SUBJECT: Summary Materials.
Enclosed are four (4) sets of materials which have been
prepared by the Colorado Land Use Commission for use by your
county government officials. •
The 1971 session of the General Assembly, Chapter 106-4-4 of
the Colorado Revised Statutes, requires all counties to adopt
resolutions putting into effect an Improvement Notice System
by January 1, 1972 . It is, therefore, important that a resolution
based on the enclosed model be acted upon during December, 1971,
by each county.

SUBJECT: Improvement Notice and Building Permit Summary
I am taking this opportunity to send you the attached materials
which will acquaint you with the Colorado Land Use Commission' s
growth monitoring system. When you read the brochure, "Intro-
ducing: The Growth Monitoring System", you will realize that
during the first phase of this system you will have some responsi-
bilities .
However, I am sure you' ll realize that the results of this
initial work will benefit your county greatly by helping you
to locate and deal with land use problems that can occur as
a result of development. The Growth Monitoring System will
provide us with basic data on land use change in your area;
we in turn will be able to help you spot where real problems
are likely to occur.
The Colorado Legislature has directed that "the decision-making
authority as to the character and use of land shall be at the
lowest level of government possible", and the Land Use Commission' s
responsibility is to see that local governments have the best
available tools for making those decisions. Information
gathered by Improvement Notices and Building Permit Summaries
will supply your decision-makers with data and guidelines for
making wise use of your natural resources, economic assets, and
staff and consultant expertise.
A model resolution, for adoption by the County in connection
with the Improvement Notice and Building Permit Summary System,
is included with the attached materials. We greatly appreciate
your cooperation in this project.

Model Resolution for Improvement Notice Regulations
WHEREAS, The State of Colorado has declared that the
rapid growth and development of the state and the resulting
demands on its land resources make new and innovative measures
necessary to encourage planned and orderly land use development;
to provide for the needs of agriculture, forestry, industry,
business, residential communities, and recreation in future
growth; to encourage uses of land and other natural resources
which are in accordance with their character and adaptability;
to conserve soil, water and forest resources ; to protect the
beauty of the landscape; and to promote the efficient and
economical use of public resources, as provided by Colorado
Revised Statutes, Chapter 106, Article 4, Section 1, the said
article of the state law otherwise known as the Colorado Land
Use Act, and
WHEREAS , every county in the State, through its Board
of County Commissioners, is required to adopt and enforce
Improvement Notice Regulations for development occurring within
the unincorporated areas of the county, unless said development
is regulated by building permits, or is otherwise exempted, as
provided by Colorado Revised Statutes, Chapter 106, Article 4,
Section 4 (2) , and
WHEREAS, every county in the State, through its Board
of County Commissioners, is required to supply said Improvement
Notices, or Building Permits in lieu thereof when same are
otherwise required, to the Land Use Commission as provided for
in Colorado Revised Statutes, Chapter 106, Article 4, Section
4 (3) , and
WHEREAS , the Board of County Couuuissioners for
County deems it necessary to make
regulations for the purpose of promoting the health, safety,
or welfare of the present and future inhabitants of the State
of Colorado, and
WHEREAS, progress within County
has created a need for new informational tools which will be in
keeping with the progress of County
and the time, and
WHEREAS, the Board of County Commissioners has reviewed
and otherwise considered THE PROPOSED NEW IMPROVEMENT NOTICE,
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of County, State of
Colorado, in a regular meeting assembled at
Colorado, this day of , 19
that this said proposed Improvement Notice heretofore referred
to herein is hereby approved and adopted to cover development in
the unincorporated territory of the County not otherwise requiring
Building Permits.
That the full text of the Improvement Notice which is
hereby adopted is hereinafter set forth as follows :
IMPROVEMENT NOTICE INSTRUCTIONS
An individual or agency proposing to construct or
alter a building shall fill out the attached form, as required
by Colorado Revised Statute 106-4-4 as follows :
For the purpose of aiding the land use
commission in the gathering of infor-
mation, every county in the state, through
its board of county commissioners, shall
develop, adopt, and enforce improvement
notice regulations for all the land within
the unincorporated areas of the county
not later than January 1, 1972. Such
regulations shall not apply to any unin-
corporated area in which building permits
are required. In addition, improvement
notice regulations shall exempt from the
- provisions thereof minor or nominal im-
provements, additions, remodeling, or
dwellings which do not alter the existing
land use and are incident thereto. Copies
of such improvement notices or building
permits shall be supplied to the land use
commission so that it may perform its
duties and responsibilities under article 4
of this chapter. The land use commission
may prescribe summary forms which can
be submitted to it in lieu of copies of such
notices or permits. (Colorado Revised
Statute 106-4-4)
In areas where building permits are not applicable,
improvement notices will be filled out to record improve-
ments that alter existing land use.
A summary of each building permit issued in the county
will be made out on the Building Permit Summary Form.
The county shall, upon determining that the forms have
been correctly filled out, mail them to the Land Use Commission.
They may be submitted in groups, on a weekly or monthly basis,
