property which

and I
live
at 523
County Road 7 and have been
a member of this
neighborhood for 20+ years. Kevin actually grew
up on
Road
12
and I in
Lafayette, so we have known
the area for quite
some time.
We have seen a LOT of change in the last 40 years and even more so in the 12 years since we purchased our home. It is
very unfortunate that the rural way of life that we grew up in is ever changing and coming to an end in our part of Weld
County.
We are surrounded by home after home and would much rather have a seasonal flurry of activity than a new subdivision
and its constant noise and activity.
As neighbors of the Hulstrom family it is truly heart wrenching to know that things have changed so much that their way
of life is no longer the norm; yet this change of zoning and future land plans would allow them to remain in the area and
live on the land that is full of their blood, sweat, tears and family memories. They have been stewards of that land for 80
years and deserve the chance to evolve with the times.
Please allow this Change of Zoning to happen and to allow the Hulstrom name and family to remain in the history of this
small part of unincorporated Weld County.

Dear Mr. Nader,
I understand that the Weld County Planning Commission approved the request to rezone 70 acres on Rd 7
between Rds 6 & 8. I live in a neighborhood on County Road 6 and 7. I understand that the current plan for
those rezoned acres are projected for a RV storage facility. I also understand that there is no assurance that
another type of C-3 zoned business won't come in to that property instead. As a resident in that area, I have
grave concerns about the volume of traffic that is using county roads that were not meant for this level of
traffic as well as the safety of the drivers using the roads. Additionally, there is a large amount of different
prescribed uses for the land in this area. It appears that the approval for this was done without much thought
given to the impact of how those mixed uses may affect the other. There are high industry businesses (the hub
oil and gas facility, the landfill, electrical power facility, RV storage facilities, etc.) that have been allowed to
build within close proximity of existing and new agricultural and residential areas without much thought to the
health and safety implications of those decisions or a thoughtful plan of how they could coexist without
excessive damage to the existing infrastructure.
In a few short years, we have seen a number of businesses increase in size and scope in the area. The results
of this have increased traffic immensely on county roads that were not built for that traffic or the weight
and/or substances these vehicles may bear. In addition to the existing local agricultural and residential traffic,
we have seen a huge increase in large construction semis, gas and oil trucks, vehicles servicing waste removal
to the city landfill, electric service trucks and constant traffic from recreational vehicles which are traveling to
area storage facilities for parking. We have also experienced challenges in the area with a lack of water for
fires and sewage infrastructure for the existing tenants.
As an area that is divided between the City of Erie and Weld County, it appears that it is seen as a general
dumping ground for businesses that Erie wants to invest in yet doesn't want within close proximity of its
residents. From the county perspective, it often feels like there just isn't a plan for the area so they are willing
to support initiatives without the infrastructure and support needed for the short or long term expansion
these changes may bring. This isn't thoughtful planning and is laying the foundation for serious problems and
safety concerns long term.
As a tax payer and local resident, I request that the county do a formal review of the area infrastructure (not
just a traffic study but a full review of resources) to assess whether the area can really accommodate an
increase in traffic, water usage, sewage and other key metrics before approving additional businesses,

residential neighborhoods or requests Additionally, a review is needed into whether the current traffic
markers are adequate for the volume of vehicles that already use these roadways as well as for the projected
short and long term changes coming down the road (i e traffic lights, stop signs, speed designations,
hazardous material signs) We have seen an increase in accidents in the area which suggest that this type of
review may be warranted
I understand that Weld county has been put largely in the position of reacting to what nearby towns and
counties have already approved and built However, because of these changes, Weld County will bear
infrastructure costs to service these decisions, whether they like it or not. It is the responsibility of the county
to review what currently exists in the area and determine if their structures adequately meet those current
demands before approving new projects that will put additional burden on existing resources and residents
While I don't want to cause harm to area residents and their interest in expanding opportunities for
themselves and their families, I do want to live in a safe place that is investing in its long term residents and
infrastructure so that there is safety and security for all Please reconsider this RV rezoning request until the
county understands the implications of the decision as it relates to the short and long term health of the area.

Dear Mr. Nader,
My husband and myself, are stating that we are against the rezoning planned for the RV Storage lot for
the following reasons:
If this passes, it will open a zone change floodgate —then why even have zoning laws?
If this rezoning passes, us and our neighbors would have zero opportunity to address issues which will
impact us. We live on CR 6 east of CR 7 and have lived here for over 31 years.
Submitted traffic study appears to be inferior- from what we've been told. Traffic is one of our biggest
concerns. We are already having a difficult time crossing the road to get our mail, pulling out of our
driveways safely including having the extra traffic already and speeding at all times of the day/night. We
enjoy our country/ rural community that includes many seniors and some families with young children
and this new zoning will greatly impact us in a very negative way.
We also have little/inadequate law enforcement and response time.
Along with this zoning change will pose a
risk
for extreme
fire
due to all
of the RV's stored in a
concentrated site when the fire code that
will
govern this
site
is already
10 years old.
We sincerely hope that this letter will have an impact on your decision to ensure our residential health
and safety. Thank you for listening to our concerns. Please consider turning the situation around and
putting yourself in our positions. I encourage you and others to come out and visit our residential area
on CR 6/125/Cr 7 area, so that you can see how it would have a negative impact on our neighborhood.

