Re: Household Hazardous Waste Disposal Services — Bid (B2200038)
The Department of Public Health and Environment has reviewed the bid proposals for bid request number B2200038,
Household Hazardous Waste Pickup & Disposal Services. Four proposals were submitted for the service period of February
2022 through February 2023 with two one-year extension options. The bids were evaluated based on disposal pricing,
which included inclusive pricing for disposal, transportation, supplies and incidental costs, and overall services offered.
Based on the bid proposals submitted, the Department is recommending the County select Veolia ES Technical Solutions
(Veolia). While Veolia was not the lowest bid, it was the second lowest and included inclusion of services needed.
BID EVALUATION: Environmental Health (EH) requested pricing, information for method of treatment or disposal based
on 35 types of waste which are routinely accepted at our facilities and additional services offered.
COST: Veolia's bid included inclusive pricing and amounted to a 12.5% increase over the lowest bid but was still
within reasonable pricing compared across all four bids. It appears the cost difference is mainly attributed to the
inclusive pricing Veolia provided. The lowest bid did not offer inclusive pricing which may result in the County
being subject to unforeseen price increases as market conditions dictate. This occurred with our former vendor
and current lowest bid, Clean Harbors, in 2021. These potential cost increases could easily change the pricing
rankings, which could make Veolia the lowest bid based on their inclusive pricing.
DISPOSAL METHOD: Veolia was similar in treatment and disposal methods as other vendors. EH does not see a
notable difference between Veolia and the lowest bid in terms of waste disposal methods.
SERVICES: While EH cannot predict the success of the recommended vendor's services, EH did contact provided
references which indicated excellent services during the 2021 calendar year. This appears to contrast with
Environmental Health's previous disposal contractor, Clean Harbors, which provided insufficient service during
the 2021 contractual period. Clean Harbors was unable to provide adequate waste disposal pickups or supply
drop offs during the summer months of 2021 (June — August) as well as providing poor communication to the
County regarding this service delay. This resulted in storage issues, supply issues, and potential holding time
issues.

Again, the Department is recommending Veolia ES Technical Solutions be selected based on inclusive pricing, waste
treatment and disposal methods, and service provided.

Clean Harbors Service Issues. 2021
Late May: Contacted Clean Harbors account manager to schedule an HHW pickup, with
potential dates in early July;
June 22: Contacted Clean Harbors account manager, again, to schedule an HHW pickup, with
potential dates in early July;
June 22: Received response to send inventories;
July 6 & 9: No date scheduled as of yet; offered that Dacono facility was a priority if both HHW
facilities could not be picked up at this time;
July 13: Request from account manager to resend inventories;
July 16: (8:34 a.m.) Sent email to confirm receipt of inventories, asking about a pickup date;
noted I was getting low on supplies;
July 16: (1:27 p.m.) Sent email to account manager seeking confirmation of receipt of previous
email;
July 16: (3:46 p.m.) Spoke to account manager on the phone: original email requesting a pickup
was forwarded again;
July 21: Sent email to account manager as I have had no response; (Original request is about a
month out);
July 22: Still no response; add another to recipients who did reply to deliver limited supplies and
pickup some items;
July 23: Sent a modified inventory and supply order;
July 28: Sent email to account manager:
"Susie,
I sent a modified inventory/supply order on Friday, of which you were copied. I was told this
week would be a good possibility for delivery/pickup of some things, but again, I have not heard
anything. The lack of communication is frustrating. I have one hazardous box left and two open
top barrels, and my facilities are full — especially Dacono. As I mentioned in a previous message,
it has been over a month since I contacted you regarding the need to schedule a pickup. My
week is now full, as I cannot reschedule my other responsibilities, so it will be another week."
July 28: Received response regarding issues but no pickup date set; still no response from
account manager;
Clean Harbors Service Issues, 2021 (Cont'd)
July 29: Pickup scheduled for August 8; we had to inform account manager this was a Sunday;
moved to August 10;
August 10: Limited amount of HHW picked up*;
August 13: Contacted account manager re: the need to schedule another pickup ASAP as the
8/10/21 pickup did not remove much HHW; also noted I received only boxes for latex paint but
none for hazardous waste;
August 18: Requested delivery of hazardous waste boxes (stacking waste on open pallets);
August 19: Hazardous waste boxes delivered; HHW pickup scheduled for September 1;
August 19: Account manager changed;
August 23: Received message re: incinerator backlog; new account manager contacted me
regarding the pickup scheduled for September 1;
September 1: HHW Pickup**;
September 17: Invoice received that did not pertain to Weld County HHW (credit for this
invoice was received by us);
October 1: HHW Pickup***;
October 22: Received notice about a rate increase;
December 15: Contract terminated by Clean Harbors;
December 30: HHW Pickup****;
January 14, 2022: Final HHW Pickup (of the corrosives not taken on 12/30/21)****;
*August 10, 2021: First HHW pickup since initial request, yet a very limited quantity was picked
up; supply delivery was also limited (See August 13 above);
**September 1: Second (2nd) HHW pickup as a result of the limited amount of HHW picked up
on August 10;
***October 1: Third (3rd) HHW pickup as a result of the previous limited pickups;
****Two (2) final pickups before expiration of contract.
