RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR NORTHERN COLORADO
REGIONAL WORKFORCE DEVELOPMENT PARTNERSHIP AND AUTHORIZE CHAIR
TO SIGN - LARIMER COUNTY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding for the
Northern Colorado Regional Workforce Development Partnership between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, and Larimer County, with further terms and conditions
being as stated in said memorandum of understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Understanding for the Northern Colorado
Regional Workforce Development Partnership between the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Department
of Human Services, and Larimer County, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said memorandum of understanding.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of September, A.D., 2022.

Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Memorandum of Understanding (MOU) with
Larimer County for the Northern Colorado Regional Workforce Development Partnership.
The Weld County Department of Human Services (WCDHS) wishes to enter into a Memorandum
of Understanding (MOU) with Larimer County to collaborate on activities and to provide clarity
of roles, relationships, and expectations to best ensure success in the pursuit of common workforce
development goals in the Northern Colorado region. This MOU shall commence on September
21, 2022, and be enforce in perpetuity, unless terminated or updated by one of the parties.
This MOU was review by Legal (C. Perry).
I do not recommend a Work Session. I recommend approval of this Memorandum of
Understanding (MOU) and authorize the Chair to sign.

Northern Colorado Regional Workforce
Development Partnership
Memorandum of Understanding
The Boards of County Commissioners of Weld County, Colorado and of Larimer County,
Colorado (collectively referred to herein as "the Boards"), hereby execute this Northern
Colorado Regional Workforce Development Partnership Memorandum of Understanding
("MOU") as of the date of signatures below for the mutual benefit of the citizens of both
Counties.
Weld County, Colorado and Larimer County, Colorado, acknowledge that significant benefit can
result from collaboration on workforce development activities that promote positive economic
outcomes in Northern Colorado, such as wealth generation, upward mobility, and economic
inclusion. Moreover, collaborative regional workforce development activities serve to help our
business community stay and grow in the region while also supporting the attraction of new jobs
that create opportunity for Northern Colorado residents. We recognize that shared workforce
assets exist within our two counties, and when marketed jointly, a stronger case can be made to
businesses and talent within targeted industries and occupational sectors to stay and grow in
Northern Colorado.
In order to provide clarity of our roles, relationships and expectations, and to best ensure success
in the pursuit of common workforce development goals in our region, Employment Services of
Weld County (ESWC) and Larimer County Economic and Workforce Development (LCEWD),
along with many regional partners, have determined that our competitive advantage and
economic strength lies in our unity and that regional collaboration is in the best interest of our
shared community. As such, the workforce development professionals in Northern Colorado are
building on the established programs, policies, and protocols under which we operate as Local
Workforce Areas to more effectively serve the region.
One of the ways in which we can align our efforts to deliver better customer service is through
coordinated industry outreach that focuses on the shared industry clusters of Northern Colorado
and builds on the existing sector partnership model. By working closely with existing and new
businesses we believe we can connect people to meaningful work and businesses to the resources
they need to be successful.
Recognizing the benefit to communities, businesses, and individuals in the region, ESWC and
LCEWD pledge to work with one another and alongside our partners on strategic regional
initiatives, including:
Workforce development plan alignment
Data collection, analysis, and distribution
Industry exposure and career exploration
Work -based learning initiatives
Addressing systemic barriers to employment
Talent attraction, retention, and development
Targeted messaging and outreach efforts
Streamlined access to business services and resources
The regional approach to workforce development will allow us to better align our objectives,
leverage others' resources, optimize staff time and effort, and decrease costs associated with
program management. It also helps to create a more accurate representation of how our economy
functions and provides a platform for greater regional cooperation.
Furthermore, ESWC and LCEWD — in conjunction with community partners - will examine
specific opportunities to effectively market workforce development opportunities to businesses
and job seekers in the region. These opportunities could take the form of work -based learning
opportunities- like internships and apprenticeships-, connecting with underserved and
underrepresented populations, business training and workshops, and access to timely and useful
economic and workforce data. The goals of these joint efforts include but are not limited to:
• Expand awareness of Northern Colorado companies to workforce resources and job
seekers.
• Competitively position Northern Colorado in relation to other areas of the State and
similar markets around the U.S.
• Create broader partnerships within the area's public, private and non-profit sectors.
While each organization and local jurisdiction will maintain its autonomy in the aforementioned
efforts, every effort will be made to effectively showcase Northern Colorado as one workforce
region. This collaborative effort will help to reinforce regionalism as we address underlying
barriers with regional partners such as childcare, housing affordability and regional
transportation, among other workforce development issues that impact our region's
competitiveness. LCEWD and ESWC will support technical implementation on an as needed
basis through separate agreements to fulfill projects and programs as appropriate.
Although the primary purpose of this agreement is to enhance awareness of the opportunities
available to businesses and job seekers in Northern Colorado, the activities associated with it will
likely facilitate additional workforce development participation from a coalition of private and
public partners on a host of support projects related to addressing workforce programing,
industry support, infrastructure initiatives, and other workforce development policy matters. The
