BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, AUGUST 1, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, August 1, 2022, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine - EXCUSED
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon

MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of July 18, 2022, as printed. Commissioner Moreno seconded the motion and it
carried unanimously.
El PUBLIC INPUT: No public input was given.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
IEJ CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed.
Commissioner Moreno seconded the motion and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: Commissioner Buck expressed how exceptional
the Weld County Fair events were this year, and stated volunteers made the events possible from
5:00 a.m.-8:00 p.m., for the duration of the Fair, noting this year was their first Rodeo event. She further
thanked the Weld County Fair Board members and volunteers for their preparation and execution of the
Fair events. Commissioner Freeman shared his sentiments of the Weld County Fair and stated, in his
opinion, it is the best in the State. He further commented on the large number of 4H youth participants
and record -breaking proceeds gained and community support for the livestock sale. Commissioner
Moreno concurred with the comments made about the Fair and stated he attended the BBQ where the
Board of Commissioners were recognized for holding the only Fair in the state during COVID.
Chair James echoed the same sentiments, and stated it is a great attribute of Weld County.

1) CHILD SUPPORT AWARENESS MONTH - AUGUST 2022: Chair James read the proclamation for
the record. Tami Grant, Deputy Director of the Department of Human Services, expressed gratitude to
the Board for the opportunity to recognize their team and raise awareness for child support services. She
further explained the definition of child support and the financial stability creates rather than relying on
public assistance. Ms. Grant reported from January through June 2022, their staff has processed more
than $11 Million in child support payments, which is distributed to families throughout Weld County, and
staff has done an amazing job at processing the court orders, phone calls, and caseloads. Kyle Ewertz,
Division Director, thanked the Board for their recognition, commented on the hard work of staff, and stated
the County received the Outstanding Large County Award in 2021, and reached three (3) out of four (4)
C-Stat Measures, which proves the hard work staff does every day. Staff who were in attendance
introduced themselves and shared their position. In turn, each Commissioner expressed their gratitude
toward the daily challenges staff faces with positivity, remarking that it is often the silent efforts that allow
for thousands of children to become healthy and happy citizens. (Clerk's Note: The group gathered for a

WARRANTS:
1) GENERAL WARRANTS - JULY 29, 2022: Commissioner Moreno moved to approve the General
Warrants, as printed. Commissioner Buck seconded the motion and it carried unanimously.
2) COMMISSIONER WARRANTS (SCOTT K. JAMES) - JULY 29, 2022: Commissioner Buck
moved to approve the Warrant for Chair James, as printed. Commissioner Freeman seconded the
motion, and upon a roll call vote of three (3) to zero (0), the motion carried, with Chair James recused.
.R BIDS:
1) PRESENT BID #62200106, ASSESSOR AND TREASURER OFFICE BUILDING (1400 NORTH 17TH
AVENUE, GREELEY) HEATING, VENTILATION, AND AIR CONDITIONING (HVAC) AND ENTRY
DOOR CHANGES - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated
two (2) bids were received and staff will make a recommendation on August 15, 2022.
2) PRESENT BID #62200107, GENERATOR MAINTENANCE AT VARIOUS LOCATIONS -
FACILITIES DEPARTMENT: Ms. Peters stated seven (7) bids were received and staff will make a
recommendation on August 15, 2022. Commissioner Moreno commended Ms. Peters for stepping into
her new role and stated he appreciates her attending meetings with the various departments to have a
better understanding of the process.
NEW BUSINESS:
1) CONSIDER UPDATED LIST OF ARBITRATORS FOR PROPERTY VALUATION APPEALS:
Bruce Barker, County Attorney, stated this is an updated list of arbitrators that is required by State statute.
Commissioner Buck moved to approve said list of arbitrators for property valuation appeals. The motion
was seconded by Commissioner Moreno, and it carried unanimously.
in 2) CONSIDER USER AGREEMENT FOR COLORADO BUREAU OF INVESTIGATION (CBI) -
CRIMINAL JUSTICE INFORMATION SYSTEM (CJIS) ACCESS FOR NON -CRIMINAL JUSTICE
AGENCY AND AUTHORIZE CLERK TO THE BOARD'S OFFICE TO SIGN: Mr. Barker stated this
agreement is a requirement of the Colorado Bureau of Investigation (CBI) to use the Criminal Justice
Information System (CJIS), that allows for checks on liquor enforcement applicants and fingerprinting.
Commissioner Freeman moved to approve said agreement and authorize the Clerk to the Board's Office
to sign. The motion was seconded by Commissioner Buck, and it carried unanimously.

la 3) CONSIDER TEMPORARY CLOSURE OF CR 23 BETWEEN CRS 6 AND 23.5: Amy Mutchie,
Department of Public Works, stated this closure will begin on August 8, 2022, and go through
September 2, 2022, to re -deck Bridge 4.5/23A, and a portion of the detour route is paved, and a portion
is gravel with magnesium chloride to be used for dust mitigation. Ms. Mutchie stated message boards
will be placed in advance for public notice. Commissioner Moreno moved to approve said temporary
closure. The motion was seconded by Commissioner Buck, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:17 a.m.
These Minutes were approved on the 15th day of August, 2022.
