HomeMy WebLinkAbout20222831.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, OCTOBER 12, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 12, 2022, at the hour of 9:00 a.m. ,M, ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli MI MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County Commissioners meeting of September 28, 2022, as printed. Commissioner Buck seconded the motion and it carried unanimously. PUBLIC INPUT: Chris Eikenberg expressed her concern with the lack of training for deputies of the Weld County Sheriff's Office pertaining to the Address Confidentiality Program (ACP). She stated on August 27, 2022, this was violated by the Weld County Sheriff's Office and shared her personal story of domestic violence being the reason for being part of the ACP. In addition, Ms. Eikenberg spoke of a deputy harassing her elderly father, which is abusive and illegal behavior. She called for the Board to conduct an internal investigation of these occurrences, and to educate and train the deputies to recognize and honor those within the ACP. El Steve Teets, Greeley resident, announced Weld Project Connect is next week on Thursday, October 20, 2022, from 12:00-5:30 p.m., and mentioned more volunteers are needed. He also spoke about the Colorado -Wyoming Transit Feasible Study, that references 30,000 daily trips from Denver, Colorado to Cheyenne, Wyoming, and questioned why there still is not a bus route in place on the Interstate 25 (1-25) corridor. Mr. Teets recognized Commissioner Moreno for his retirement at the end of this year, and expressed his appreciation of Commissioner Moreno's active engagement on the Board of Weld County Commissioners, as well as in the community on the Board of Directors for the United Way of Weld County. Mr. Teets stated that he has known Commissioner Moreno for a long time, and even when he was the Clerk and Recorder, he has always been kind and hospitable. He thanked him for all his years of public service to Weld County. Minutes, Wednesday, October 12, 2022 Page 1 2022-2831 BC0016 AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Saine seconded the motion and it carried unanimously. La PROCLAMATIONS: 1) NATIONAL FARMER'S DAY - OCTOBER 12, 2022: Chair James read the proclamation for the record. In turn, each Commissioner shared their sentiments about the importance and value of agriculture as the backbone of Weld County, stating farmers drive the economy, with Weld County ranking first in the State of Colorado and eighth in the nation for agricultural products. El WARRANTS: 1) GENERAL WARRANTS - OCTOBER 10, AND 11, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously. Ei BIDS: 1) APPROVE BID #62200134, CHASE BUILDING PARKING LOT (827 7TH STREET, GREELEY) RESURFACING - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, Martin Marietta Materials, Inc., for a total .amount of $347,800.00. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. f� i NEW BUSINESS: 1) CONSIDER CONTRACT ID #6364 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - ROGER AND ALLISON SEDLACEK: Jamie Ulrich, Director of the Department of Human Services, stated this contract is for recertification of a foster care home located in Greeley, Colorado. Commissioner Saine moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) CONSIDER CONTRACT ID #6370 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - MARIZOL IRIZARRY: Ms. Ulrich stated this contract is a new provisional kinship foster care home located in Evans, Colorado. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. 3) CONSIDER CONTRACT ID #6373 AGREEMENT FOR PROFESSIONAL SERVICES FOR TRANSITIONAL LIVING PROGRAM AND AUTHORIZE CHAIR TO SIGN - HILLTOP HEALTH SERVICES CORP, DBA HILLTOP COMMUNITY RESOURCES: Ms. Ulrich stated this agreement is for a child specific transitional living program. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Saine, carried unanimously. I% 4) CONSIDER CONTRACT ID #6376 CONTRACT FOR IMPROVED PAYMENTS AND CHILD SUCCESS (IMPACS) PROGRAM GRANT, AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Ms. Ulrich stated the goal of this program is to increase the number of child support payments received, and assist eligible parents who are paying child support in overcoming barriers to employment through supportive services and individualized case management. Seconded by Commissioner Freeman, the motion carried unanimously. 5) CONSIDER LETTER OF ACCEPTANCE FOR 2022-2023 HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS (HMEP) GRANT AND AUTHORIZE CHAIR TO SIGN: Roy Rudisill, Director of the Office of Emergency Management, stated this letter of acceptance is for supplemental funding from the 2022 Supplemental HMEP grant application submitted in June of this year, in the amount of $102,303.20, with a County match of $25,575.80, to allow for additional personnel as the Hazardous Materials Training and Exercise Coordinator. Commissioner Buck moved to approve said letter of acceptance and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. i; 6) CONSIDER TEMPORARY CLOSURE OF TWO RIVERS PKWY BETWEEN CR 54 AND STATE HWY 60: Amy Mutchie, Department of Public Works, stated this closure will begin on October 24, 2022, and go through October 28, 2022, for the replacement of two (2) irrigation culverts and complete paving operations. She stated the detour route is paved, and message boards will be placed in advance of the closure. Commissioner Moreno moved to approve said temporary closure. Commissioner Saine seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:26 a.m. These Minutes were approved on the 26th day of October, 2022.