Weld County Road 6 is a narrow country road, very close to houses on either side. With just a few feet
between the houses and the road, traffic noise will be intolerable for the residents in the direct path of
patrons of the storage facility and their trucks, 5`h wheels, motor homes and other recreational vehicles. A
single rezoned area will impact so many lives and the value of so many homes. Homes that my neighbors have
invested in, maintained and in which, have placed their hopes and dreams for a secure future.
Young people in the area will be impacted for years to come. Many, just learning to drive, will be forced to
face high -volume, fast-moving traffic no matter where they chose to exit the neighborhood. There is no way
around it. I would challenge those that are currently responsible for monitoring speeds and general traffic
safety in the area, to show that even current traffic observes posted speeds and weight limits for the road. The
additional volume and size of vehicles that would travel road 6 will be an even greater burden.
I would also like to point out that this road is used, on a regular basis, for equestrian traffic. This neighborhood
is one of the dwindling rural country dreams that so many search for when they think of Colorado. With a
breathtaking view of the Rocky Mountains, Weld County will be relinquishing another scenic, desirable vista,
only to replace it with an eyesore. While others, less than 2 miles away are building homes and small
businesses that will bring revenue to the area, Weid County has chosen to allow one business to take over an
area that no one, other than additional such facilities, would want as a neighbor. One businessman without
the forethought to realize he would be building in an area that is home to a well -established neighborhood full
of people who will oppose this rezoning, will benefit, while so many will lose. There are many properties, so
close to this area that would welcome this type of zoning. It is unforgivable that someone didn't do their
homework before causing so much grief for so many.

I am writing this in support of Genell Hulstrom and the sale of her family farmland. We have known the Hulstorm family
since moving to this community in 1996. We have been welcomed guests of theirs, for the last 25 years, each fall, as
they and hundreds of their friends and neighbors get together to celebrate what the land has brought them. Now, with
the changing focus of life and community around them, they are finding the need for a different purpose for the land
that has been in their care.
Farmers have a retirement plan, the land. Its their investment for the future. They look to pass it on to their kids, leave
a legacy, or sell it and retire. Sometimes they are forced out by growth, finances or time. The Hulstrom family, Genell in
particular, deserves now, for recouping her investment.
My
understanding is that their
farmland is proposed to be utilized
as a RV storage facility. There are a multitude of uses
this
farmland could be utilized
for, agricultural, housing, industrial,
retail etc.
• Agricultural: With the rising valuation of property in this area, it is growing increasingly difficult to earn enough,
as a farmer, to support land by farming.
• Housing: There are already enough developments going in up to road 7.
• Industrial: There are industrial parks that have been developed to handle this.
• Retail: The remote location from either the Erie or Hwy 7 exits from the interstate make it not desirable for high
volume daily access.
Any of the above uses are possible, but the one that has been brought forward is in the here and now. A RV storage
facility would need to be clean, well organized and safe to compete with others in the vicinity. Road traffic into and out
of would be low as most RV usage is seasonal and even then most owners of RVs access them only a few times a year.

neighbor to all of those around him. They raised three children on this land, and we were taught to respect it and the

though I am not totally against an ry park --- I am concerned that all this being
judged on information that is totally outdated including the fact there is a 4 way
stop nearby
Even higher concern because of the lack of adequate law and fire protection. I live
at 3492 county road 6 and we are already having issues with people speeding past
our house at least 60 or better. We cannot even let people back out and make
them turn around in our large yard. You cannot safely drive without almost being
rear ended. Response time to accidents is very bad as well as for any other issue
you may need addressed.
I appreciate the fact the people have a right to sell but others living in the area
have rights that need to be considered too. We do not want to have to worry
about the possibly of a large fire occurring and reaching us even being miles away.
We are also concerned about property to the west of us that the owner would also
like to turn into an RV park that would screw up our traffic on road 6 even
more. People like to ride bicycles and horses on this road and this would be totally
impossible it is horrible now. Traffic is roaring by as I speak. Wild animals like
raccoons and skunks are constantly being mowed down.
Please do nor approve the zoning change.

