Page 1 2022-0871 BC0016 PRESENTATIONS: 1) RECOGNITION OF SERVICE, DEPARTMENT OF HUMAN SERVICES - SANDRA RAISLEY: Chair James read the certificate for the record. Tami Grant, Deputy Director of the Department of Human Services, expressed what an honor it has been to work with Sandra Raisley, knowing that she could always count on her to help those who had issues with their benefits. Ms. Grant commented Ms. Raisley has a green thumb and would tend to plants and flowers outside the Human Services buildings, and would always bring a smile to work each day. Ms. Raisley was present to receive her certificate and pin, expressed her enjoyment of helping people of Weld County over the last nine (9) years, and stated she looks forward to continuing to help in other ways. Each Commissioner, in turn, expressed their thanks for her service to the citizens of Weld County and wished her the best of luck in her retirement. (Clerk's Note: The group gathered for a photo opportunity.) el PROCLAMATIONS: 1) NATIONAL AG DAY - MARCH 22, 2022: Chair James read the proclamation for the record. In turn, each Commissioner expressed how agriculture is extremely important to Weld County and provides approximately 8,000 jobs. They noted they are honored to support the proclamation, and are proud of the farmers and ranchers who provide important products to the economy and the citizens of Weld County. WARRANTS: 1) GENERAL WARRANTS - MARCH 17, AND 18, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - MARCH 18, 2022: Commissioner Moreno moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. 3) COMMISSIONER WARRANTS - MARCH 18, 2022: Commissioner Moreno moved to approve the Warrant, as printed. Commissioner Buck seconded the motion, and upon a roll call vote, the motion passed three (3) to zero (0), with Chair James recused, and Commissioner Saine excused. BIDS: 1) PRESENT BID #B2200056, DEPARTMENT OF PLANNING SERVICES REMODEL - FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated seven (7) bids were received, and the Department of Facilities staff will review to return for a recommendation of approval on April 4, 2022. 2) PRESENT BID #B2200058, ARCHITECTURAL/ENGINEERING SERVICES FOR SOUTHEAST ANNEX BUILDING - FACILITIES DEPARTMENT: Mr. Turf stated five (5) bids were received, and the Department of Facilities staff will review and return with a recommendation of approval on April 4, 2022. 3) PRESENT BID #B2200059, SURVEILLANCE CAMERA UPGRADE FOR COMMUNITY CORRECTIONS - FACILITIES DEPARTMENT: Mr. Turf stated 48 suppliers downloaded the specifications; however, only one (1) bid was received, and the Department of Facilities staff will review and return with a recommendation of approval on April 4, 2022. 4) PRESENT BID #B2200051, MATERIAL CRUSHING - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated three (3) bids were received, and the Department of Public Works staff will review and return with a recommendation of approval on April 4, 2022. Minutes, Monday, March 21, 2022 Page 2 2022-0871 BC0016 5) PRESENT BID #B2200072, STEEL BID (RFP) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated four (4) bids were received, and the Department of Public Works staff will review and return with a recommendation of approval on April 4, 2022. 6) PRESENT BID #B2200073, CONCRETE, WASHED ROCK, AND SQUEEGEE - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated five (5) bids were received, and the Department of Public Works staff will review and return with a recommendation of approval on April 4, 2022. NEW BUSINESS: 1) CONSIDER CONTRACT ID #5668 2023 PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT APPLICATION AND CERTIFICATION OF COMPLIANCE WITH REGULATIONS FORM FOR NORTHERN COLORADO REGIONAL FORENSIC LABORATORY, AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Sonja Kohlgraf, Sheriff's Office, stated the 2023 Paul Coverdell Grant Application for the Northern Colorado Regional Forensic Laboratory is for the requested amount of $28,040.00, and will allow for staff training. Commissioner Buck moved to approve said application and Certification of Compliance with Regulations form, and authorize the Chair to sign and submit electronically. Commissioner Moreno seconded the motion, and it carried unanimously. 2) CONSIDER CONTRACT ID #5674 FORM SF -424 FOR 2021 STATE CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP) GRANT APPLICATION AND AUTHORIZE CHAIR TO SIGN AND ELECTRONIC SUBMITTAL: Ms. Kohlgraf stated the application is for federal assistance, and Form SF -424 is the first step to apply for SCAAP funding, which is utilized to offset the expense of inmate medical services in the jail. Commissioner Moreno thanked Ms. Kohlgraf for continually locating grant applications for the County, and moved to approve said form, authorize the Chair to sign, and allow Ms. Kohlgraf to electronically submit said form. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 42 BETWEEN CR 35 AND U.S. HVVY 85: Amy Mutchie, Department of Public Works, stated this closure extension was requested for an additional seven (7) days, to April 1, 2022, due to weather -related delays. Ms. Mutchie stated this was originally slated to be closed from March 14, 2022, through March 25, 2022. Commissioner Freeman moved to approve said temporary road closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 4) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO SIGN — ERICA WHITE: Commissioner Freeman moved to approve said appointment. The motion, which was seconded by Commissioner Moreno, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
