James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno — EXCUSED Commissioner Lori Saine Also present: Acting Clerk to the Board, Jess Reid County Attorney, Bruce Barker Department of Planning Services representative, Maxwell Nader Department of Public Health and Environment representative, Lauren Light The following business was transacted: I hereby certify that pursuant to a notice dated March 8, 2022, and duly published March 11, 2022, in the Greeley Tribune, a public hearing was conducted to consider the request of Wendy Chambers, for a Site Specific Development Plan and Major Amended Use by Special Review Permit, 1MJUSR21-86-742, for a Horse Training and Breeding Center to permit a Commercial Rodeo and Commercial Roping Arena outside of subdivisions and historic townsites in the A (Agricultural) Zone District. Bruce Barker, County Attorney, made this a matter of record. Chair James reviewed for the applicant and the public, the procedures to follow should this case result in a tie vote due to four (4) Commissioners being present and Commissioner Moreno being excused. El Maxwell Nader, Department of Planning Services, presented a brief summary of the proposal, stated events will be held six (6) months out of the year, provided anticipated event attendance numbers and relayed bottled water and screened, portable toilets will be used during events. He indicated no correspondence was received from surrounding property owners, the proposed access meets Weld County's spacing criteria, an updated, revised Access Permit will need to be obtained and mentioned the applicant submitted a drainage narrative. He stated the site is within the three (3) mile referral and the Coordinated Planning Agreement area of the City of Fort Lupton, outlined their referral comments and described surrounding zoning and uses. Mr. Nader entered the favorable recommendation of the Planning Commission into the record as written and displayed images of the site and surrounding views. CC ; PL(TP/MN) 6 / I /22 2022-1192 PL0054 HEARING CERTIFICATION - WENDY CHAMBERS (1 MJUSR21-86-742) PAGE 2 . = Lauren Light, Department of Public Health and Environment, stated the three (3) residences on the property are served by a shared well, permitted for three (3) single family dwellings, two (2) of the residences share a septic system and the third residence has its own. She reiterated portable toilets will be used for events, relayed a water truck will be used for dust and Development Standards #10-18 address Environmental Health items. b_ Wendy Hoefer (Chambers), applicant, stated she had no additional comments regarding the application. No public testimony was offered concerning this matter. The Board reviewed the Conditions of Approval and Development Standards and made no changes. In response to Chair James, Ms. Chambers indicated she had reviewed, and agreed to abide by, the Conditions of Approval and Development Standards, as presented. Commissioner Freeman moved to approve the request of Wendy Chambers for a Site Specific Development Plan and Major Amended Use by Special Review Permit, 1MJUSR21-86-742, for a Horse Training and Breeding Center to permit a Commercial Rodeo and Commercial Roping Arena outside of subdivisions and historic townsites in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards, as presented. The motion was seconded by Commissioner Saine, and it carried unanimously. There being no further discussion, the hearing was completed at 10:28 a.m. This Certification was approved on the 18th day of May, 2022.
