WHEREAS, it is apparent to the Board of County Commissioners, Weld County, Colorado, that there is an urgent need to construct a new Weld County Services Building adjacent to the present County Courthouse in downtown Greeley, Colorado, and WHEREAS, the Ken R. White Company, Denver, Colorado, and Nelson, Haley, Patterson and Quirk, Inc. , Greeley, Colorado, have submitted proposals for investigating, evaluating and developing a com- prehensive program for a new County Services Building adjacent to the present courthouse in downtown Greeley, Colorado, and WHEREAS, the Board believes it to be in the best interest of the County to enter into the agreement as proposed and submitted by Nelson, Haley, Patterson and Quirk, Inc. upon the basis recited therein. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that said agreement with Nelson, Haley, Patterson and Quirk, Inc. providing for such services, per copy of proposal attached hereto and made a part hereof by reference, be, and it hereby is approved. BE IT FURTHER RESOLVED, that the Board be, and it hereby is authorized to execute the agreement as submitted by Nelson, Haley, Patterson and Quirk, Inc. , and to make the same effective forthwith. This proposal anticipates a very thorough investigation and interview process that will involve and consider all the departments of County government. The present day needs of the various departments will be identified and compared with needs, methods , and operation of other modern Colorado counties . Further, the long range needs of each department will be projected on the basis of the most advanced operational techniques and the most realistic population predic- tions. Based upon the information developed during the interview and investigation stages, detailed allocations of space will be made for each County department. These allocations will make allowances for the immediate and long range needs of the department. After the departmental space needs have been established, a study will be made to establish the inter-departmental relationship that would logically affect the physical assignments of space. These space pro- gramming studies will provide the basic guidelines for the development of architectural alternatives. Finally, several planning concepts will be developed in sufficient detail to enable the County officials to review and select the most advantageous solution for both the immediate and long range needs of the County. Each concept will be accompanied by a tabulation of apparent advantages and disadvantages , as well as a preliminary cost estimate. All of the above information will be presented to the County Commissioners and other designated County officials , in an informal preliminary report, for their review, comments , and approval . At this time, the most feasible and desirable concept will be identified and marked for further study prior to being described in the final published report. OFFICES IN GREELEY AND GRAND JUNCTION. COLORADO i S I io Board of County Commissioners - 2 - January 4, 1971 The final report will be prepared, edited, and published in such a manner as to be easily understood by all parties involved. The final report will furnish all of the information necessary to proceed with the design, financing, con- struction, and successful use of the facility. The following is a more detailed description of the proposed work, an estimate of the time required for each phase, and our fee for the entire study, evalu- ation, and report. SCOPE OF WORK Phase I - Interviews and Review of Existing Facilities , Methods, and Operational Goals. A team of investigators would be selected to establish, through inter- views , field measurements and surveys , all the pertinent physical and operational facts affecting both short and long range space needs. This will include review of any existing studies undertaken by the various departments, review of policies, operations , and objectives of County governmental activities , and consideration of departmental staff opinions and preferences. Actual measurements of existing spaces and volumes of current business will be made and used as a basis for establishing immediate and future space needs. Field trips to other counties with and without local County officials will be made to observe techniques , organization, and space utilization of similar county departments. All statistical data , physical descriptions, departmental recommendations , and field trip observations will be recorded and assembled for future evaluation. Care will be taken to have all investigations conducted by fully qualified professionals in a manner that will protect against undue influence by any person, persons , or department. It should be noted that our personnel involved in this phase will not be involved in the evaluation and reporting process. It is estimated that this phase will require approximately two months. It will be necessary that all County departments be alerted to assist in this investigation process, so that the maximum amount of information can be gathered in a minimum of time with the least disturbance of the departmental activities. Each department head will be asked to furnish certain historical information about his department, and his predictions of needs when the County population attains certain levels. The success of the entire study is dependent, to a very large degree, upon the cooperation of the department heads and their staffs during this phase. Although their views may not be completely adopted when making final decisions and space allocations, it is imperative that their views be expressed and considered. • Board of County Commissioners - 3 - January 4, 1971 Phase II - Statistical Surveys and Projections. Statistical surveys will be made to establish the historical needs of each department, the departmental trends in Weld County, and comparable state and national trends. During this phase, numerous state and national publications will be gathered which show the influence of state and national programs on county governmental functions and needs. At the same time, information will be gathered which shows ways in which Federally sponsored assistance programs can be utilized in this program. It is estimated that this phase of the work will require an additional six weeks. Phase III - Evaluation and Preliminary Report - The Project Manager, assisted by staff engineers and architects , will review and evaluate all the previously assembled information and comments. This review, coupled with the technical knowledge of our staff concerning building codes, construction costs, total space versus usable space ratios , population predictions, etc. , will result in a recommended allocation of space for each department. Further evaluation will show the optimum relationship of each department to the other or of joint use of space by different departments. Based upon the above evaluation and conclusions , several planning concepts will be developed along with preliminary cost estimates. These concepts will be discussed in detail , along with the supporting data, in an informal preliminary report to the County Commissioners and other designated officials. It is anticipated that this phase will require approximately six weeks after all data has been assembled. The informal preliminary report can be made in a short time; however, it is felt that the County Commissioners may require an additional two weeks to consider the alternatives of the report. During this period, it may be desirable to hold several meetings with the County officials before a specific concept is selected for detailed study and in- corporation into the final report. Phase IV - Final Report. After a basic concept has been selected, a more detailed analysis will be made to establish more firmly the optimum space allocations , building type, and project cost. Special attention will be given to provisions for future expansion and flexible usage of the structure. A stage construction program will be described wherein a smooth efficient initial construction program can be accomplished without disturbing normal County functions and, at the same time, provide for future additions and space modifications at a minimum cost. When completed, a final report will be published and furnished to the County in the desired number of copies. This report will be presented and explained to the County officials and the public by the Project Manager in a meeting or series of meetings, as may be desired, to insure complete understanding by all parties concerned. Board of County Commissioners - 4 - January 4, 1971 It is estimated that this phase will require four weeks after the approval of the Preliminary Report. The total time required from the time we are authorized to proceed until delivery and presentation of the Final Report is estimated to be twenty-six weeks. FEE The total fee for the above described work is $12,000 plus the actual cost of publishing the Final Report in our office (estimated cost $900) . This fee would be due and payable as follows: Phase I Completion $ 3,600 Phase II Completion 3,000 Phase III Completion 3,400 Phase IV Completion 2,000 Total $12,000 Cost of publishing report when reports are delivered. Should we be selected to design the proposed structure, the fee for Phase III and Phase IV ($5,400) would be credited against the standard architectural fees for the proposed new building.
