RE: APPROVE 2022 PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT
ACCEPTANCE AND APPLICATION CHANGES AND AUTHORIZE SHERIFF'S OFFICE
TO ELECTRONICALLY SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2022 Paul Coverdell Forensic Science
Improvement Grant Acceptance and Application Changes for the Northern Colorado Regional
Forensic Laboratory between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Sheriff's Office, and the Colorado
Department of Public Safety, Division of Criminal Justice, commencing October 1, 2022, and
ending September 30, 2023, with further terms and conditions being as stated in said grant
acceptance, and
WHEREAS, after review, the Board deems it advisable to approve said grant acceptance,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the 2022 Paul Coverdell Forensic Science Improvement Grant
Acceptance and Application Changes for the Northern Colorado Regional Forensic Laboratory
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriff's Office, and the Colorado Department
of Public Safety, Division of Criminal Justice, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Daren Ford, Director of the Northern
Colorado Regional Forensic Laboratory, be, and hereby is, authorized to electronically sign said
grant acceptance.

Brief description of the problem/issue:
The Regional Crime Lab has been awarded $24,300 in training funds from the Paul Coverdell Formula Grant.
These federal funds are provided to each state in the form of a formula grant based upon the number of Type 1
Crimes found within the five partnered agencies associated with the crime lab. The lab has utilized this grant for
the past several years to train and certify the analysts. This grant does not require matching funds.
Having examined the needs of the lab and areas where training is needed most, I have identified training
opportunities needed for staff: Two classes would be for DME (Digital Media Evidence) staff in the areas of
cell phone and computer forensics, which would help assist in the reduction of the cell phone and computer
backlog. Four classes for latent print examiners to assist with getting and/or maintaining their certifications,
two classes training a video analyst in the latest recovery of evidence techniques and lastly one class for a DNA
analyst to help maintain her certification.
The attached grant and acceptance letter are available for review. If approved I will submit the final paperwork
for acceptance of the grant which needs to be returned by June 24th, 2020.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options):
*Authorize the acceptance of the grant for training funds ($24,300) for lab analysts. This provides additional
funds for the lab to keep its analysts current on issues that affect their work product on the bench and in the
courtroom. No matching funds are required for this grant.
*Not approve the request.

RE: Paul Coverdell Forensic Science Improvement Grants Program: Application for 2021 Program
Funds
Dear Mr. Ford,
It is my pleasure to inform you that the Office of Adult and Juvenile Justice Assistance (OAJJA),
Colorado Division of Criminal Justice (DO), has approved the application by Weld County, Northern
Colorado Regional Forensic Laboratory for an award under the DO funding opportunity entitled
"Coverdell Forensic Science Improvement Program 2021". The approved award amount is $24,300.
These funds are for the project entitled "2022 Coverdell Training Grant".
For preliminary acceptance of your 2021 Coverdell Program grant, please complete the following steps:
I. Supplies and Operating budget narratives need to include number of staff receiving each
training so that per unit costs are clear.
II. Travel budget narratives need additional information (location and duration of travel) in order
to be able to confirm the per diem rates.
III. In the Goals and Objectives table, please update all references to registering for classes in early
2022 in the timeframes sections since the project will begin October 1, 2022.
IV. Update project duration to a start date of 10/1/2022 and an end date of 9/30/2023 and update
project officials as needed, both of which are under the Questions/Statement of Work tab.
V. Complete, sign, and upload the attached preliminary acceptance and application changes
document to the Documents tab in ZoomGrants in the Other category.
Please complete these steps no later than Friday, June 24, 2022.