I have reviewed the submitted materials for the covered storage of RV's proposed at 2714 Weld County Road 7
(Case Numbers: SPR21-0009 and COL21-0006). The Fire District has adopted the 2012 Edition of the International Fire Code and the activities of this facility will be covered by this Code. Based on my review. I have the following
comments with regard to the project:
• Water supply for fire protection is required for this use. In accordance with the International Fire Code, an
approved water supply capable of supplying the required fire Clow for fire protection shall be provided to all
premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or
within the jurisdiction. A minimum of 750 g.p.m. is required for all outdoor storage and 1.500 g.p.m. is required
for all buildings. including canopies, and may require more depending on the size of the building(s) and
construction type. Although question 19 of the planning questionnaire did indicate that fire protection was not
anticipated for RV storage, the site plans did show the location of a fire protection water tank.
• Utility plans showing the location of proposed lire hydrants, water main sizes and available fire flows must be
provided to the Fire District for review and approval before the Fire District may give final approval for this
type of facility.
• Fire apparatus access must be provided so that fire apparatus may reach within ISO feet of all portions of the
storage. Initially, it appears access is satisfactory. Fire apparatus access roads must be designed and maintained
to support the imposed loads of fire apparatus (75.000 pounds). must have a surface that provides all-weather
driving capabilities.
• Plans for all buildings shall be submitted to the Fire District for review and approval prior to the issuance of
building permits.

Section22-2-30.B. - "Locate urban development in urban areas
Erie has penciled in a Business and Industrial zoned area near the subject
property, but no development has occurred. All other properties are Weld
County Agricultural zoned.
Section22-4-10.B.- "Comprehensive Plan Compatibility
In a letter to the Weld County Planning Department dated September 28,
2021, the Town of Erie stated this application does not comply with their
comprehensive plan. Erie is not interested in having RV Storage at the gateway
to their town. This also represents a gateway to Weld County.
Section23-2-30.A.2. - compatible with the surrounding land uses.
Today, Weld County's overarching position ...as evidenced by the recent
code change ... is to DISALLOW this use in Weld County Agricultural
zones.
The storage field to the North, AA Outdoor Storage, is a 1980s era Erie
legacy business that also provides outdoor, field storage of vehicles and such.
Section23-2-30.A.3. - adequate water and sewer.
Using Google to search "Secure Interstate Storage" and selecting the first
link will display the web site, which mentions dumping facilities. That
seems improbable without a sewer. Should this Zone Change Request be
approved and yet another RV storage facility with four times the number of
vehicles be built, what conditions will the Commission append to the
approval?

Additionally, County Road 7 is considered a Principal Arterial roadway in the Town of Erie and connects to Erie Parkway
which is appropriate transportation infrastructure for commercially zoned properties. The property is also located within
the 1/4 mile encouraged annexation area. Planning staff recommended the applicant to speak with the Town of Erie prior to
submitting. The applicant spoke with the Town of Eire who at the time did not desire annexation"
Our comments: In a letter to the Weld County Planning Department dated September 28, 2021, the Town of Erie
rejected this application due to its incompatibility with Erie's Comprehensive Plan, on the basis of its intended use, i.e. RV
storage.

Our comments: the only example given is Secure Interstate Storage USR17-0017 (which I believe is a typo and
should be "USR19-0017". Either way I can't find this on Weld County's web site!). Secure Interstate Storage is simply

Jim Flesher's Ag zoning update currently in effect which today would NOT be allowed. Secure Interstate Storage's

Many of us in the CR 6 area were shocked to find so many storage facilities that exist around us:
2 north of us, one north of King Soopers that doesn't even show up on Google Maps or even advertised!
2 east of us on CR 6 east to Colorado Blvd. How can these businesses stay viable? How many RV
storages do we need28
There are even private storage places at homeowners' properties advertised almost like an Airbnb.
With the necessity of water as required by Mountain View Fire Rescue: 750 gpm minimum to 1500 gpm
for all buildings, I wonder how this is obtained and not prohibitively costly, when FARMERS are fighting
for water to grow their crops, water their cattle and retain their land! Will these sites be revisited by the
Planning Dept or Commissioners to ensure adherence to regulations?
In Weld County Planning Commission Guide, Appendix 22-B refers to the Subarea Planning Guide.
In it a goal is, "Promoting Renewal of existing communities that lack infrastructure or have other

• Actions taken: Access Permits have been submitted to the Town of Erie.
Pending approval.
• Actions taken: Dialogue has been started with the Town of Erie to respond to
comments
• Actions taken: 40' of Right -of -Way to be dedicated along CR 7, and a 30'
buffer to be provided, per Town of Erie requests.
• Applicant shall attempt to address the requirements of the Farmers
Reservoir & Irrigation Company (Community Ditch Company)
• Actions taken: Dialogue has been started with the Community Ditch Company
to resolve project concerns.
• Actions taken: There will be no development within 25' of the Ditch, per the
referral request.

USE ALSO IS COMPATIBLE WITH EXISTING ADJACENT USES.

available to serve the site. If the rezoning is approved, the
applicant shall demonstrate, prior to issuance of building
permits on the site, that the water and sewer services are
available at the site and are adequate and appropriate to
meet the DEVELOPMENT requirements.

SERVICE PROVIDERS IN THE AREA AND APPLICANT WILL
