Dear Glen:
Now that the legislative session has ended and the new fiscal
year is about to begin, I want to inform you of some of the measures I am
taking to assist the planning and management regions of the State.
As you know, the Executive Orders of November 1972 and
November 1973 (copies enclosed) initially set up the boundary lines of
the thirteen planning regions of the State. I have now taken the next
implementation steps within the Executive Branch, by asking that all
Federal agencies utilize the regions (which they have agreed to do) ,
and by directing that all State departments begin using the regions as
the area basis for their future planning, programming, and budgeting.
It is my hope that the State will be placing people and resources into the
regions in the near future. (A copy of the Executive Order of June 25,
1974, is enclosed.)
I assure you of our sincere desire to assist local areas with
their planning and development problems and will follow this message
and its accompanying documents with other actions to improve the capa-
bilities of the planning regions.
