Dear Representative Lamm,
Your letter of January 25th was received today and we thank
you for it. We too regret the secretarial error in the
�, letter and are also fervently hoping the Larimer Corrmissioners,.
due to foresight and knowledge, do not approve Powderhorn.
Thank you for your kind words about Weld County's Comprehensive
Plan and our decisions in land use. We strongly feel Weld
County and not the State must make Weld County's land use
decisions.

Gentlemen:
I did indeed know that the Board of Weld County Commissioners had disap-
proved Powderhorn Development and had known that the Weld County Planning
Commission had also not favorably recommended Powderhorn and that the
Larimer-Weld Regional Planning Commission had not approved Powderhorn.
My error was in not checking over my dictation closely enough, failing
to catch the extremely important secretarial error in the letter. The
letter really only makes sense in the context that Larimer County sadly
may not have the backbone that you displayed in Weld County.
Regardless, I apologize to all three of you for the negligent and inex-
cusable error in my letter. In fact I 'm impressed that the Weld County
Commissioners are moving in the area of land use and seem to have the
backbone to make hard decisions. When I was in Weld County I met with
your County Planner, read your master plan, and was impressed. However,
legislators must look at not one county but all 63 counties. We find
few, if any, counties are as responsible as Weld County. That is why the
state must have land use legislation for certain important but limited
land use decisions.

Dear Representative Lamm,
The Board of Weld County Commissioners has a copy of the letter
which you wrote to the Board of Larimer County Commissioners in
regard to the Powderhorn Development. We would think a "candidate
for Governor", after walking across Weld County, would know a little
about what he was writing.
ND. The Board of Weld County Commissioners does not approve of the
Powderhorn Development; we strongly oppose it. NO. The Weld County
Planning Commission has not favorably recommended Powderhorn.
NO. The Larimer-Weld Regional Planning Commission does not approve
Powderhorn; when the vote was taken the result was unanimous disap-
proval of Powderhorn.
I believe your letter clearly points out that those closest to a
matter know what-is actually happening and so we agree with you:
". . .land use decisions can be kept where we all hope they can be
kept--at a local level." Weld County is far Lime able to make
decisions for Weld County than is the State.
You were hoping the Larimer County Commissioners would send you a
copy of their decision in regard to Powderhorn so you could distribute
it to the Legislature; why not distribute copies of this?

Dear Sirs:
The State Legislature is currently considering, as you know, land
use legislation and the extent to which the state needs to enter
into the land use process.
We are very interested in the Powderhorn Development which you now
have under consideration. We understand that it has been approved
by your Planning Commission, Weld County, and other bodies. We
feel that this will be a classic study in the ability of a county
government to take the responsibility to say no. To the extent
that county government is able to make land decisions, land use
decisions can be kept where we all hope they can be kept -- at a
local level .
I would appreciate your forwarding me a copy of your decision in
this matter, so that I may distribute it to the Legislature.
