BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, OCTOBER 5, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, October 5, 2022, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine - EXCUSED
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Controller, Chris D'Ovidio
MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County
Commissioners meeting of September 21, 2022, as printed. Commissioner Buck seconded the motion
and it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearings conducted on September 21, 2022, as follows: 1) COZ22-0005 — Keith Cowan, 2) USR22-0016
— Adam's Apple, Inc., and 3) USR22-0009 — Enrique Retana. Commissioner Freeman seconded the
motion, which carried unanimously.
PUBLIC INPUT: No public input was given.

AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion and it carried unanimously.
PRESENTATIONS:
1) RECOGNITION OF SERVICES, WELD FAITH PARTNERSHIP COUNCIL - ELIZABETH BALL AND
DAVID ESTREICH: Chair James read the certificates for the record expressing appreciation to Ms. Ball
and Mr. Estreich for fulfilling their voluntary duties.

WARRANTS:
1) GENERAL WARRANTS - OCTOBER 4, 2022: Commissioner Freeman moved to approve the General
Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously.
BIDS:
1) PRESENT BID #62200122, CISCO ISE — DEPARTMENT OF INFORMATION TECHNOLOGY:
Ryan Rose, Director of the Department of Information Technology, stated two (2) bids were received and
staff will make a recommendation on October 19, 2022.
...E1 NEW BUSINESS:
1) CONSIDER CONTRACT ID #6368 AGREEMENT FOR SERVICES FOR TEMPORARY
INFORMATION TECHNOLOGY CONTRACT WORKERS TO ASSIST WITH 2022 GENERAL
ELECTION AND AUTHORIZE CHAIR TO SIGN - TEKSYSTEMS: Samuel Penn, Department of
Information Technology, stated this agreement allows for temporary supplemental staff to support the
requirements for the upcoming General Election for both the Clerk and Recorder and the Department of
Information Technology. He further stated Teksystems personnel have satisfactorally assisted the County
during past elections, with the most recent being the 2020 Election. Commissioner Moreno moved to
approve said agreement and authorize the Chair to sign. The motion, which was seconded by
Commissioner Buck, carried unanimously.
2) CONSIDER APPOINTMENTS TO WELD FAITH PARTNERSHIP COUNCIL: Commissioner
Freeman moved to approve said appointments. The motion was seconded by Commissioner Moreno,
and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:05 a.m.
These Minutes were approved on the 19th day of October, 2022.
